This volume explores commercial relations between the United States and China from the eighteenth century until 1949, fleshing out with facts the romantic and shadowy image of "the China trade." These nine chapters by specialists in the field have developed from papers they presented at a conference supported by the national Committee on American-East Asian Relations.
The work begins with an Introduction by John K. Fairbank, then moves on to analysis of the old China trade up to the American Civil War, centering on traditional Chinese exports of tea and silk. A second section deals with American imports into China--cotton textiles and textile-related goods, cigarettes, kerosene. Finally, the impact of the trade on both countries is assessed and the operations of American-owned and multinational companies in China are examined. For both the United States and China, the economic importance of the trade proves to have been less than the legend might suggest.

The rise of global financial markets in the last decades of the twentieth century was premised on one fundamental idea: that capital ought to flow across country borders with minimal restriction and regulation. Freedom for capital movements became the new orthodoxy.
In an intellectual, legal, and political history of financial globalization, Rawi Abdelal shows that this was not always the case. Transactions routinely executed by bankers, managers, and investors during the 1990s--trading foreign stocks and bonds, borrowing in foreign currencies--had been illegal in many countries only decades, and sometimes just a year or two, earlier.
How and why did the world shift from an orthodoxy of free capital movements in 1914 to an orthodoxy of capital controls in 1944 and then back again by 1994? How have such standards of appropriate behavior been codified and transmitted internationally? Contrary to conventional accounts, Abdelal argues that neither the U.S. Treasury nor Wall Street bankers have preferred or promoted multilateral, liberal rules for global finance. Instead, European policy makers conceived and promoted the liberal rules that compose the international financial architecture. Whereas U.S. policy makers have tended to embrace unilateral, ad hoc globalization, French and European policy makers have promoted a rule-based, "managed" globalization. This contest over the character of globalization continues today.
China’s Challenges and International Order Transition introduces an integrated conceptual framework of “international order” categorized by three levels (power, rules, and norms) and three issue-areas (security, political, and economic). Each contributor engages one or more of these analytical dimensions to examine two questions: (1) Has China already challenged this dimension of international order? (2) How will China challenge this dimension of international order in the future?
The contested views and perspectives in this volume suggest it is too simple to assume an inevitable conflict between China and the outside world. With different strategies to challenge or reform the many dimensions of international order, China’s role is not a one-way street. It is an interactive process in which the world may change China as much as China may change the world.

The development of modern China’s most important export commodity, silk, is traced from the opening of the treaty ports to the 1930s. This study examines the silk industry, one of China’s most advanced traditional economic enterprises, as it moved into large-scale trade with the West. And it especially considers whether traditional economic organizations and practices encouraged or inhibited the expansion of the industry and its technological modernization.
The silk industry is presented as a microcosm of China’s encounter with the modern world market, focusing on such topics as the role of the state, the relationship between treaty ports and rural producers, the domestic market, and the financing and organization of the modern sector. In 2004, the United States, five Central American countries, and the Dominican Republic signed the Central American Free Trade Agreement (CAFTA), signaling the region’s commitment to a neoliberal economic model. For many, however, neoliberalism had lost its luster as the new century dawned, and resistance movements began to gather force. Contesting Trade in Central America is the first book-length study of the debate over CAFTA, tracing the agreement’s drafting, its passage, and its aftermath across Central America.
Rose J. Spalding draws on nearly two hundred interviews with representatives from government, business, civil society, and social movements to analyze the relationship between the advance of free market reform in Central America and the parallel rise of resistance movements. She views this dynamic through the lens of Karl Polanyi’s “double movement” theory, which posits that significant shifts toward market economics will trigger oppositional, self-protective social countermovements. But in swift reaction to Cuba's communist revolution, the United States severed all economic ties between the two nations, initiating the longest trade embargo in modern history, one that continues to the presentday. Globalization is not the primary cause of rising inequality. This may come as a surprise. Inequality within nations has risen steadily in recent decades, at a time when countries around the world have eased restrictions on the movement of goods, capital, and labor. Many assume a causal relationship, which has motivated opposition to policies that promote freer trade. Elhanan Helpman shows, however, in this timely study that this assumption about the effects of globalization is more myth than fact.
Globalization and Inequality guides us through two decades of research about the connections among international trade, offshoring, and changes in income, and shows that the overwhelming conclusion of contemporary research is that globalization is responsible for only a small rise in inequality. The chief causes remain difficult to pin down, though technological developments favoring highly skilled workers and changes in corporate and public policies are leading suspects. As Helpman makes clear, this does not mean that globalization creates no problems. Critics may be right to raise concerns about such matters as cultural autonomy, child labor, and domestic sovereignty. Robert Hart’s forty-five-year administration of China’s customs service was a unique achievement. In these letters Hart speaks to us directly from a time long past in China, but a time that may seem only yesterday to a Western reader. The result is a primary source for the history of modern China and the era of foreign privilege there.
Bearing sole responsibility for the Chinese Maritime Customs as its Inspector General, Hart built up an international staff of thousands, facilitated foreign trade, gave the late-Ch’ing court its principal new revenues, and fostered China’s modernity in administration, schools, naval development, postal service, and many other lines. Behind the scenes Hart was also a diplomat who settled the Sino–French war, changed Macao’s status, got boundaries delimited with Burma and India, and mitigated the disasters of imperialism. His career at Peking, coinciding with that of the Empress Dowager Tz’u-hsi, represented the constructive side of the unequal treaty system and Victorian Britain’s informal empire in East Asia.
The publication of the great I. G.’s weekly or fortnightly letters to his confidant and London commissioner, James Duncan Campbell, gives us an intimate, inside view of Hart’s problems and methods. He appraises his employers in China’s foreign office, the Tsungli Yamen, and comments pithily on the complex flow of events and personalities. He quotes the Confucian Classic but, even more, the Latin poets. His personal life is revealed—standing long hours at his writing desk, finding solace in the violin, keeping his own counsel, constantly isolated by his responsibilities. Having no confidant in Peking, he explains himself to his loyal agent in London.
The Hart–Campbell letters, after five years’ editing and annotation and with an informed introduction by Hart’s final successor as foreign I. G., L. K. Little, thus take their place as one of the great historical treasures that bring a vanished era back to life.
The economic sanctions imposed on Iraq from 1990 to 2003 were the most comprehensive and devastating of any established in the name of international governance. The sanctions, coupled with the bombing campaign of 1991, brought about the near collapse of Iraq’s infrastructure and profoundly compromised basic conditions necessary to sustain life.

But this does not prevent industries and interest groups from lobbying their governments for protection, which creates a fear of electoral backlash among politicians hoping to promote free trade. Press-Barnathan provides in-depth case studies of several key relationships in the post-World War II era: Israel and Egypt; Israel and Jordan; Japan, the Philippines, and Indonesia; Japan and South Korea; Germany and France; and Germany and Poland. She creates an analytical framework through which to view each of these cases based on three factors: the domestic balance between winners and losers from transition to peace; the economic disparity between former enemies; and the impact of third parties on stimulating new cooperative economic initiatives. Her approach provides both a regional and cross-regional comparative analysis of the degree of success in maintaining and advancing peace, of the challenges faced by many nations in negotiating peace after conflict, and of the unique role of economic factors in this highly political process.
Press-Barnathan employs both liberal and realist theory to examine the motivations of these states and the societies they represent. She also weighs their power relations to see how these factor into economic interdependence and the peace process. She reveals the predominant role of the state and big business in the initial transition phase (“cold” peace), but also identifies an equally vital need for a subsequent broader societal coalition in the second, normalizing phase (“warm” peace). Both levels of engagement, Press-Barnathan argues, are essential to a durable peace. Finally, she points to the complex role that third parties can play in these transitions, and the limited long-term impact of direct economic side-payments to the parties.
In addition to the explicit goal of advancing mutual economic interests, regional economic organizations (REOs) are intended to foster regional cohesion and peace. Drawing on a data set detailing the institutional features of 25 REOs established during the 1980s and 1990s, complemented by a case study of ASEAN, Yoram Z. Haftel investigates the factors that affect REOs' ability to mitigate interstate military conflict. He finds fewer interstate conflicts among REO members who have developed high levels of economic integration and who cultivate regular interaction among member-states' representatives. Haftel concludes that, with an appropriate institutional design and fully implemented agreements, an REO can indeed play a role in mitigating interstate conflict and make a meaningful contribution to regional peace.
On September 10, 1960, Venezuela spearheaded the formation of the Organization of Petroleum Exporting Countries (other original members included Saudi Arabia, Iran, Iraq, and Kuwait). However, in a world abundantly supplied with oil, the United States could and did ignore Venezuelan suggestions that OPEC and the consuming nations work together to control production and to increase prices. Then, in late 1973, OPEC sent shudders throughout the world economy, and an energy crisis struck with full force. Emboldened by the power of their oil cartel, Venezuelan leaders denounced the old economic relationship with the United States, nationalized U.S. oil and steel holdings, and fashioned a foreign economic policy that differed sharply from Washington's.
The Road to OPEC is the story of the fiery debates among U.S. oil companies, the Department of State, and the Venezuelan government over oil policies—clashes that led Venezuela to establish OPEC and to nationalize U.S.-owned properties. The Alliance for Progress was a program intended to stimulate and aid the economic development of the peoples of Latin America. It proposed that the United States and nineteen Latin American republics pool financial and technical resources to aid the peoples of all these republics in achieving better living standards, greater human dignity, and increased political freedom. Although achievement of these goals depended partially upon the availability of external assistance, it depended even more upon the ability and willingness of the Latin Americans themselves to make numerous far-reaching institutional reforms within their countries.
One of the most important needs was in the area of tax reform, which had been made a quid pro quo for the twenty billion dollars promised by the United States through the program. This limitation upon the use of United States funds made obvious the need for a means of evaluating the adequacy of Latin American tax-reform efforts. In this study Raynard M. Sommerfeld presents an examination of this problem and recommends basic criteria for such evaluation. The study reviews the objectives of the Alliance for Progress, investigates the prevailing tax systems in the Latin American republics, and offers recommendations for tax-reform efforts to harmonize tax policy with the economic development goals stipulated in the Charter of Punta del Este.
The author emphasizes and reiterates the fact that thorough studies of the individual countries are necessary for the planning of truly adequate tax reform. He offers the facts developed in his study as interim tools for United States Alliance for Progress agencies in evaluating Latin American tax-reform efforts, for Latin American planners seeking to guide their countries most easily on the road to economic maturity, and for all scholars, teachers, and students interested in the fields of Latin American economics, taxation, and political history.
Among all the decentralized authoritarian countries, China is distinctive not only because of its emergence as one of the largest foreign direct investment (FDI) recipient countries with one of the highest levels of fiscal decentralization, but also because of the combination of its fiscal decentralization and the cadre promotion system as incentive institutions for attracting FDI inflows. China is an important case to empirically investigate the impact of fiscal autonomy on adversarial investment because it has become the largest investment destination of its long-term adversary, Taiwan, with Taiwanese FDI being among the largest FDI in mainland China. Given the special role played by local Chinese governments in attracting and hosting Taiwanese FDI, it is important to study the differences between where Taiwanese FDI and other FDI goes.
Given the uniqueness of the China case and that of Taiwanese investment in mainland China, this book explores the following questions. What determines where FDI goes in authoritarian countries like China? Fiscal decentralization has been argued to be a driving force of skyrocketing FDI inflows in China due to its impact on local governments’ incentives. However, is the impact of fiscal autonomy on FDI monolithic with the dynamically changing levels of FDI inflows at the lower administrative levels in China, especially with its special cadre management system? Does the impact of fiscal decentralization on FDI strengthen or weaken or stay the same when attracting FDI inflows from adversarial states? And what are the implications of such adversarial investment—especially as it diffuses from coastal cities to the interior regions, or from key cities to peripheral regions—of decentralized authoritarian countries targeted by this investment?
