Scheming for the Poor is the first comparative analysis of redistributive policymaking in Latin America. William Ascher examines the success or failure of progressive policies launched by nine governments grouped into three regime types—populist, reformist, and radical—over the course of the postwar history of Argentina, Chile, and Peru.
His findings challenge the conventional views that redistribution in Latin America is either doomed to failure or else is the inevitable consequence of a balance of pro-redistributive and anti-redistributive forces. Ascher shows that tactics and careful attention to practical politics and policy implementation are far more important than regime type and professed political objectives and credos. The adept policymakers—from the Argentine authoritarian populist Juan Perón to the Chilean reformist Eduardo Frei—delivered more as redistributionists than did the economic romantics.
Integrating the political and economic aspects of redistribution, Ascher shows that in political terms success stems from subtlety rather than stridency, perceptions rather than economic realities, the astute formation of coalitions, and aversion of the mobilization of the opposition. Ultimately, of course, economic pressures impose a limit on what is politically possible, and Ascher demonstrates how economic requirements constrain the politics of income redistribution.
In the early part of the twentieth century, Argentina's Socialist Party became the largest and most effective socialist organization in Latin America. Richard J. Walter's interpretive study begins with the party's origins in the 1890s, traces its development through 1912, and then offers a comprehensive analysis of its activities and programs during the almost two decades of civilian, democratic government that ended with the military coup of 1930. His aim has been to provide a detailed case study of a Latin American political party within a specific historical context.
The work gives particular attention to the nature of party leadership, internal party organization, attempts to win the support of the Argentine working class, party activities in national elections and the National Congress, and internal disputes and divisions. In discussing these topics, Walter draws heavily on government documents, including national and municipal censuses, ministerial reports, and the Argentine Congressional Record. He also makes extensive use of national and party newspapers and journals, political memoirs, and collections of essays by party leaders.
Walter concludes that the party enjoyed relative electoral and legislative success because of efficient organization, capable leadership, and specific, well-reasoned programs. On the other hand, it failed to create a firm working-class base or to extend its influence much beyond Buenos Aires, mainly because of its inability to relate adequately to the needs of the proletariat and to the growth of nationalist sentiment. The analysis of these successes and failures also provides an important background for understanding the rise to power of Juan Perón and Peronism.
Described in his lifetime as “mad,” “a dreamer,” “quixotic,” and “a lunatic,” Pedro Bohorques is one of the most fascinating personalities of Spanish colonial America. A common man from an ordinary Andalusian family, he sought his fortune in the new world as a Renaissance adventurer.
Smitten with the idea of the mythical cities of gold, Bohorques led a series of expeditions into the jungles of Peru searching for the paradise of El Dorado. Having mastered the Quechua language of the countryside, he presented himself as a descendent of Inca royalty and quickly rose to power as a king among the Calchaquíes of Tucumán. He was later arrested and executed by the crown for his participation in a peasant revolt against Spanish rule.
In Spanish King of the Incas, Ana María Lorandi examines Bohorques as a character whose vision, triumphs, and struggles are a reflection of his seventeenth-century colonial world. In this thoroughly engaging ethnohistory, Lorandi brings to light the many political and cultural forces of the time. The status of the Inca high nobility changed dramatically after the Spanish conquest, as native populations were subjugated by the ruling class. Utopian ideals of new cities of riches such as El Dorado prevailed in the public imagination alongside a desire to restore an idealized historic past. As the Middle Ages gave way to the new belief systems of the Renaissance, ingenuousness about mythical creatures became strong, and personal success was measured by the performance of heroic deeds and the attainment of kingdoms. Charismatic and bold, Pedro Bohorques flourished in the ambiguous margins of this society full of transition and conflict.
Ann de León's artful translation preserves both the colorful details of the story and the clarity of expression in Lorandi's complex analyses.
