Neil Kraus evaluates both the influence of public opinion on local policy-making and the extent to which public policy addresses economic and social inequalities. Drawing on several years of fieldwork and multiple sources of data, including surveys and polls; initiatives, referenda, and election results; government documents; focus groups; interviews; and a wide assortment of secondary sources, Kraus presents case studies of two Midwestern cities, Minneapolis, Minnesota, and Gary, Indiana. Specifically, he focuses on several major policy decisions in recent decades concerning education, law enforcement, and affordable housing in Minneapolis; and education and riverboat casino development in Gary.
Kraus finds that, on these issues, local officials frequently take action that reflects public opinion, yet the resulting policies often fail to meet the needs of the disadvantaged or ameliorate the effects of concentrated poverty. In light of citizens’ current attitudes, he concludes that if patterns of inequality are to be more effectively addressed, scholars and policymakers must transform the debate about the causes and effects of inequality in urban and metropolitan settings.

How a Hollywood gem transformed the national discourse on post-traumatic stress disorder.
Released in 1946, The Best Years of Our Lives became an immediate success. Life magazine called it “the first big, good movie of the post-war era” to tackle the “veterans problem.” Today we call that problem PTSD, but in the initial aftermath of World War II, the modern language of war trauma did not exist. The film earned the producer Samuel Goldwyn his only Best Picture Academy Award. It offered the injured director, William Wyler, a triumphant postwar return to Hollywood. And for Harold Russell, a double amputee who costarred with Fredric March and Dana Andrews, the film provided a surprising second act.
Award-winning author Alison Macor illuminates the film’s journey from script to screen and describes how this authentic motion picture moved audiences worldwide. General Omar Bradley believed The Best Years of Our Lives would help “the American people to build an even better democracy” following the war, and the movie inspired broad reflection on reintegrating the walking wounded. During the Battle of the Bulge, Waffen SS soldiers shot 84 American prisoners near the Belgian town of Malmedy—the deadliest mass execution of U.S. soldiers during World War II. The bloody deeds of December 17, 1944, produced the most controversial war crimes trial in American history. Drawing on newly declassified documents, Steven Remy revisits the massacre—and the decade-long controversy that followed—to set the record straight.
After the war, the U.S. Army tracked down 74 of the SS men involved in the massacre and other atrocities and put them on trial at Dachau. All the defendants were convicted and sentenced to death or life imprisonment. Over the following decade, however, a network of Germans and sympathetic Americans succeeded in discrediting the trial. They claimed that interrogators—some of them Jewish émigrés—had coerced false confessions and that heat of battle conditions, rather than superiors’ orders, had led to the shooting. They insisted that vengeance, not justice, was the prosecution’s true objective. The controversy generated by these accusations, leveled just as the United States was anxious to placate its West German ally, resulted in the release of all the convicted men by 1957.
The Malmedy Massacre shows that the torture accusations were untrue, and the massacre was no accident but was typical of the Waffen SS’s brutal fighting style. Remy reveals in unprecedented depth how German and American amnesty advocates warped our understanding of one of the war’s most infamous crimes through a systematic campaign of fabrications and distortions.
Before this book first appeared in 1963, most historians wrote as if the continental expansion of the United States were inevitable. “What is most impressive,” Henry Steele Commager and Richard Morris declared in 1956, “is the ease, the simplicity, and seeming inevitability of the whole process.” The notion of inevitability, however, is perhaps only a secular variation on the theme of the expansionist editor John L. O’Sullivan, who in 1845 coined one of the most famous phrases in American history when he wrote of “our manifest destiny to overspread the continent allotted by Providence for the free development of our yearly multiplying millions.” Frederick Merk rejected inevitability in favor of a more contingent interpretation of American expansionism in the 1840s. As his student Henry May later recalled, Merk “loved to get the facts straight.”

Surprising and innovative, Marianne Meets the Mormons looks at how nineteenth-century French observers engaged with the idea of Mormonism in order to reframe their own cultural preoccupations.
Although historians have written extensively on propaganda during Napoleon III’s regime and Vichy, they have virtually ignored the Third Republic. Focusing on Third Republic policies, Marketing Marianne suggests that Americans’ long-lasting love affair with French culture is no accident. Robert J. Young argues that the French used subtle but effective means to influence U.S. policy in Europe. He examines French propaganda efforts and the methods of the French Foreign Ministry, always highlighting the wider cultural and social context of Franco-American relations. French propagandists believed that the steady promotion of their nation as the cultural capital of the world was the best way to foster goodwill among Americans. They slowly recognized the important role the United States played in maintaining the balance of power in Europe. Young argues that the French deliberately exploited America’s sense of cultural inferiority when faced with Europe’s rich heritage, and the rise of new technologies and modern forms of government in France encouraged the development of more sophisticated forms of propaganda.
In the past few decades, thousands of new memorials to executed witches, victims of terrorism, and dead astronauts, along with those that pay tribute to civil rights, organ donors, and the end of Communism have dotted the American landscape. Equally ubiquitous, though until now less the subject of serious inquiry, are temporary memorials: spontaneous offerings of flowers and candles that materialize at sites of tragic and traumatic death. In Memorial Mania, Erika Doss argues that these memorials underscore our obsession with issues of memory and history, and the urgent desire to express—and claim—those issues in visibly public contexts.
Doss shows how this desire to memorialize the past disposes itself to individual anniversaries and personal grievances, to stories of tragedy and trauma, and to the social and political agendas of diverse numbers of Americans. By offering a framework for understanding these sites, Doss engages the larger issues behind our culture of commemoration. Driven by heated struggles over identity and the politics of representation, Memorial Mania is a testament to the fevered pitch of public feelings in America today.
Behind the façade of unity, the French intelligentsia was riven by the same fundamental divisions that had characterized it before the war. For example, the Republican Left argued that German nationalism and militarism began after Kant, with Fichte or Hegel, while the Catholic and nationalistic reactionary Right denounced Kant as the evil inspiration of France's liberal democracy and public school system. The heated rhetoric of the war and the unbearable loss of young lives, says Hanna, lent weight to a redefinition of French culture in national terms—and this, ironically, ended in the cultural conservatism of Vichy France.
This is the first study of the power of French pens and words during and after the Great War. It is a contribution to French and European history as well as to intellectual history.
In the contemporary Western imagination, Asian people are frequently described as automatons, which disavows their humanity. In Model Machines, Long Bui investigates what he calls Asian roboticism or the ways Asians embody the machine and are given robotic characteristics.
Bui offers the first historical overview of the overlapping racialization of Asians and Asian Americans through their conflation with the robot-machine nexus. He puts forth the concept of the “model machine myth,” which holds specific queries about personhood, citizenship, labor, and rights in the transnational making of Asian/America.
The case studies in Model Machines chart the representation of Chinese laborers, Japanese soldiers, Asian sex workers, and other examples to show how Asians are reimagined to be model machines as a product of globalization, racism, and colonialism. Moreover, it offers examples of how artists and everyday people resisted that stereotype to consider different ways of being human. Starting from the early nineteenth century, the book ends in the present with the new millennium, where the resurgence of China presages the “rise of the machines” and all the doomsday scenarios this might spell for global humanity at large.
The early twenty-first century has experienced an unrivaled dissemination of information and misinformation about Islam, its prophet Muhammad, and its followers, largely facilitated by the fact that the tragedy of 9/11 roughly coincided with the advent of the digital age. In the first collection of its kind, Ruqayya Khan has compiled essays that treat Muhammad and the core elements of Islam as focal points in an exploration of how the digital era—including social media and other expressions—have both had an effect on and been affected by Islam.
Scholars from a variety of fields deal with topics such as the 2005 cartoon controversy in Denmark and the infamous 2012 movie trailer “Innocence of Muslims” that some believe sparked the attacks on the US consulate in Benghazi, as well as how the digitization of ancient texts have allowed the origins of Islam to be studied in new ways. Other essays examine how Muhammad’s wives have been represented in various online sources, including a web comic; the contrasting depictions of Muhammad as both a warrior and peacemaker; and how the widespread distribution of “the look” of Islamic terrorists has led to attacks on Sikhs, whose only point of resemblance to them may be a full beard. These findings illuminate the role of the Internet in forms of representation, advocacy, and engagement concerning Islam and Muslims in our world today.
Muslims in a Post-9/11 America examines how public fears about Muslims in the United States compare with the reality of American Muslims’ attitudes on a range of relevant issues. While most research on Muslim Americans focuses on Arab Muslims, a quarter of the Muslim American population, Rachel Gillum includes perspectives of Muslims from various ethnic and national communities—from African Americans to those of Pakistani, Iranian, or Eastern European descent. Using interviews and one of the largest nationwide surveys of Muslim Americans to date, Gillum examines more than three generations of Muslim American immigrants to assess how segments of the Muslim American community are integrating into the U.S. social fabric, and how they respond to post-9/11 policy changes. Gillum’s findings challenge perceptions of Muslims as a homogeneous, isolated, un-American, and potentially violent segment of the U.S. population.
Despite these realities, negative political rhetoric around Muslim Americans persists. The findings suggest that the policies designed to keep America safe from terrorist attacks may have eroded one of law enforcement’s greatest assets in the fight against violent extremism—a relationship of trust and goodwill between the Muslim American community and the U.S. government. Gillum argues for policies and law enforcement tactics that will bring nuanced understandings of this diverse category of Americans and build trust, rather than alienate Muslim communities.
Images play a fundamental role in relations among peoples. American and Japanese scholars have been among the foremost students of images in international and intercultural relations. Building on the historiographical achievements in the two countries, these essays aim further to explore aspects of Japanese-American mutual perceptions.
The contributors to this volume provide pieces of a puzzle, authentic but partial elements of a total picture. They examine the sources, ranges, uses (and misuses), and constituencies of images. They propose various ways of studying this extremely elusive subject and show how an examination of American-Japanese perception can contribute to a better understanding of Japanese history and American history. We see instances of misperceptions and misunderstandings, but also a streak of open-mindedness and flexibility in both Japan and the United States.
