In 1989, from East Berlin to Budapest and Bucharest to Moscow, communism was falling. The walls were coming down and the world was being changed in ways that seemed entirely new. The conflict of ideas and ideals that began with the French Revolution of 1789 culminated in these revolutions, which raised the prospects of the "return to Europe" of East and Central European nations, the "restarting of their history," even, for some, the "end of history." What such assertions and aspirations meant, and what the larger events that inspired them mean-not just for the world of history and politics, but for our very understanding of that world-are the questions Krishan Kumar explores in 1989.
A well-known and widely respected scholar, Kumar places these revolutions of 1989 in the broadest framework of political and social thought, helping us see how certain ideas, traditions, and ideological developments influenced or accompanied these movements-and how they might continue to play out. The former Communist countries of Eastern Europe provide a treasure-trove of data on the development of democratic institutions. The contributors to this volume use the recent experiences of these countries to identify how the various committee systems are structured and tie the relative strength of the committee system in each country to the relative strength of its legislature. A uniform theoretical framework connects the work of each essay and ties the parts into an informative whole.
Comparative analysis based on seven indicators of institutionalization suggests that the committee systems of Hungary, Poland, and the Czech Republic are more institutionalized than those found elsewhere. Bulgaria is a middle case, while the parliaments of Moldova, Lithuania, and Estonia are the least. Of the indicators, stability in committee membership and extent of committee activity are among the most important for post-communist parliaments in their first decade.
This examination of legislative committees in their beginning stages suggests that the processes of institutionalization are sequenced: expertise in a policy sector is the basis of both the assertion of jurisdictional autonomy by committees and the motive for party control of their membership and officer positions. Basic to these developments, however, is the emergence of a stable and consistent structure of the committee system as a whole. More broadly, committee attributes are closely linked to the condition and functioning of both parliamentary party groups and the government.
Despite dramatic increases in poverty, unemployment, and social inequalities, the Central and Eastern European transitions from communism to market democracy in the 1990s have been remarkably peaceful. This book proposes a new explanation for this unexpected political quiescence. It shows how reforming governments in Poland, Hungary and the Czech Republic have been able to prevent massive waves of strikes and protests by the strategic use of welfare state programs such as pensions and unemployment benefits.
Divide and Pacify explains how social policies were used to prevent massive job losses with softening labor market policies, or to split up highly aggrieved groups of workers in precarious jobs by sending some of them onto unemployment benefits and many others onto early retirement and disability pensions. From a narrow economic viewpoint, these policies often appeared to be immensely costly or irresponsibly populist. Yet a more inclusive social-scientific perspective can shed new light on these seemingly irrational policies by pointing to deeper political motives and wider sociological consequences.
Recasting the birth of fascism, nationalism, and the fall of empire after World War I, Dominique Kirchner Reill recounts how the people of Fiume tried to recreate empire in the guise of the nation.
The Fiume Crisis recasts what we know about the birth of fascism, the rise of nationalism, and the fall of empire after World War I by telling the story of the three-year period when the Adriatic city of Fiume (today Rijeka, in Croatia) generated an international crisis.
In 1919 the multicultural former Habsburg city was occupied by the paramilitary forces of the flamboyant poet-soldier Gabriele D’Annunzio, who aimed to annex the territory to Italy and became an inspiration to Mussolini. Many local Italians supported the effort, nurturing a standard tale of nationalist fanaticism. However, Dominique Kirchner Reill shows that practical realities, not nationalist ideals, were in the driver’s seat. Support for annexation was largely a result of the daily frustrations of life in a “ghost state” set adrift by the fall of the empire. D’Annunzio’s ideology and proto-fascist charisma notwithstanding, what the people of Fiume wanted was prosperity, which they associated with the autonomy they had enjoyed under Habsburg sovereignty. In these twilight years between the world that was and the world that would be, many across the former empire sought to restore the familiar forms of governance that once supported them. To the extent that they turned to nation-states, it was not out of zeal for nationalist self-determination but in the hope that these states would restore the benefits of cosmopolitan empire.
Against the too-smooth narrative of postwar nationalism, The Fiume Crisis demonstrates the endurance of the imperial imagination and carves out an essential place for history from below.
In Fragile Dreams, John A. Gould examines Central European communism, why it failed, and what has come since. Moving loosely chronologically from 1989 to the present, each chapter focuses on topics of importance to the fields of comparative politics, sociology, and feminist and gender studies. He draws heavily from his own research and experience as well as case studies of the former Czechoslovakia, Western Balkans, and Hungary—but much of the analysis has general applicability to the broader postcommunist region.
Broad in its coverage, this academically rigorous book is ideal for students, travelers, and general readers. Gould writes in the first person and seamlessly blends theory with stories both from the existing literature and from 30 years of regional personal experience with family and friends. Throughout, Gould introduces key concepts, players, and events with precise definitions. Wherever possible, he emphasizes marginalized narratives, centering theory and stories that are often overlooked in standard comparative political science literature.
In the decades leading up to World War I, nationalist activists in imperial Austria labored to transform linguistically mixed rural regions into politically charged language frontiers. They hoped to remake local populations into polarized peoples and their villages into focal points of the political conflict that dominated the Habsburg Empire. But they often found bilingual inhabitants accustomed to cultural mixing who were stubbornly indifferent to identifying with only one group.
Using examples from several regions, including Bohemia and Styria, Pieter Judson traces the struggle to consolidate the loyalty of local populations for nationalist causes. Whether German, Czech, Italian, or Slovene, the nationalists faced similar and unexpected difficulties in their struggle to make nationalism relevant to local concerns and to bind people permanently to one side. Judson examines the various strategies of the nationalist activists, from the founding of minority language schools to the importation of colonists from other regions, from projects to modernize rural economies to the creation of a tourism industry. By 1914, they succeeded in projecting a public perception of nationalist frontiers, but largely failed to nationalize the populations.

A long essay entitled Three Historical Regions of Europe, appearing first in a samizdat volume in Budapest in 1980, instantly put its author into the forefront of the transnational debate on Central Europe, alongside such intellectual luminaries as Milan Kundera and Czesław Miłosz. The present volume offers English-language readers a rich selection of the depth and breadth of the legacy of Jenő Szűcs (1928–1988).
The selection documents Szűcs’s seminal contribution to many contemporary debates in historical anthropology, nationalism studies, and conceptual history. It contains his key texts on the history of national consciousness and patterns of collective identity, as well as medieval and early modern political thought. The works published here, most of them previously unavailable in English, provide a sophisticated analysis of a wide range of subjects from the myths of origins of Hungarians before Christianization to the political and religious ideology of the Dózsa peasant uprising in 1514, the medieval roots of civil society, or the revival of ethnic nationalism during the communist era. The volume, with an introduction by the editors locating Szűcs in a transnational context, offers a unique insight into the complex and sensitive debate on national identity in post-1945 East Central Europe.
Ivan T. Berend is Distinguished Professor at the University of California Los Angeles, Director of the European Studies Program. He was one of the masterminds of regime change in Hungary. He made a career in Hungary as a university professor, Rector of the University of Economics (1973–79), and President of the Hungarian Academy of Sciences (1985–90). He was President of the International Committee of Historical Sciences (1995–2000), and Vice-President of the International Economic History Association (1986–1994). His research interests are the complex economic, social, ideological, and cultural history of Central and Eastern Europe in the 19th–20th century; economic modernization; problems of European backwardness; transition from state socialism to capitalism. He published and 26 books and more than 120 studies.
Before he became a professor at UCLA, Ivan Berend had survived five regime changes and two revolutions in Hungary, had been in prison and German concentration camp in 1944–45.
His memoir offers an interesting case study, a subjective addition to the “objective” historical works on Central and Eastern European state socialism. It describes the hard choices of intellectuals in a dictatorial state: 1. remain in isolation, concentrate on scholarly works, and exclude politics in your personal life; 2. be in opposition, criticize and unveil the regime, accept discrimination and exclusion; 3. remain within the establishment and work for reforming the country using legal possibilities to criticize the regime and to achieve changes from within.
Berend’s book raises basic historical questions and debates, compares East European and American higher education systems, and presents an eyewitness’ insights on life in the United States.
Labor regimes under communism in East-Central Europe were complex, shifting, and ambiguous. This collection of sixteen essays offers new conceptual and empirical ways to understand their history from the end of World War II to 1989, and to think about how their experiences relate to debates about labor history, both European and global.
The authors reconsider the history of state socialism by re-examining the policies and problems of communist regimes and recovering the voices of the workers who built them. The contributors look at work and workers in Albania, Bulgaria, Czechoslovakia, the German Democratic Republic, Hungary, Poland, Romania, and Yugoslavia. They explore the often contentious relationship between politics and labor policy, dealing with diverse topics including workers’ safety and risks; labor rights and protests; working women’s politics and professions; migrant workers and social welfare; attempts to control workers’ behavior and stem unemployment; and cases of incomplete, compromised, or even abandoned processes of proletarianization. Workers are presented as active agents in resisting and supporting changes in labor policies, in choosing allegiances, and in defining the very nature of work.
The Covid pandemic has put all modern societies to a serious test of resilience. The interdisciplinary research on which this book is based examined how four European governments behaved in these circumstances. During the months of the crisis, the team of experts coordinated by the editors of this volume took a close look at the decision-making processes in the Czech Republic, Hungary, Poland, and Slovakia – the so-called Visegrad Four.
The inquiries focused on experiences from the academic, health, economic and social fields. The methods of comparison included surveys, interviews, discourse analysis, for which the adaptive leadership theory provided the conceptual framework.
The conclusions are both academic and practical. Aside the description of the pandemic responses, the research had a formative dimension: how can an adaptive leadership approach better help societies manage the health and societal impacts of similar challenges? The spectrum of emerging anti-democratic tendencies in the region provided the specific context of the exercise. The four states face varying degrees of democratic backsliding as well as illiberal influences that have affected their response to the pandemic, which gives this research on the Visegrad Four a worldwide resonance.
Catherine Horel has undertaken a comparative analysis of the societal, ethnic, and cultural diversity in the last decades of the Habsburg Monarchy as represented in twelve cities: Arad, Bratislava, Brno, Chernivtsi, Lviv, Oradea, Rijeka, Sarajevo, Subotica, Timișoara, Trieste, and Zagreb. By purposely selecting these cities, the author aims to counter the disproportionate attention that the largest cities in the empire receive.
With a focus on the aspects of everyday life faced by the city inhabitants (associations, schools, economy, and municipal politics) the book avoids any idealization of the monarchy as a paradise of peaceful multiculturalism, and also avoids exaggerating conflicts. The author claims that the world of the Habsburg cities was a dynamic space where many models coexisted and created vitality, emulation, and conflict. Modernization brought about the dissolution of old structures, but also mobility, the progress of education, the explosion of associative life, and constantly growing cultural offerings.
Karl Polanyi’s “substantivist” critique of market society has found new popularity in the era of neoliberal globalization. The author reclaims this polymath for contemporary anthropology, especially economic anthropology, in the context of Central Europe, where Polanyi (1886–1964) grew up. The Polanyian approach illuminates both the communist era, in particular the “market socialist” economy which evolved under János Kádár in Hungary, as well as the post-communist transformations of property relations, civil society and ethno-national identities throughout the region.
Hann’s analyses are based primarily on his own ethnographic investigations in Hungary and South-East Poland. They are pertinent to the rise of neo-nationalism in those countries, which is theorized as a malign countermovement to the domination of the market. At another level, Hann’s adaptation of Polanyi’s social philosophy points beyond current political turbulence to an original concept of “social Eurasia”.

The latest title in the Central European Medieval Texts series contains the lives of saints who were canonized in the eleventh through thirteenth centuries in the newly Christianized countries of Central and Eastern Europe (Bohemia, Poland, Hungary, and Dalmatia). A rejoinder to the earlier volume in the series, the Saints of the Christianization Age of Central Europe (CEMT, Vol. 6), containing hermits, missionaries, and martyrs, this second volume of hagiography is dominated by political or ecclesiastical leaders who became saintly patrons of their region and were highly venerated throughout the Middle Ages.
The legends in the volume present the two Hungarian holy kings Stephen and Ladislas, the holy duke Emeric, the Czech holy abbot Prokop of Sázava, three bishops, the Venetian-Hungarian Gellért of Csanád, the Polish Stanislas of Cracow (both martyrs), and the Dalmatian holy bishop Saint John of Trogir. Each “vita” is published in Latin original with an English translation and with prefaces discussing the textual tradition.
Saints’ lives have been recognized as an invaluable source of information on social and economic history, the history of mentalities and everyday life, cultural history, and, above all, as a special genre with crucial importance and prevalence in medieval literature.
The cultural phenomenon of exhibiting non-European people in front of the European audiences in the 19th and 20th century was concentrated in the metropolises in the western part of the continent. Nevertheless, traveling ethnic troupes and temporary exhibitions of non-European humans took place also in territories located to the east of the Oder river and Austria. The contributors to this edited volume present practices of ethnographic shows in Russia, Poland, Czechia, Slovenia, Hungary, Germany, Romania, and Austria and discuss the reactions of local audiences. The essays offer critical arguments to rethink narratives of cultural encounters in the context of ethnic shows. By demonstrating the many ways in which the western models and customs were reshaped, developed, and contested in Central and Eastern European contexts, the authors argue that the dominant way of characterizing these performances as “human zoos” is too narrow.
The contributors had to tackle the difficult task of finding traces other than faint copies of official press releases by the tour organizers. The original source material was drawn from local archives, museums, and newspapers of the discussed period. A unique feature of the volume is the rich amount of images that complement every single case study of ethnic shows.
A compendium of one hundred sources, preceded by a short author’s bio and an introduction, this volume offers an English language selection of the most representative texts on feminism and women’s rights from East Central Europe between the end of the Second World War and the early 1990s. While communist era is the primary focus, the interwar years and the post-1989 transition period also receive attention. All texts are new translations from the original.
The book is organised around themes instead of countries; the similarities and differences between nations are nevertheless pointed out. The editors consider women not only in their local context, but also in conjunction with other systems of thought—including shared agendas with socialism, liberalism, nationalism, and even eugenics.
The choice of texts seeks to demonstrate how feminism as political thought was shaped and organised in the region. They vary in type and format from political treatises, philosophy to literary works, even films and the visual arts, with the necessary inclusion of the personal and the private. Women’s political rights, right to education, their role in nation-building, women, and war (and especially women and peace) are part of the anthology, alongside the gendered division of labour, violence against women, the body, and reproduction.
The region between the Baltic and the Black Sea was marked by a set of crises and conflicts in the 1920s and 1930s, demonstrating the diplomatic, military, economic or cultural engagement of France, Germany, Russia, Britain, Italy and Japan in this highly volatile region, and critically damaging the fragile post-Versailles political arrangement. The editors, in naming this region as "Middle Europe" seek to revive the symbolic geography of the time and accentuate its position, situated between Big Powers and two World Wars.
The ten case studies in this book combine traditional diplomatic history with a broader emphasis on the geopolitical aspects of Big-Power rivalry to understand the interwar period. The essays claim that the European Big Powers played a key role in regional affairs by keeping the local conflicts and national movements under control and by exploiting the region's natural resources and military dependencies, while at the same time strengthening their prestige through cultural penetration and the cultivation of client networks.
The authors, however, want to avoid the simplistic view that the Big Powers fully dominated the lesser players on the European stage. The relationship was indeed hierarchical, but the essays also reveal how the "small states" manipulated Big-Power disagreements, highlighting the limits of the latters' leverage throughout the 1920s and the 1930s.
This is a history of a stateless people, the Carpatho-Rusyns, and their historic homeland, Carpathian Rus’, located in the heart of central Europe. A little over 100,000 Carpatho-Rusyns are registered in official censuses but their population is estimated at around 1,000,000, the greater part in Ukraine and Slovakia. The majority of the diaspora—nearly 600,000—lives in the US.
At the present, when it is fashionable to speak of nationalities as “imagined communities” created by intellectuals or elites who may live in the historic homeland, Carpatho-Rusyns provide an ideal example of a people made—or some would say still being made—before our very eyes. The book traces the evolution of Carpathian Rus’ from earliest prehistoric times to the present, and the complex manner in which a distinct Carpatho-Rusyn people, since the mid-nineteenth century, came into being, disappeared, and then re-appeared in the wake of the revolutions of 1989 and the collapse of communist rule in central and eastern Europe.
To help guide the reader further there are 34 detailed maps plus an annotated discussion of relevant books, chapters, and journal articles.
With forty-two extensively annotated maps, this atlas offers novel insights into the history and mechanics of how Central Europe’s languages have been made, unmade, and deployed for political action. The innovative combination of linguistics, history, and cartography makes a wealth of hard-to-reach knowledge readily available to both specialist and general readers. It combines information on languages, dialects, alphabets, religions, mass violence, or migrations over an extended period of time.
The story first focuses on Central Europe’s dialect continua, the emergence of states, and the spread of writing technology from the tenth century onward. Most maps concentrate on the last two centuries. The main storyline opens with the emergence of the Western European concept of the nation, in accord with which the ethnolinguistic nation-states of Italy and Germany were founded. In the Central European view, a “proper” nation is none other than the speech community of a single language. The Atlas aspires to help users make the intellectual leap of perceiving languages as products of human history and part of culture. Like states, nations, universities, towns, associations, art, beauty, religions, injustice, or atheism—languages are artefacts invented and shaped by individuals and their groups.
Worlds of Dissent analyzes the myths of Central European resistance popularized by Western journalists and historians, and replaces them with a picture of the struggle against state repression as the dissidents themselves understood, debated, and lived it. In the late 1970s, when Czech intellectuals, writers, and artists drafted Charter 77 and called on their government to respect human rights, they hesitated to name themselves “dissidents.” Their personal and political experiences—diverse, uncertain, nameless—have been obscured by victory narratives that portray them as larger-than-life heroes who defeated Communism in Czechoslovakia.
Jonathan Bolton draws on diaries, letters, personal essays, and other first-person texts to analyze Czech dissent less as a political philosophy than as an everyday experience. Bolton considers not only Václav Havel but also a range of men and women writers who have received less attention in the West—including Ludvík Vaculík, whose 1980 diary The Czech Dream Book is a compelling portrait of dissident life.
Bolton recovers the stories that dissidents told about themselves, and brings their dilemmas and decisions to life for contemporary readers. Dissidents often debated, and even doubted, their own influence as they confronted incommensurable choices and the messiness of real life. Portraying dissent as a human, imperfect phenomenon, Bolton frees the dissidents from the suffocating confines of moral absolutes. Worlds of Dissent offers a rare opportunity to understand the texture of dissent in a closed society.
Writing on Water grasps the phenomenon of sound in prayer, that is, a meaning in sounds and soundscapes, and a musical essence in the act of praying.
The impetus for the book arose from the author’s fieldwork among traditional Jews during the era of communism in Budapest and Prague. In that period the Jewish religion and Jewishness in general were supressed and rituals became semi-secret and turned inward. The book is a witness to these communities and their rituals, but it goes beyond documentation. The uniqueness of the sounds of the rituals compelled the author to try to comprehend how melodies and soundscapes became the sustaining/protective environment, as well as the vehicle, for the expression of a world-orientation—in a situation where open discourse was inconceivable.
The book is based on extensive interviews, musical recordings, photographs and scholarly analyses. It is unique in its choice of communities, its wealth of original documents, and its novel interpretation of sound.
Writing on Water is creative non-fiction. The presentation is evocative and poetic, but at the same time it transmits knowledge. The book can aid research and serve in courses in philosophy, religion, music, ethnomusicology, anthropology, aesthetics, Jewish studies, folklore, oral history, and performance studies. It is also a work of art and literature.
