Can—or should—the United States try to promote reform in client states in the Third World? This question, which reverberates through American foreign policy, is at the heart of Adventures in Chaos. A faltering friendly state, in danger of falling to hostile forces, presents the U.S. with three options: withdraw, bolster the existing government, or try to reform it. Douglas Macdonald defines the circumstances that call these policy options into play, combining an analysis of domestic politics in the U. S., cognitive theories of decision making, and theories of power relations drawn from sociology, economics, and political science.
He examines the conditions that promote the reformist option and then explores strategies for improving the success of reformist intervention in the future. In order to identify problems in this policy—and to propose solutions—Macdonald focuses on three case studies of reformist intervention in Asia: China, 1946-1948; the Philippines, 1950-1953; and Vietnam, 1961-1963. Striking similarities in these cases suggest that such policy dilemmas are a function of the global role played by the U.S., especially during the Cold War. Though this role is changing, Macdonald foresees future applications for the lessons his study offers.

Broadcasting has long been considered one of the keys to modernization in the developing world. Able to leap the triple barrier of distance, illiteracy, and apathy, it was seen as a crucial clement in the development of new nations. Recently, however, these expectations have been disappointed by broadcasting's failures to reach the rural masses and the urban unemployed. Broadcasting has also come under attack as serious questions have been raised about its uncritical importation of western culture. Now, in Broadcasting in the Third World, Elihu Katz and George Wedell offer the first complete coverage of the problems and promises of broadcasting in the third world. Their findings, often controversial and always illuminating, will be of considerable value to sociologists, political scientists, communications specialists, and students of development.
Broadcasting in the Third World is based on field research in eleven developing countries (Algeria, Brazil, Cyprus, Indonesia, Iran, Nigeria, Peru, Senegal, Singapore, Tanzania, and Thailand) and secondary source material from a further eighty countries. In looking at the role of broadcasting in national development, the authors focus on three areas of promise: national integration, socio-economic development, and cultural continuity and change. They describe the ways in which the technology and content of broadcasting have been transferred from the developed west to the third world, and the go on to show that western broadcasting must be adapted to suit the specific political, economic and social structures of each developing country.
The authors conclude with a series of recommendations which challenge most of the assumptions upon which the principles and practices of broadcasting are based. Well-researched, extensively documented, it will challenge policy-makers and provide important data for researchers.
Even in impoverished countries lacking material and human resources, P. T. Bauer argues, economic growth is possible under the right conditions. These include a certain amount of thrift and enterprise among the people, social mores and traditions which sustain them, and a firm but limited government which permits market forces to work. Challenging many views about development that are widely held, Bauer takes on squarely the notion that egalitarianism is an appropriate goal. He goes on to argue that the population explosion of less-developed countries has on the whole been a voluntary phenomenon and that each new generation has lived better than its forebears. He also critically examines the notion that the policies and practices of Western nations have been responsible for third world poverty. In a major chapter, he reviews the rationalizations for foreign aid and finds them weak; while in another he shows that powerful political clienteles have developed in the Western nations supporting the foreign aid process and probably benefiting more from it than the alleged recipients. Another chapter explores the link between the issue of Special Drawing Rights by the International Monetary Fund on the one hand and the aid process on the other.
Throughout the book, Bauer carefully examines the evidence and the light it throws on the propositions of development. Although the results of his analysis contradict the conventional wisdom of development economics, anyone who is seriously concerned with the subject must take them into account.

In the first decades after World War II, many newly independent Asian and African countries and established Latin American states pursued a socialist development model. Jeremy Friedman traces the socialist experiment over forty years through the experience of five countries: Indonesia, Chile, Tanzania, Angola, and Iran.
These states sought paths to socialism without formal adherence to the Soviet bloc or the programs that Soviets, East Germans, Cubans, Chinese, and other outsiders tried to promote. Instead, they attempted to forge new models of socialist development through their own trial and error, together with the help of existing socialist countries, demonstrating the flexibility and adaptability of socialism. All five countries would become Cold War battlegrounds and regional models, as new policies in one shaped evolving conceptions of development in another. Lessons from the collapse of democracy in Indonesia were later applied in Chile, just as the challenge of political Islam in Indonesia informed the policies of the left in Iran. Efforts to build agrarian economies in West Africa influenced Tanzania’s approach to socialism, which in turn influenced the trajectory of the Angolan model.
Ripe for Revolution shows socialism as more adaptable and pragmatic than often supposed. When we view it through the prism of a Stalinist orthodoxy, we miss its real effects and legacies, both good and bad. To understand how socialism succeeds and fails, and to grasp its evolution and potential horizons, we must do more than read manifestos. We must attend to history.
