The Racial Consequences of Underfunding Public Universities

Public research universities were previously able to provide excellent education to white families thanks to healthy government funding. However, that funding has all but dried up in recent decades as historically underrepresented students have gained greater access, and now less prestigious public universities face major economic challenges.

In Broke, Laura T. Hamilton and Kelly Nielsen examine virtually all aspects of campus life to show how the new economic order in public universities, particularly at two campuses in the renowned University of California system, affects students. For most of the twentieth century, they show, less affluent families of color paid with their taxes for wealthy white students to attend universities where their own offspring were not welcome. That changed as a subset of public research universities, some quite old, opted for a “new” approach, making racially and economically marginalized youth the lifeblood of the university. These new universities, however, have been particularly hard hit by austerity. To survive, they’ve had to adapt, finding new ways to secure funding and trim costs—but ultimately it’s their students who pay the price, in decreased services and inadequate infrastructure.

The rise of new universities is a reminder that a world-class education for all is possible. Broke shows us how far we are from that ideal and sets out a path for how we could get there.

In August 2011, ethnographers Carolina Alonso Bejarano and Daniel M. Goldstein began a research project on undocumented immigration in the United States by volunteering at a center for migrant workers in New Jersey. Two years later, Lucia López Juárez and Mirian A. Mijangos García—two local immigrant workers from Latin America—joined Alonso Bejarano and Goldstein as research assistants and quickly became equal partners for whom ethnographic practice was inseparable from activism. In Decolonizing Ethnography the four coauthors offer a methodological and theoretical reassessment of social science research, showing how it can function as a vehicle for activism and as a tool for marginalized people to theorize their lives. Tacking between personal narratives, ethnographic field notes, an original bilingual play about workers' rights, and examinations of anthropology as a discipline, the coauthors show how the participation of Mijangos García and López Juárez transformed the project's activist and academic dimensions. In so doing, they offer a guide for those wishing to expand the potential of ethnography to serve as a means for social transformation and decolonization.

Knowledge is more expansive than the boundaries of the Western university model and its claim to be the dominant—or only—rigorous house of knowledge. The trajectory of global White supremacy is deeply historical and contemporary—it is a global, transnational, and imperial phenomenon. White supremacy is sustained through the construction of inferiority and anti-Blackness. The context, history, and perspective offered by Collins, Newman, and Jun should serve as an introduction to the disruption of the ways in which university and academic dispositions have and continue to serve as sites of colonial and White supremacist preservation—as well as sites of resistance.

What does diversity do? What are we doing when we use the language of diversity? Sara Ahmed offers an account of the diversity world based on interviews with diversity practitioners in higher education, as well as her own experience of doing diversity work. Diversity is an ordinary, even unremarkable, feature of institutional life. Yet diversity practitioners often experience institutions as resistant to their work, as captured through their use of the metaphor of the "brick wall." On Being Included offers an explanation of this apparent paradox. It explores the gap between symbolic commitments to diversity and the experience of those who embody diversity. Commitments to diversity are understood as "non-performatives" that do not bring about what they name. The book provides an account of institutional whiteness and shows how racism can be obscured by the institutionalization of diversity. Diversity is used as evidence that institutions do not have a problem with racism. On Being Included offers a critique of what happens when diversity is offered as a solution. It also shows how diversity workers generate knowledge of institutions in attempting to transform them.

On the morning of February 13, 1969, members of Duke University's Afro-American Society barricaded themselves inside the Allen administration building. That evening, police were summoned to clear the building, firing tear gas at students in the melee that followed. When it was over, nearly twenty people were taken to the hospital, and many more injured. In Point of Reckoning, Theodore D. Segal narrates the contested fight for racial justice at Duke from the enrollment of the first Black undergraduates in 1963 to the events that led to the Allen Building takeover and beyond. Segal shows that Duke's first Black students quickly recognized that the university was unwilling to acknowledge their presence or fully address its segregationist past. By exposing the tortuous dynamics that played out as racial progress stalled at Duke, Segal tells both a local and national story about the challenges that historically white colleges and universities throughout the country have faced and continue to face.
