The surprising story of the movement to create a truly democratic foreign policy by engaging ordinary Americans in world affairs.
No major arena of US governance is more elitist than foreign policy. International relations barely surface in election campaigns, and policymakers take little input from Congress. But not all Americans set out to build a cloistered foreign policy “establishment.” For much of the twentieth century, officials, activists, and academics worked to foster an informed public that would embrace participation in foreign policy as a civic duty.
The first comprehensive history of the movement for “citizen education in world affairs,” Every Citizen a Statesman recounts an abandoned effort to create a democratic foreign policy. Taking the lead alongside the State Department were philanthropic institutions like the Ford and Rockefeller foundations and the Foreign Policy Association, a nonprofit founded in 1918. One of the first international relations think tanks, the association backed local World Affairs Councils, which organized popular discussion groups under the slogan “World Affairs Are Your Affairs.” In cities across the country, hundreds of thousands of Americans gathered in homes and libraries to learn and talk about pressing global issues.
But by the 1960s, officials were convinced that strategy in a nuclear world was beyond ordinary people, and foundation support for outreach withered. The local councils increasingly focused on those who were already engaged in political debate and otherwise decried supposed public apathy, becoming a force for the very elitism they set out to combat. The result, David Allen argues, was a chasm between policymakers and the public that has persisted since the Vietnam War, insulating a critical area of decisionmaking from the will of the people.

No nation was more deeply affected by America’s rise to world power than Japan. Distilling a lifetime of work on Japan and the United States, Kenneth Pyle offers a thoughtful history of the two nations’ relationship at a time when the character of that alliance is changing. Japan has begun to pull free from the constraints established after World War II, with repercussions for its relations with the United States and its role in Asian geopolitics.
In this highly original reexamination of North American poetry in English from Ezra Pound to the present day, Christopher Nealon demonstrates that the most vital writing of the period is deeply concerned with capitalism. This focus is not exclusive to the work of left-wing poets: the problem of capitalism’s effect on individuals, communities, and cultures is central to a wide variety of poetry, across a range of political and aesthetic orientations. Indeed, Nealon asserts, capitalism is the material out of which poetry in English has been created over the last century.
Much as poets of previous ages continually examined topics such as the deeds of King Arthur or the history of Troy, poets as diverse as Jack Spicer, John Ashbery, and Claudia Rankine have taken as their “matter” the dynamics and impact of capitalism—not least its tendency to generate economic and political turmoil. Nealon argues persuasively that poets’ attention to the matter of capital has created a corresponding notion of poetry as a kind of textual matter, capable of dispersal, retrieval, and disguise in times of crisis. Offering fresh readings of canonical poets from W. H. Auden to Adrienne Rich, as well as interpretations of younger writers like Kevin Davies, The Matter of Capital reorients our understanding of the central poetic project of the last century.
After World War II, American organizations launched efforts to improve the lives of foreign children, from war orphans in Europe and Japan to impoverished youth in the developing world. Providing material aid, education, and emotional support, these programs had a deep humanitarian underpinning. But they were also political projects. Sara Fieldston’s comprehensive account Raising the World shows that the influence of child welfare agencies around the globe contributed to the United States’ expanding hegemony. These organizations filtered American power through the prism of familial love and shaped perceptions of the United States as the benevolent parent in a family of nations.
The American Friends Service Committee, Foster Parents’ Plan, and Christian Children’s Fund, among others, sent experts abroad to build nursery schools and orphanages and to instruct parents in modern theories of child rearing and personality development. Back home, thousands of others “sponsored” overseas children by sending money and exchanging often-intimate letters. Although driven by sincere impulses and sometimes fostering durable friendships, such efforts doubled as a form of social engineering. Americans believed that child rearing could prevent the rise of future dictators, curb the appeal of communism, and facilitate economic development around the world.
By the 1970s, child welfare agencies had to adjust to a new world in which American power was increasingly suspect. But even as volunteers reconsidered the project of reshaping foreign societies, a perceived universality of children’s needs continued to justify intervention by Americans into young lives across the globe.
As the twentieth century drew to a close, computers, the Internet, and nanotechnology were central to modern American life. Yet the advances in physics underlying these applications are poorly understood and widely underappreciated by U.S. citizens today. In this concise overview, David C.
