Another Mother
Co-Parenting with the Foster Care System

One night after midnight social workers brought a baby girl to the author's home, and her life as a foster mother began. A social worker herself, Gerstenzang discovered that raising Cecilia, despite all the personal joys, would be a complex and frustrating process of "co-parenting" with the foster care system in New York City. Foster parents are in great demand, but they are not necessarily treated well. We follow the author through the home visits, the Early Intervention evaluation, the WIC program that (with much bureaucratic hassle) provides free formula and cereal, and the mandatory parenting training sessions. She comments, "When Michael and I became foster parents, we learned how stigmatizing, demoralizing, and just plain inconvenient and time-consuming being part of the 'unentitled' population can be. With the exception of Early Intervention, we often felt that the programs were more concerned with regulating our behavior than with providing services."

Regular meetings with the birth family were also part of the process. Not only were they awkward for all concerned, but each visit involved a commute of several hours. One social worker admitted that she preferred a foster parent who didn't work because that person could more easily comply with the time-consuming regulations. Sarah and her husband Michael also agonize over complying with special regulations about hiring babysitters or traveling ("anytime we left New York State we needed to ask the agency's permission, which in turn had to get the signed consent from the birth mother").

Central to Another Mother is the issue of transracial placement. Sarah remembers, "That first day the contrast between my pale skin and Cecilia's brown skin seemed glaring. Not only did I feel that I had someone else's child, I felt that I had a child from another culture. Would I owe someone an explanation?" (Gerstenzang is recalling the 1972 opposition of the National Association of Black Social Workers.) Her account is full of anecdotes and reflections about race: acceptance and prejudice from others; the feelings of her two children about having a sibling of a different race; and culture keeping, beginning with skin and hair care.

Notes from Home weaves a tapestry of personal stories from a group of youth who have experienced family insecurity during childhood. At Rutgers University, the Price Family Fellows Program provides financial, emotional, and academic support for students who seek to steer their own narratives and achieve their dreams through education. Eight graduates of the program now share reflections, photographs, and memories in search of new, often surprising meanings of home and family.
 
Through portraiture, oral history, writing, and family archives, the contributors explore childhood, geography, immigration, education, and family relationships, recovering misunderstood or overlooked moments. In the process of making this work, the group found old family photos, returned to sites of significance, and made new friendships, discovering the transformational potential of this kind of storytelling to reframe hardship, loss, and uncertainty. In the words of one contributor, “I felt like this process was a necessary step that allowed me to acknowledge and comprehend what I was experiencing at the time. It allowed me to create a more coherent understanding that I am who I am because of my past and because I was the one who had control of molding my own, better path.” Each chapter, encompassing one person’s story, is strikingly unique in its vision and approach.

Although foster youth have college aspirations similar to their peers, fewer than one in ten ultimately complete a two-year or four-year college degree. What are the major factors that influence their chances of succeeding? Climbing a Broken Ladder advances our knowledge of what can be done to improve college outcomes for a student group that has largely remained invisible in higher education. Drawing on data from one of the most extensive studies of young people in foster care, Nathanael J. Okpych examines a wide range of factors that contribute to the chances that foster youth enroll in college, persist in college, and ultimately complete a degree. Okpych also investigates how early trauma affects later college outcomes, as well as the impact of a significant child welfare policy that extends the age limit of foster care. The book concludes with data-driven and concrete recommendations for policy and practice to get more foster youth into and through college.

Set in the remote, mountainous Guangxi Autonomous Region and based on ethnographic fieldwork, Families We Need traces the movement of three Chinese foster children, Dengrong, Pei Pei, and Meili, from the state orphanage into the humble, foster homes of Auntie Li, Auntie Ma, and Auntie Huang. Traversing the geography of Guangxi, from the modern capital Nanning where Pei Pei and Meili reside, to the small farming village several hours away where Dengrong is placed, this ethnography details the hardships of social abandonment for disabled children and disenfranchised, older women in China, while also analyzing the state’s efforts to cope with such marginal populations and incorporate them into China’s modern future. The book argues that Chinese foster families perform necessary, invisible service to the Chinese state and intercountry adoption, yet the bonds they form also resist such forces, exposing the inequalities, privilege, and ableism at the heart of global family making.

From 1870 until after World War I, reformers led an effort to place children from orphanages, asylums, and children's homes with farming families. The farmers received free labor in return for providing room and board. Reformers, meanwhile, believed children learned lessons in family life, citizenry, and work habits that institutions simply could not provide.
 
Drawing on institution records, correspondence from children and placement families, and state reports, Megan Birk scrutinizes how the farm system developed--and how the children involved may have become some of America's last indentured laborers. Between 1850 and 1900, up to one-third of farm homes contained children from outside the family. Birk reveals how the nostalgia attached to misplaced perceptions about healthy, family-based labor masked the realities of abuse, overwork, and loveless upbringings endemic in the system. She also considers how rural people cared for their own children while being bombarded with dependents from elsewhere. Finally, Birk traces how the ills associated with rural placement eventually forced reformers to transition to a system of paid foster care, adoptions, and family preservation.
