The aim of this book is to sample the present state-of-the-art in CAD for VLSI and it covers both newly developed algorithms and applications of techniques from the artificial intelligence community. It provides a digest of relevant research to meet the testing challenge, including work done by educational researchers, legal experts, test developers, and others.

Section I frames the contexts facing deaf and hard of hearing individuals and those who test them, including a telling historical perspective. In Section II, chapters explore how deaf and hard of hearing candidates can meet the rigors of test-taking, how to level the playing field with a new approach to assessment, and what to consider to develop fully accessible licensing tests. The final chapter in this part examines the psychometric properties of intellectual assessments when used with deaf and hard of hearing people. Administrative Issues constitute Section III, beginning with legal considerations related to equity testing for deaf adults. An exploration of the potential of sign language interpretation in the testing environment follows.

Section IV provides case studies of deaf and hard of hearing adults from a variety of professions, including certification testing for therapeutic recreation, preparation strategies for university students, and ways to maximize access to licensure for social workers. A separate chapter addresses the impact of recent federal mandates on assessment of deaf and hard of hearing teachers and teaching candidates. The final section summarizes the current situation and presents recommendations to manage it, concluding with an epilogue on directions for the future.

In Atomic Environments: Nuclear Technologies, the Natural World, and Policymaking, 1945–1960, Neil S. Oatsvall examines how top officials in the Truman and Eisenhower administrations used environmental science to develop nuclear strategy at the beginning of the Cold War. While many people were involved in research and analysis during the period in question, it was at highest levels of executive decision-making where environmental science and nuclear science most clearly combined to shape the nation’s policies.

Oatsvall clearly demonstrates how the natural world and the scientific disciplines that study it became integral parts of nuclear science rather than adversarial fields of knowledge. But while nuclear technologies heavily depended on environmental science to develop, those same technologies frequently caused great harm to the natural world. Moreover, while some individuals expressed real anxieties about the damage wrought by nuclear technologies, policymakers as a class consistently made choices that privileged nuclear boosterism and secrecy, prioritizing institutional values over the lives and living systems that they were ostensibly charged to protect.

By scrutinizing institutional policymaking practices and agendas at the birth of the nuclear age, a constant set of values becomes clear. Oatsvall reveals an emerging technocratic class that routinely valued knowledge about the environment to help create and maintain a nuclear arsenal, despite its existential threat to life on earth and the negative effects many nuclear technologies had on ecosystems and the American people alike. Although policymakers took their charge to protect and advance the welfare of the United States and its people seriously, Atomic Environments demonstrates how they often failed to do so because their allegiance to the US nuclear hierarchy blinded them to the real risks and dangers of the nuclear age.

The Baneberry Disaster covers the calamitous December 1970 Baneberry underground nuclear test that pumped nearly 7 million curies of radiation into the atmosphere, caused the suspension of nuclear testing at the Nevada Test Site for six months, and whose radioactive cloud exposed 86 test-site workers to radiation, two of whom died of leukemia less than four years later.
 
The authors are attorneys from Las Vegas who spent 25 years pursuing a lawsuit for the victims at Baneberry. The story begins in 1971, just after the Baneberry test vented, and takes the reader through the years leading up to the trial, the 41-day trial in 1979, and the multiple appeals following the trial. It discusses the claims and lawsuits filed by others exposed to atomic testing, and the congressional investigations that led to the enactment of the Radiation Exposure Compensation Act in 1990.

A little-known fact about the prominent US psychologist and educator Carl E. Seashore (1866–1949) is that he was deeply involved in the American eugenics movement. He was among the US academics to support eugenics long before German Nazis embraced it. A titan in a host of disciplines and a proponent of radical education reform, Seashore used his positional power to promote a constellation of education reforms consistent with central precepts of eugenics. Many of these reforms, including tracking, gifted and talented programs, and high-stakes standardized testing, were adopted and remain standard practice in the United States today. He promulgated the idea that musical talent is biologically inheritable, and he developed the first standardized tests of musical talent; these tests were used by early-twentieth-century researchers in their attempts to determine whether there are race differences in musical talent. Seashore’s ideas and work profoundly shaped music education’s research trajectory, as well as enduring “commonsense” beliefs about musical ability. An intersectional analysis, “Destined to Fail” focuses on the relationship between eugenics and Seashore’s views on ability, race, and gender. Koza concludes that Seashore promoted eugenics and its companion, euthenics, because he was a true believer. She also discusses the longstanding silences surrounding Seashore’s participation in eugenics. As a diagnosis and critique of the present, “Destined to Fail” identifies resemblances and connections between past and present that illustrate the continuing influence of eugenics—and the systems of reasoning that made early-twentieth-century eugenics imaginable and seem reasonable—on education discourse and practice today. It maps out discursive, citational, and funding connections between eugenicists of the early twentieth-century and contemporary White supremacists; this mapping leads to some of Donald Trump’s supporters and appointees.

Educational and psychological tests are often used in ways which touch most intimately the lives of people. For example, tests may influence who gets a job or who is selected to attend a college or graduate school. But not everyone has agreed that tests are a good thing. Over the past twenty years a wave of complaints has led to congressional hearings, court cases, and formal grievances before state and federal commissions. Holmen and Docter have analyzed these complaints and criticisms not only by considering the tests themselves but through examining the ways tests are used as elements in assessment systems. The applications of tests in clinical and counseling work, in educational achievement testing, and in personnel selection is discussed and evaluated. While the least amount of testing is in the personnel selections area, this is where the most complaints are found. Educational achievement testing has by far the largest testing programs and a wide range of criticisms has been voiced concerning this kind of assessment. Testing in connection with clinical and counseling work has generated the least public concern. An extensive analysis is given of the organizations which comprise the testing industry, including the various developers and publishers of tests and also test scoring organizations. The users of tests are considered from the standpoint of their professional training and also in terms of how their organizations influence technical standards of test development.

 Between 1951 and 1962 the Atomic Energy Commission triggered some one hundred atmospheric detonations of nuclear weapons at the Nevada Test Site. U.S. military troops who participated in these tests were exposed to high doses of radiation. Among them was a young Marine named Leonard Bird. In Folding Paper Cranes Bird juxtaposes his devastating experience of those atomic exercises with three visits over his lifetime—one in the 1950s before his Nevada assignment, one in 1981, and one in the early 1990s—to the International Park for World Peace in Hiroshima.

Among the monuments to tragedy and hope in Hiroshima’s Peace Park stands a statue of Sadako Sasaki holding a crane in her outstretched arms. Sadako was two years old when the atomic bomb was dropped on her city; she was diagnosed with leukemia ten years later. According to popular Japanese belief, folding a thousand paper cranes brings good fortune. Sadako spent the last months of her young life folding hundreds of paper cranes. She folded 644 before she died.

As he journeys from the Geiger counters, radioactive dust, and mushroom clouds of the Nevada desert to the bronze and ivory memorials for the dead in Japan, Bird—himself a survivor of radiation-induced cancer—seeks to make peace with his past and with a future shadowed by nuclear proliferation. His paper cranes are the poetry and prose of this haunting memoir.

Though sometimes dismissed as “fundamentalist” concerns, these questions also sent twentieth-century Catholic theology searching for a new paradigm of biblical inspiration. Theologians repeatedly attempted to reconcile the traditional conviction that the Bible shares in the omniscience of its divine author with scholarly findings that suggested otherwise. Joseph Ratzinger contributed both negatively and positively to this project, deconstructing the regnant manualist models of inspiration and constructing an alternative inspired by St. Bonaventure. The result is an ecclesial model of surprising comprehensiveness and balance. Indeed, The Inspiration and Truth of Scripture concludes that Ratzinger’s alternative provides the least inadequate paradigm currently on offer today. The Inspiration and Truth of Scripture breaks new ground in several ways. First, it situates Ratzinger within a broader Catholic quest for a theology of inspiration, showing his model offers advantages even relative to those proposed by modern theology’s most eminent minds: John Henry Newman, Pierre Benoit, Karl Rahner, and David Tracy. Secondly, this book shows how Ratzinger’s paradigm generates “tests” for identifying the perennially valid affirmations of Scripture, and thus an approach to resolving disputed biblical questions. Must one who accepts the authority of Scripture believe in the Devil? Are the Marian dogmas really “in” Scripture? To what extent does Jesus’s prohibition of divorce still apply in today’s changed social circumstances? Just how historical are Gospel narratives, like the Last Supper, intended to be? The result is a book that bridges the gap between normative theology and historical exegesis. Overall, The Inspiration and Truth of Scripture presents Ratzinger not as an unimaginative enforcer of doctrinal conclusions but as a creatively faithful theologian, whose reconfiguration of inspiration should serve as the point of departure for all future reflection on the subject.

Many of the effects of nuclear fallout and radiation have been intentionally hidden by governments around the world, and public knowledge has been driven by activists demanding recognition and justice. Many downwinders fought for years, in the press and in the courts, to have their health and environmental concerns taken seriously. Although these battles have taken place worldwide, one of the most significant has been the extended legal battle around the Hanford Nuclear Reservation in Washington and the controversial Hanford Environmental Dose Reconstruction Project.  

From 2017 to 2020, Jacob Hamblin and Linda Richards ran the Oregon State University Downwinders Project, sponsored by the National Science Foundation, to support research and scholarship on the Hanford downwinders cases. Additionally, each summer the project team sponsored a workshop that brought a variety of stakeholders together to explore the science, history, and lived experiences of nuclear exposure. These workshops took a broad view of nuclear exposure, beyond Hanford, beyond the United States, and beyond academia. Community members and activists presented their testimonies and creative work alongside scholars studying exposure worldwide.  

Making the Unseen Visible collects the best work arising from the project and its workshops. Scholarly research chapters and reflective essays cover topics and experiences ranging from colonial nuclear testing in North Africa, to Hiroshima survivor stories, to uranium mining in the Navajo Nation, to battles over public memory around Hanford. Scholarship on nuclear topics has largely happened on a case study basis, focusing on individual disasters or locations. Making the Unseen Visible brings a variety of current community and scholarly work together to create a clearer, larger web uniting nuclear humanities research across time and geography.

Drawing on decades of research, the authors show that, while GED recipients score as well on achievement tests as high school graduates who do not enroll in college, high school graduates vastly outperform GED recipients in terms of their earnings, employment opportunities, educational attainment, and health. The authors show that the differences in success between GED recipients and high school graduates are driven by character skills. Achievement tests like the GED do not adequately capture character skills like conscientiousness, perseverance, sociability, and curiosity. These skills are important in predicting a variety of life outcomes. They can be measured, and they can be taught.
 
Using the GED as a case study, the authors explore what achievement tests miss and show the dangers of an educational system based on them. They call for a return to an emphasis on character in our schools, our systems of accountability, and our national dialogue.

The Professional Guinea Pig documents the emergence of the professional research subject in Phase I clinical trials testing the safety of drugs in development. Until the mid-1970s Phase I trials were conducted on prisoners. After that practice was outlawed, the pharmaceutical industry needed a replacement population and began to aggressively recruit healthy, paid subjects, some of whom came to depend on the income, earning their living by continuously taking part in these trials. Drawing on ethnographic research among self-identified “professional guinea pigs” in Philadelphia, Roberto Abadie examines their experiences and views on the conduct of the trials and the risks they assume by participating. Some of the research subjects he met had taken part in more than eighty Phase I trials. While the professional guinea pigs tended to believe that most clinical trials pose only a moderate health risk, Abadie contends that the hazards presented by continuous participation, such as exposure to potentially dangerous drug interactions, are discounted or ignored by research subjects in need of money. The risks to professional guinea pigs are also disregarded by the pharmaceutical industry, which has become dependent on the routine participation of experienced research subjects. Arguing that financial incentives compromise the ethical imperative for informed consent to be freely given by clinical-trials subjects, Abadie confirms the need to reform policies regulating the participation of paid subjects in Phase I clinical trials.

On March 1, 1954, the US military detonated “Castle Bravo,” its most powerful nuclear bomb, at Bikini Atoll in the Marshall Islands. Two days later, the US military evacuated the Marshallese to a nearby atoll where they became part of a classified study, without their consent, on the effects of radiation on humans. In Radiation Sounds Jessica A. Schwartz examines the seventy-five years of Marshallese music developed in response to US nuclear militarism on their homeland. Schwartz shows how Marshallese singing draws on religious, cultural, and political practices to make heard the deleterious effects of US nuclear violence. Schwartz also points to the literal silencing of Marshallese voices and throats compromised by radiation as well as the United States’ silencing of information about the human radiation study. By foregrounding the centrality of the aural and sensorial in understanding nuclear testing’s long-term effects, Schwartz offers new modes of understanding the relationships between the voice, sound, militarism, indigeneity, and geopolitics.

The civil service examination essay known as shiwen (modern or contemporary prose) or bagu wen (eight-legged essay) for its complex structure was the most widely read and written literary genre in early modern China (1450–1850). As the primary mode of expression in which educated individuals were schooled, shiwen epitomized the literary enterprise even beyond the walls of the examination compound. But shiwen suffered condemnation in the shift in discourse on literary writing that followed the fall of the Ming dynasty, and were thoroughly rejected in the May Fourth iconoclasm of the early twentieth century.

Challenging conventional disregard for the genre, Alexander Des Forges reads the examination essay from a literary perspective, showing how shiwen redefined prose aesthetics and transformed the work of writing. A new approach to subjectivity took shape: the question “who is speaking?” resonated through the essays’ involuted prose style, foregrounding issues of agency and control. At the same time, the anonymity of the bureaucratic evaluation process highlighted originality as a literary value. Finally, an emphasis on questions of form marked the aesthetic as a key arena for contestation of authority as candidates, examiners, and critics joined to form a dominant social class of literary producers.

Since the end of World War II, runaway fears of Soviet imperialism, global terrorism, and anarchy have tended to drive American foreign policy toward an imperial agenda. At the same time, uncurbed appetites have wasted the environment and driven the country’s market economy into the ditch. How can we best sustain our identity as a people and resist the distortions of our current anxieties and appetites?

Ethicist William F. May draws on America’s religious and political history and examines two concepts at play in the founding of the country—contractual and covenantal. He contends that the biblical idea of a covenant offers a more promising way than the language of contract, grounded in self-interest alone, to contain our runaway anxieties and appetites. A covenantal sensibility affirms, “We the people (not simply, We the individuals, or We the interest groups) of the United States.” It presupposes a history of mutual giving and receiving and of bearing with one another that undergirds all the traffic in buying and selling, arguing and negotiating, that obtain in the rough terrain of politics. May closes with an account of the covenantal agenda ahead, and concludes with the vexing issue of immigrants and undocumented workers that has singularly tested the covenant of this immigrant nation.

Americans' cultural love affair with their country's landscape started in the nineteenth century, when expansionism was often promoted as divine mission, the West was still the frontier, and scenery became the backdrop of nationalist mythology. With a promise of resources ripe for development, Manifest Destiny–era aesthetics often reinforced a system of environmental degradation while preserving the wide and wild view. Although the aesthetics have evolved, contemporary media are filled with American landscape images inspired by the nineteenth century.

Terre Ryan examines this phenomenon by exploring the overlapping trails of national mythology, landscape aesthetics, patriotic discourse, and public policy. Tracing her journeys around bombing grounds in Nevada, logging sites in Oregon, and energy fields in Wyoming, she argues that business and government agencies often frame commercial projects and national myths according to nineteenth-century beliefs about landscape and bounty. Advertisements and political promotional materials following this aesthetic framework perpetuate frontier-era ideas about the environment as commodity, scenery, and cultural trashlands. Transmitted through all types of media, nineteenth-century perspectives on landscape continue to inform mainstream perceptions of the environment, environmental policies, and representations of American patriotism.

Combining personal narrative with factual reportage, political and cultural critique, and historical analysis, Ryan reframes the images we see every day and places them into a larger national narrative.
