The authors assess alternatives for a next-generation intercontinental ballistic missile (ICBM) across a broad set of potential characteristics and situations. They use the current Minuteman III as a baseline to develop a framework to characterize alternative classes of ICBMs, assess the survivability and effectiveness of possible alternatives, and weigh those alternatives against their cost.

Marijuana legalization is a controversial and multifaceted issue that is now the subject of serious debate. In May 2014, Vermont Governor Peter Shumlin signed a bill requiring the Secretary of Administration to produce a report about various consequences of legalizing marijuana. This resulting report provides a foundation for thinking about the various consequences of different policy options while being explicit about the uncertainties involved.

In this report, the authors use the Wounded Warrior Project’s 2013 survey of its members (alumni) to understand the physical, mental, and economic challenges that Wounded Warriors face. The researchers find that at least half of alumni reported dealing with mental health conditions such as depression and posttraumatic stress disorder, and many of these alumni reported difficulties or delays in seeking mental health care, or not doing so at all.

This RAND report examines the U.S. Army role in Southeast Asia. Under current benign conditions, efforts should focus on supporting defense reform, addressing transnational threats, and balancing China. If the outlook deteriorates, the United States should increase security cooperation, conclude new regional basing agreements, expand disaster assistance, and create policies to encourage risk-averse Chinese behavior.

In this report, the authors assess when, where, and why Russia conducts military interventions by analyzing the 25 interventions that Russia has undertaken since 1991, including detailed case studies of the 2008 Russia-Georgia War and Moscow’s involvement in the ongoing Syrian civil war.

Understanding Russia’s grand strategy can help U.S. decisionmakers assess the depth and nature of potential conflicts between Russia and the United States and avoid strategic surprise by better-anticipating Moscow’s actions and reactions. The authors of this report review Russia’s declared grand strategy, evaluate the extent to which Russian behavior is consistent with stated strategy, and outline implications for the United States.

Drawing on Chinese military writings, this report finds that China’s strategic-deterrence concepts are evolving in response to Beijing’s changing assessment of its external security environment and a growing emphasis on protecting its emerging interests in space and cyberspace. China also is rapidly closing what was once a substantial gap between the People’s Liberation Army’s strategic weapons capabilities and its strategic-deterrence concepts.

Through extensive primary source analysis and independent analysis, this report seeks to answer a number of important questions regarding the state of China’s armed forces. The authors found that the PLA is keenly aware of its many weaknesses and is vigorously striving to correct them. Although it is only natural to focus on the PLA’s growing capabilities, understanding the PLA’s weaknesses—and its self-assessments—is no less important.

This report surveys the debate over the requirements for a new congressional authorization for the use of military force against terrorist groups and examines the current terrorist challenge, the purposes and key elements of such legislation, and options for Congress.

The 2011 overthrow of Libyan dictator Muammar Qaddafi by internationally backed rebel groups has left Libya’s new leaders with a number of post-conflict challenges, including establishing security, building political and administrative institutions, and restarting the economy. This report assesses these challenges, the impact of the limited international role in efforts to overcome them, and possible future roles for the international community.

A comprehensive review of historical insurgencies that ended in settlement after a military stalemate shows that these negotiations followed a similar path that can be generalized into a “master narrative” of seven steps executed in a common sequence. Such a narrative could help guide and assess the progress of a similar approach to resolving the conflict in Afghanistan as U.S. forces prepare to withdraw.

This report reviews Syrian refugee education for children in the three neighboring countries with the largest population of refugees—Turkey, Lebanon, and Jordan—and analyzes four areas: access, management, society, and quality.

This study analyzes coordination of international and national entities managing the Syrian refugee response in urban areas in Jordan and Lebanon and provides recommendations on improving coordination strategies and practices. It presents a new framework for planning, evaluating, and managing refugee crises in urban settings, both in the Syrian refugee crisis as well as other such situations going forward.
