Compelling narratives are integral to successful foreign policy, military strategy, and international relations. Yet often narrative is conceived so broadly it can be hard to identify. The formation of strategic narratives is informed by the stories governments think their people tell, rather than those they actually tell. This book examines the stories told by a broad cross-section of British society about their country’s past, present, and future role in war, using in-depth interviews with 67 diverse citizens. It brings to the fore the voices of ordinary people in ways typically absent in public opinion research.
Always at War complements a significant body of quantitative research into British attitudes to war, and presents an alternative case in a field dominated by US public opinion research. Rather than perceiving distinct periods between war and peace, British citizens see their nation as so frequently involved in conflict that they consider the country to be continuously at war. At present, public opinion appears to be a stronger constraint on Western defense policy than ever.

America’s Vietnam challenges the prevailing genealogy of Vietnam’s emergence in the American imagination—one that presupposes the Vietnam War as the starting point of meaningful Vietnamese-U.S. political and cultural involvements. Examining literature from as early as the 1820s, Marguerite Nguyen takes a comparative, long historical approach to interpreting constructions of Vietnam in American literature. She analyzes works in various genres published in English and Vietnamese by Monique Truong and Michael Herr as well as lesser-known writers such as John White, Harry Hervey, and Võ Phiến. The book’s cross-cultural prism spans Paris, Saigon, New York, and multiple oceans, and its departure from Cold War frames reveals rich cross-period connections.
America’s Vietnam recounts a mostly unexamined story of Southeast Asia’s lasting and varied influence on U.S. aesthetic and political concerns. In the early 20th century, the diesel-electric submarine made possible a new type of unrestricted naval warfare. Such brutal practices as targeting passenger, cargo, and hospital ships not only violated previous international agreements; they were targeted explicitly at civilians. A deviant form of warfare quickly became the norm.
In Atrocity, Deviance, and Submarine Warfare, Nachman Ben-Yehuda recounts the evolution of submarine warfare, explains the nature of its deviance, documents its atrocities, and places these developments in the context of changing national identities and definitions of the ethical, at both social and individual levels. Introducing the concept of cultural cores, he traces the changes in cultural myths, collective memory, and the understanding of unconventionality and deviance prior to the outbreak of World War I. Histories of American air power usually focus on World War II, when the air force became the foundation for the military strength of the United States. The equally fascinating story of World War I air combat is often relegated to a footnote, but it was the earlier war that first inspired the vision of the United States attaining dominance in world affairs through a massive air force. In The Dream of Civilized Warfare, Robertson presents the compelling story of the creation of the first American air force—and how, through the propaganda of the flying ace, a vision of “clean” or civilized combat was sold to politicians and the public. During World War I, air combat came to epitomize American ingenuity, technological superiority, adventure, leadership, and teamwork. Robertson reveals how the romantic and chivalric imagery associated with flying aces was a product of intentional propaganda and popular culture. Examining aviation history, military battles, films, literature, and political events, she looks at how the American public’s imagination was shaped—how flying aces offered not only a symbol of warfare in stark contrast to the muddy, brutal world of the trenches, but also a distraction to an American public resistant to both intervention in a European conflict and the new practice of conscription.The eastern Roman Empire was the largest state in western Eurasia in the sixth century. Only a century later, it was a fraction of its former size. Surrounded by enemies, ravaged by warfare and disease, the empire seemed destined to collapse. Yet it did not die. In this holistic analysis, John Haldon elucidates the factors that allowed the eastern Roman Empire to survive against all odds into the eighth century.
By 700 CE the empire had lost three-quarters of its territory to the Islamic caliphate. But the rugged geography of its remaining territories in Anatolia and the Aegean was strategically advantageous, preventing enemies from permanently occupying imperial towns and cities while leaving them vulnerable to Roman counterattacks. The more the empire shrank, the more it became centered around the capital of Constantinople, whose ability to withstand siege after siege proved decisive. Changes in climate also played a role, permitting shifts in agricultural production that benefitted the imperial economy.
At the same time, the crisis confronting the empire forced the imperial court, the provincial ruling classes, and the church closer together. State and church together embodied a sacralized empire that held the emperor, not the patriarch, as Christendom’s symbolic head. Despite its territorial losses, the empire suffered no serious political rupture. What remained became the heartland of a medieval Christian Roman state, with a powerful political theology that predicted the emperor would eventually prevail against God’s enemies and establish Orthodox Christianity’s world dominion.

This literary adventure takes place in nineteenth-century Texas and follows the story of a Tejana lesbian cowgirl after the fall of the Alamo. Micaela Campos, the central character, witnesses the violence against Mexicans, African Americans, and indigenous peoples after the infamous battles of the Alamo and of San Jacinto, both in 1836. Resisting an easy opposition between good versus evil and brown versus white characters, the novel also features Micaela's Mexican-Anglo cousin who assists and hinders her progress. Micaela's travels give us a new portrayal of the American West, populated by people of mixed races who are vexed by the collision of cultures and politics. Ultimately, Micaela's journey and her romance with a black/American Indian woman teach her that there are no easy solutions to the injustices that birthed the Texas Republic.
This novel is an intervention in queer history and fiction with its love story between two women of color in mid-nineteenth-century Texas. Pérez also shows how a colonial past still haunts our nation's imagination. The battles of the Alamo and San Jacinto offered freedom and liberty to Texans, but what is often erased from the story is that common people who were Mexican, Indian, and Black did not necessarily benefit from the influx of so many Anglo immigrants to Texas. The social themes and identity issues that Pérez explores—political climate, debates over immigration, and historical revision of the American West—are current today.
When is a war not a war? When it is undertaken in the name of democracy, against the forces of racism, sexism, and religious and political persecution? This is the new world of warfare that Neda Atanasoski observes in Humanitarian Violence, different in name from the old imperialism but not so different in kind. In particular, she considers U.S. militarism—humanitarian militarism—during the Vietnam War, the Soviet-Afghan War, and the 1990s wars of secession in the former Yugoslavia.
What this book brings to light—through novels, travel narratives, photojournalism, films, news media, and political rhetoric—is in fact a system of postsocialist imperialism based on humanitarian ethics. In the fiction of the United States as a multicultural haven, which morally underwrites the nation’s equally brutal waging of war and making of peace, parts of the world are subject to the violence of U.S. power because they are portrayed to be homogeneous and racially, religiously, and sexually intolerant—and thus permanently in need of reform. The entangled notions of humanity and atrocity that follow from such mediations of war and crisis have refigured conceptions of racial and religious freedom in the post–Cold War era. The resulting cultural narratives, Atanasoski suggests, tend to racialize ideological differences—whereas previous forms of imperialism racialized bodies. In place of the European racial imperialism, U.S. settler colonialism, and pre–civil rights racial constructions that associated racial difference with a devaluing of nonwhite bodies, Humanitarian Violence identifies an emerging discourse of race that focuses on ideological and cultural differences and makes postsocialist and Islamic nations the potential targets of U.S. disciplining violence.
Though the Revolutionary United Front (R.U.F.) ostensibly fought its war (1991–2002) against corrupt government, the people of Sierra Leone were its victims. By the time the war was over, more than fifty thousand were dead, thousands more had been maimed, and over one million were displaced. Although Abraham Lincoln dominates the literature on the American Civil War, he remains less commonly associated with reconstruction. Previous scholarly works touch on Lincoln and reconstruction, but they tend either to speculate on what Lincoln might have done after the war had he not been assassinated or to approach his reconstruction plans merely as a means of winning the war. In this thought-provoking study, John C. Rodrigue offers a succinct but significant survey of Lincoln’s wartime reconstruction initiatives while providing a fresh interpretation of the president’s plans for postwar America.
Revealing that Lincoln concerned himself with reconstruction from the earliest days of his presidency, Rodrigue details how Lincoln’s initiatives unfolded, especially in the southern states where they were attempted. He explores Lincoln’s approach to various issues relevant to reconstruction, including slavery, race, citizenship, and democracy; his dealings with Congressional Republicans, especially the Radicals; his support for and eventual abandonment of colonization; his dealings with the border states; his handling of the calls for negotiations with the Confederacy as a way of reconstructing the Union; and his move toward emancipation and its implications for his approach to reconstruction.
As the Civil War progressed, Rodrigue shows, Lincoln’s definition of reconstruction transformed from the mere restoration of the seceded states to a more fundamental social, economic, and political reordering of southern society and of the Union itself. Based on Lincoln’s own words and writings as well as an extensive array of secondary literature, Rodrigue traces the evolution of Lincoln’s thinking on reconstruction, providing new insight into a downplayed aspect of his presidency.
Finnström draws on fieldwork conducted in northern Uganda between 1997 and 2006 to describe how the Acholi—especially the younger generation, those born into the era of civil strife—understand and attempt to control their moral universe and material circumstances. Structuring his argument around indigenous metaphors and images, notably the Acholi concepts of good and bad surroundings, he vividly renders struggles in war and the related ills of impoverishment, sickness, and marginalization. In this rich ethnography, Finnström provides a clear-eyed assessment of the historical, cultural, and political underpinnings of the civil war while maintaining his focus on Acholi efforts to achieve “good surroundings,” viable futures for themselves and their families.

With the collapse of the Cold War following the Eastern European revolutions and the ongoing democratization of the Soviet republics, optimism about peace has transformed the international political climate. Incidents such as the Gulf War, however, have tempered this optimism and cast doubts on the prospects for demilitarization. In this book, Martin Shaw examines some of the developments that lie behind the recent momentous changes and argues that, despite the Gulf War and other regional wars, militarism is in decisive retreat.
Writing from a broadly sociological perspective, Shaw examines the roles of war and military institutions in human society and the ways in which preoccupation with war has affected domestic, regional, and international politics in the twentieth century. In doing so, he asks: When does the post-war era end? How have nuclear weapons altered the perception of war by society? What is the relationship between industrialism and militarism?
The author contends that, despite the militarism of some Third World countries, societies in the advanced industrial world (especially in Europe) have been undergoing a profound demilitarization. These societies have become politically insulated from war preparation, have recognized the effect of social movements on inter-state relations, and are experiencing a "revolution of rising expectations."
Offering evidence of "post-military citizenship," Shaw describes the increasing resistance to military conscription throughout the Western world, the replacement of blind obedience with demand for accountability in Eastern bloc countries, and the simultaneous rise of nationalism and communitarianism among common market members. And, in light of the collapse of Stalinist militarism in Europe and the USSR, Shaw suggests some of the changes that face Soviet society.
The Provisions of War examines how soldiers, civilians, communities, and institutions have used food and its absence as both a destructive weapon and a unifying force in establishing governmental control and cultural cohesion during times of conflict. Historians as well as scholars of literature, regional studies, and religious studies problematize traditional geographic boundaries and periodization in this essay collection, analyzing various conflicts of the nineteenth and twentieth centuries through a foodways lens to reveal new insights about the parameters of armed interactions.

In his On the Glory of Athens, Plutarch complained that the Athenian people spent more on the production of dramatic festivals and “the misfortunes of Medeas and Electras than they did on maintaining their empire and fighting for their liberty against the Persians.” This view of the Athenians’ misplaced priorities became orthodoxy with the publication of August Böckh’s 1817 book Die Staatshaushaltung der Athener [The Public Economy of Athens], which criticized the classical Athenian dēmos for spending more on festivals than on wars and for levying unjust taxes to pay for their bloated government. But were the Athenians’ priorities really as misplaced as ancient and modern historians believed?
Drawing on lines of evidence not available in Böckh’s time, Public Spending and Democracy in Classical Athens calculates the real costs of religion, politics, and war to settle the long-standing debate about what the ancient Athenians valued most highly. David M. Pritchard explains that, in Athenian democracy, voters had full control over public spending. When they voted for a bill, they always knew its cost and how much they normally spent on such bills. Therefore, the sums they chose to spend on festivals, politics, and the armed forces reflected the order of the priorities that they had set for their state. By calculating these sums, Pritchard convincingly demonstrates that it was not religion or politics but war that was the overriding priority of the Athenian people.

No nation is a stranger to war, but for Russians war is a central part of who they are. Their “motherland” has been the battlefield where some of the largest armies have clashed, the most savage battles have been fought, the highest death tolls paid. Having prevailed over Mongol hordes and vanquished Napoleon and Hitler, many Russians believe no other nation has sacrificed so much for the world. Written from a Zambian perspective, this leading study shows how the British colony of Northern Rhodesia (later Zambia) organized and deployed human, military, and natural resources during and after the Second World War.
The Second World War brought unprecedented pressures to bear on Britain’s empire, which then included colonial Northern Rhodesia. Through new archival materials and oral histories, War and Society in Colonial Zambia tells—from an African perspective—the story of how the colony organized its human and natural resources on behalf of the imperial government.
Alfred Tembo first examines government propaganda and recruitment of personnel for the Northern Rhodesia Regiment, which served in East Africa, Palestine, Ceylon, Burma, and India. Later, Zambia’s economic contribution to the Allied war effort would foreground the central importance of the colony’s mining industry as well as its role as supplier of rubber and beeswax following the fall of the Southeast Asian colonies to the Japanese in early 1942. Finally, Tembo presents archival and oral evidence about life on the home front, including the social impact of wartime commodity shortages, difficulties posed by incoming Polish refugees, and the more interventionist forms of colonial governance that these circumstances engendered.
War Culture and the Contest of Images analyzes the relationships among contemporary war, documentary practices, and democratic ideals. Dora Apel examines a wide variety of images and cultural representations of war in the United States and the Middle East, including photography, performance art, video games, reenactment, and social media images. Simultaneously, she explores the merging of photojournalism and artistic practices, the effects of visual framing, and the construction of both sanctioned and counter-hegemonic narratives in a global contest of images.
As a result of the global visual culture in which anyone may produce as well as consume public imagery, the wide variety of visual and documentary practices present realities that would otherwise be invisible or officially off-limits. In our digital era, the prohibition and control of images has become nearly impossible to maintain. Using carefully chosen case studies—such as Krzysztof Wodiczko’s video projections and public works in response to 9/11 and the wars in Iraq and Afghanistan, the performance works of Coco Fusco and Regina Galindo, and the practices of Israeli and Palestinian artists—Apel posits that contemporary war images serve as mediating agents in social relations and as a source of protection or refuge for those robbed of formal or state-sanctioned citizenship.
While never suggesting that documentary practices are objective translations of reality, Apel shows that they are powerful polemical tools both for legitimizing war and for making its devastating effects visible. In modern warfare and in the accompanying culture of war that capitalism produces as a permanent feature of modern society, she asserts that the contest of images is as critical as the war on the ground.
Why do civilians suffer most during times of violent conflict? Why are civilian fatalities as much as eight times higher, calculated globally for current conflicts, than military fatalities? In Why They Die, Daniel Rothbart and Karina V. Korostelina address these questions through a systematic study of civilian devastation in violent conflicts. Pushing aside the simplistic definition of war as a guns-and-blood battle between two militant groups, the authors investigate the identity politics underlying conflicts of many types. During a conflict, all those on the opposite side are perceived as the enemy, with little distinction between soldiers and civilians. As a result, random atrocities and systematic violence against civilian populations become acceptable.
Rothbart and Korostelina devote the first half of the book to case studies: deportation of the Crimean Tatars from the Ukraine, genocide in Rwanda, the Lebanon War, and the war in Iraq. With the second half, they present new methodological tools for understanding different types of violent conflict and discuss the implications of these tools for conflict resolution.
The first comprehensive history of German youth in the First World War, this book investigates the dawn of the great era of mobilizing teenagers and schoolchildren for experiments in state-building and extreme political movements like fascism and communism. It investigates how German teachers could be legendary for their sarcasm and harsh methods but support the world’s most vigorous school reform movement and most extensive network of youth clubs. As a result of the war mobilization, teachers, club leaders, and authors of youth literature instilled militarism and nationalism more deeply into young people than before 1914 but in a way that, paradoxically, relaxed discipline.
In Youth in the Fatherless Land, Andrew Donson details how Germany had far more military youth companies than other nations—as well as the world’s largest Socialist youth organization, which illegally agitated for peace and a proletarian revolution. Mass conscription also empowered female youth, particularly in Germany’s middle-class youth movement, the only one anywhere that fundamentally pitted itself against adults. Donson addresses discourses as well as practices and covers a breadth of topics, including crime, work, sexuality, gender, family, politics, recreation, novels and magazines, social class, and everyday life.
