We see it all the time: organizations strive to persuade the public to change beliefs or behavior through expensive, expansive media campaigns. Designers painstakingly craft clear, resonant, and culturally sensitive messaging that will motivate people to buy a product, support a cause, vote for a candidate, or take active steps to improve their health. But once these campaigns leave the controlled environments of focus groups, advertising agencies, and stakeholder meetings to circulate, the public interprets and distorts the campaigns in ways their designers never intended or dreamed. In Best Laid Plans, Terence E. McDonnell explains why these attempts at mass persuasion often fail so badly.
            McDonnell argues that these well-designed campaigns are undergoing “cultural entropy”: the process through which the intended meanings and uses of cultural objects fracture into alternative meanings, new practices, failed interactions, and blatant disregard. Using AIDS media campaigns in Accra, Ghana, as its central case study, the book walks readers through best-practice, evidence-based media campaigns that fall totally flat. Female condoms are turned into bracelets, AIDS posters become home decorations, red ribbons fade into pink under the sun—to name a few failures. These damaging cultural misfires are not random. Rather, McDonnell makes the case that these disruptions are patterned, widespread, and inevitable—indicative of a broader process of cultural entropy.

In Incommunicable, Charles L. Briggs examines the long-standing presumptions that medical discourse translates easily across geographic, racial, and class boundaries. Bringing linguistic and medical anthropology into conversation with Black and decolonial theory, he theorizes the failure in health communication as incommunicability, which negatively affects all patients, doctors, and healthcare providers. Briggs draws on W. E. B. Du Bois and the work of three philosopher-physicians—John Locke, Frantz Fanon, and Georges Canguilhem—to show how cultural models of communication and health have historically racialized people of color as being incapable of communicating rationally and understanding biomedical concepts. He outlines incommunicability through a study of COVID-19 discourse, in which health professionals defined the disease based on scientific medical knowledge in ways that reduced varieties of nonprofessional knowledge about COVID-19 to “misinformation” and “conspiracy theories.” This dismissal of nonprofessional knowledge led to a failure of communication that eroded trust in medical expertise. Building on efforts by social movements and coalitions of health professionals and patients to craft more just and equitable futures, Briggs helps imagine health systems and healthcare discourses beyond the oppressive weight of communicability and the stigma of incommunicability.

In the past ten years, we have seen great changes in the ways government organizations and media respond to and report on emerging global epidemics. The first outbreak to garner such attention was SARS (severe acute respiratory syndrome). In Rhetoric of a Global Epidemic, Huiling Ding uses SARS to explore how various cultures and communities made sense of the epidemic and communicated about it. She also investigates the way knowledge production and legitimation operate in global epidemics, the roles that professionals and professional communicators, as well as individual citizens, play in the communication process, points of contention within these processes, and possible entry points for ethical and civic intervention.

Focusing on the rhetorical interactions among the World Health Organization, the United States, China, and Canada, Rhetoric of a Global Epidemic investigates official communication and community grassroots risk tactics employed during the SARS outbreak. It consists of four historical cases, which examine the transcultural risk communication about SARS in different geopolitical regions at different stages. The first two cases deal with risk communication practices at the early stage of the SARS epidemic when it originated in southern China. The last two cases move to transcultural rhetorical networks surrounding SARS.

With such threats as SARS, avian flu, and swine flu capturing the public imagination and prompting transnational public health preparedness efforts, the need for a rhetoric of global epidemics has never been greater. Government leaders, public health officials, health care professionals, journalists, and activists can learn how to more effectively craft and manage transcultural risk communication from Ding’s examination of the complex and varied modes of communication around SARS. In addition to offering a detailed case study, Rhetoric of a Global Epidemic provides a critical methodology that professional communicators can use in their investigations of epidemics and details approaches to facilitating more open, participatory risk communication at all levels.
