The welfare state emerged in a number of industrialized countries after the First World War as a middle ground between capitalism and socialism. The aim of architects of the welfare state was to abolish the injustices and hardships that accompanied capitalism and to do so without wholesale social or economic revolution. Establishment of the welfare state created something close to euphoria among many observers; it was, it seemed, the answer to many, if not all, troubling social questions. But it eventually became obvious that this type of society was not immune to problems.
In The Welfare State and Beyond Gunnar Heckscher examines four Nordic countries—Denmark, Finland, Norway, and Sweden—not to either criticize or defend the welfare state but to shed some light on a number of questions: Has the welfare state achieved what it attempted? Are the results generally held to be satisfactory? What important problems remain unsolved and what types of solutions have been proposed? Although Heckscher has been associated with the Conservative party in Sweden, his objective, clear-eyed analysis cites both the accomplishments of the welfare state and the troubling problems that still await resolution.

In 1996, America abolished its long-standing welfare system in favor of a new and largely untried public assistance program. Welfare as we knew it arose in turn from a previous generation's rejection of an even earlier system of aid. That generation introduced welfare in order to eliminate orphanages.
This book examines the connection between the decline of the orphanage and the rise of welfare. Matthew Crenson argues that the prehistory of the welfare system was played out not on the stage of national politics or class conflict but in the micropolitics of institutional management. New arrangements for child welfare policy emerged gradually as superintendents, visiting agents, and charity officials responded to the difficulties that they encountered in running orphanages or creating systems that served as alternatives to institutional care.
Crenson also follows the decades-long debate about the relative merits of family care or institutional care for dependent children. Leaving poor children at home with their mothers emerged as the most generally acceptable alternative to the orphanage, along with an ambitious new conception of social reform. Instead of sheltering vulnerable children in institutions designed to transform them into virtuous citizens, the reformers of the Progressive era tried to integrate poor children into the larger society, while protecting them from its perils.

Barrow divides the methodological assumptions and key hypotheses of Marxist, Neo-Marxist, and Post-Marxist theories into five distinct approaches: instrumentalist, structuralist, derivationist, systems-analytic, and organizational realist. Although inequality in Latin America ranks among the worst in the world, it has notably declined over the last decade, offset by improvements in health care and education, enhanced programs for social assistance, and increases in the minimum wage.
In 1997 Eugenics and the Welfare State caused an uproar with international repercussions. This edition contains a new introduction by Broberg and Roll-Hansen, addressing events that occurred following the original publication. The four essays in this book stand as a chilling indictment of mass sterilization practices, not only in Scandinavia but in other European countries and the United States--eugenics practices that remained largely hidden from the public view until recently. Eugenics and the Welfare State also provides an in-depth, critical examination of the history, politics, science, and economics that led to mass sterilization programs in Norway, Sweden, Denmark, and Finland; programs put in place for the "betterment of society" and based largely on the "junk science" of eugenics that was popular before the rise of Nazism in Germany. When the results of Broberg's and Roll-Hansen's book were widely publicized in August 1997, the London Observer reported, "Yesterday Margot Wallstrom, the Swedish Minister for Social Policy, issued a belated reaction to the revelations. She said: 'What went on is barbaric and a national disgrace.' She pledged to create a law ensuring that involuntary sterilisation would never again be used in Sweden, and promised compensation to victims." Ultimately, the Swedish government not only apologized to the many thousands who had been sterilized without their knowledge or against their will, but also put in place a program for the payment of reparations to these unfortunate victims.
In the last quarter of the twentieth century, the global political economy has undergone a profound transformation. Democracy has swept the globe, and both rich and developing nations must compete in an increasingly integrated world economy.
How are social welfare policies being affected by this wave of economic globalization? Leading researchers explore the complex question in this new comparative study. Shifting their focus from the more commonly studied, established welfare states of northwestern Europe, the authors of Globalization and the Future of the Welfare State examine policy development in the middle-income countries of southern and eastern Europe, Latin America, Russia, and East Asia.
Previous investigations into the effects of globalization on welfare states have generally come to one of two conclusions. The first is that a global economy undermines existing welfare states and obstructs new developments in social policy, as generous provisions place a burden on a nation's resources and its ability to compete in the international marketplace. In contrast, the second builds on the finding that economic openness is positively correlated with greater social spending, which suggests that globalization and welfare states can be mutually reinforcing.
Here the authors find that globalization and the success of the welfare state are by no means as incompatible as the first view implies. The developing countries analyzed demonstrate that although there is great variability across countries and regions, domestic political processes and institutions play key roles in managing the disruptions wrought by globalization.
Douglas E. Ashford joins a growing number of scholars who have questioned the behavioralist assumptions of much policy science. Revealing the everyday struggles and barriers that texture the lives of Iraqi families recently resettled to the United States, Sally Wesley Bonet draws from four years of deep involvement in the refugee community of Philadelphia. An education scholar, Bonet’s analysis moves beyond the prevalent tendency to collapse schooling into education. Faced with budget problems and an aging population, European governments in recent years have begun reconsidering the structure and extent of the welfare state. Guarantees and directives have given way to responsibilities and choice. This volume analyzes the effect of this change on the citizens of Germany, Finland, Norway, the Netherlands, France, Italy and the United Kingdom. It traces the emergence of new discourses around social movements for greater independence, power, and control, and the way these discourses serve to reframe the struggle at hand. The Chinese Communist welfare state was established with the goal of eradicating income inequality. But paradoxically, it actually widened the income gap, undermining one of the most important objectives of Mao Zedong’s revolution. Nara Dillon traces the origins of the Chinese welfare state from the 1940s through the 1960s, when such inequalities emerged and were institutionalized, to uncover the reasons why the state failed to achieve this goal.
Using newly available archival sources, Dillon focuses on the contradictory role played by labor in the development of the Chinese welfare state. At first, the mobilization of labor helped found a welfare state, but soon labor’s privileges turned into obstacles to the expansion of welfare to cover more of the poor. Under the tight economic constraints of the time, small, temporary differences evolved into large, entrenched inequalities. Placing these developments in the context of the globalization of the welfare state, Dillon focuses on the mismatch between welfare policies originally designed for European economies and the very different conditions found in revolutionary China. Because most developing countries faced similar constraints, the Chinese case provides insight into the development of narrow, unequal welfare states across much of the developing world in the postwar period.
The Repoliticization of the Welfare State grapples with the evolving nature of political conflict over social spending after the Great Recession. While the severity of the economic crisis encouraged strong social spending responses to protect millions of individuals, governments have faced growing pressure to reduce budgets and make deep cuts to the welfare state. Whereas conservative parties have embraced fiscal discipline and welfare state cuts, left-wing parties have turned away from austerity in favor of higher social spending. These political differences represent a return of traditional left-right beliefs over social spending and economic governance.

With engaging wit and subtle irony, Albert Hirschman maps the diffuse and treacherous world of reactionary rhetoric in which conservative public figures, thinkers, and polemicists have been arguing against progressive agendas and reforms for the past two hundred years.
Hirschman draws his examples from three successive waves of reactive thought that arose in response to the liberal ideas of the French Revolution and the Declaration of the Rights of Man, to democratization and the drive toward universal suffrage in the nineteenth century, and to the welfare state in our own century. In each case he identifies three principal arguments invariably used: (1) the perversity thesis, whereby any action to improve some feature of the political, social, or economic order is alleged to result in the exact opposite of what was intended; (2) the futility thesis, which predicts that attempts at social transformation will produce no effects whatever—will simply be incapable of making a dent in the status quo; (3) the jeopardy thesis, holding that the cost of the proposed reform is unacceptable because it will endanger previous hard-won accomplishments. He illustrates these propositions by citing writers across the centuries from Alexis de Tocqueville to George Stigler, Herbert Spencer to Jay Forrester, Edmund Burke to Charles Murray. Finally, in a lightning turnabout, he shows that progressives are frequently apt to employ closely related rhetorical postures, which are as biased as their reactionary counterparts. For those who aspire to the genuine dialogue that characterizes a truly democratic society, Hirschman points out that both types of rhetoric function, in effect, as contraptions designed to make debate impossible. In the process, his book makes an original contribution to democratic thought.

Since the end of the draft, the U.S. Army has prided itself on its patriotic volunteers who heed the call to “Be All That You Can Be.” But beneath the recruitment slogans, the army promised volunteers something more tangible: a social safety net including medical and dental care, education, child care, financial counseling, housing assistance, legal services, and other privileges that had long been reserved for career soldiers. The Rise of the Military Welfare State examines how the U.S. Army’s extension of benefits to enlisted men and women created a military welfare system of unprecedented size and scope.
America’s all-volunteer army took shape in the 1970s, in the wake of widespread opposition to the draft. Abandoning compulsory conscription, it wrestled with how to attract and retain soldiers—a task made more difficult by the military’s plummeting prestige after Vietnam. The army solved the problem, Jennifer Mittelstadt shows, by promising to take care of its own—the more than ten million Americans who volunteered for active duty after 1973 and their families. While the United States dismantled its civilian welfare system in the 1980s and 1990s, army benefits continued to expand.
Yet not everyone was pleased by programs that, in their view, encouraged dependency, infantilized soldiers, and feminized the institution. Fighting to outsource and privatize the army’s “socialist” system and to reinforce “self-reliance” among American soldiers, opponents rolled back some of the military welfare state’s signature achievements, even as a new era of war began.
Drawing on her experience during the crisis as an employee in a public works program in Seoul, Song provides an ethnographic assessment of the efforts of the state and civilians to regulate social insecurity, instability, and inequality through assistance programs. She focuses specifically on efforts to help two populations deemed worthy of state subsidies: the “IMF homeless,” people temporarily homeless but considered employable, and the “new intellectuals,” young adults who had become professionally redundant during the crisis but had the high-tech skills necessary to lead a transformed post-crisis South Korea.
On weekday afternoons, dismissal bells signal not just the end of the school day but also the beginning of another important activity: the federally funded after-school programs that offer tutoring, homework help, and basic supervision to millions of American children. Nearly one in four low-income families enroll a child in an after-school program. Beyond sharpening students’ math and reading skills, these programs also have a profound impact on parents. In a surprising turn—especially given the long history of social policies that leave recipients feeling policed, distrusted, and alienated—government-funded after-school programs have quietly become powerful forces for political and civic engagement by shifting power away from bureaucrats and putting it back into the hands of parents. In State of Empowerment Carolyn Barnes uses ethnographic accounts of three organizations to reveal how interacting with government-funded after-school programs can enhance the civic and political lives of low-income citizens.
Will immigration undermine the welfare state? Trust beyond Borders draws on public opinion data and case studies of Germany, Sweden, and the United States to document the influence of immigration and diversity on trust, reciprocity, and public support for welfare programs. Markus M. L. Crepaz demonstrates that we are, at least in some cases, capable of trusting beyond borders: of expressing faith in our fellow humans and extending help without regard for political classifications.
In Europe, the welfare state developed under conditions of relative homogeneity that fostered high levels of trust among citizens, while in America anxiety about immigration and diversity predated the emergence of a social safety net. The world’s richer democracies all provide such public benefits as pensions and health care, but why are some far more generous than others? And why, in the face of globalization and fiscal pressures, has the welfare state not been replaced by another model?
