When the fate of millions rests on the decisions of a mentally compromised leader, what can one person do? Disillusioned by President Woodrow Wilson’s destructive and irrational handling of the 1919 Treaty of Versailles, a US diplomat named William C. Bullitt asked this very question. With the help of his friend Sigmund Freud, Bullitt set out to write a psychological analysis of the president. He gathered material from personal archives and interviewed members of Wilson’s inner circle. In The Madman in the White House, Patrick Weil resurrects this forgotten portrait of a troubled president.

After two years of collaboration, Bullitt and Freud signed off on a manuscript in April 1932. But the book was not published until 1966, nearly thirty years after Freud’s death and only months before Bullitt’s. The published edition was heavily redacted, and by the time it was released, the mystique of psychoanalysis had waned in popular culture and Wilson’s legacy was unassailable. The psychological study was panned by critics, and Freud’s descendants denied his involvement in the project.

For nearly a century, the mysterious, original Bullitt and Freud manuscript remained hidden from the public. Then in 2014, while browsing the archives of Yale University, Weil happened upon the text. Based on his reading of the 1932 manuscript, Weil examines the significance of Bullitt and Freud’s findings and offers a major reassessment of the notorious psychobiography. The result is a powerful warning about the influence a single unbalanced personality can have on the course of history.

Neil Kraus evaluates both the influence of public opinion on local policy-making and the extent to which public policy addresses economic and social inequalities. Drawing on several years of fieldwork and multiple sources of data, including surveys and polls; initiatives, referenda, and election results; government documents; focus groups; interviews; and a wide assortment of secondary sources, Kraus presents case studies of two Midwestern cities, Minneapolis, Minnesota, and Gary, Indiana. Specifically, he focuses on several major policy decisions in recent decades concerning education, law enforcement, and affordable housing in Minneapolis; and education and riverboat casino development in Gary.

Kraus finds that, on these issues, local officials frequently take action that reflects public opinion, yet the resulting policies often fail to meet the needs of the disadvantaged or ameliorate the effects of concentrated poverty. In light of citizens’ current attitudes, he concludes that if patterns of inequality are to be more effectively addressed, scholars and policymakers must transform the debate about the causes and effects of inequality in urban and metropolitan settings.

Public division is not new; in fact, it is the lifeblood of politics, and political representatives have constructed divisions throughout history to mobilize constituencies.

Since the turn of the twenty-first century, the idea of a divided United States has become commonplace. In the wake of the 2020 election, some commentators warned that the American public was the most divided it has been since the Civil War. Political scientists, political theorists, and public intellectuals have suggested that uninformed, misinformed, and disinformed voters are at the root of this division. Some are simply unwilling to accept facts or science, which makes them easy targets for elite manipulation. It also creates a grass-roots political culture that discourages cross-partisan collaboration in Washington.
 
Yet, manipulation of voters is not as grave a threat to democracy in America as many scholars and pundits make it out to be. The greater threat comes from a picture that partisans use to rally their supporters: that of an America sorted into opposing camps so deeply rooted that they cannot be shaken loose and remade. Making Constituencies proposes a new theory of representation as mobilization to argue that divisions like these are not inherent in society, but created, and political representatives of all kinds forge and deploy them to cultivate constituencies.

Delton recounts the creation of Minnesota's Farmer-Labor Party, its merger with the Democrats, and the acrimonious battle for control of the DFL just after World War II. She argues that the Humphrey liberals won this battle in part because antiracism activities enabled previously antagonistic groups, divided by ethnicity, religion, and class, to unify around a common cause. Delton contends that although liberal Minnesotans' concern for racial justice was genuine, it also provided them with national political relevance and imbued their bid for power with a sense of morality. Ultimately the language of tolerance and diversity that emerged from antiracism prepared Minnesotans for Humphrey's vision of a pluralistic and state-centered liberalism, which eventually became the model for Democratic politics nationwide. Making Minnesota Liberal is an absorbing and trenchant account of a key moment in American history, one that continues to resonate in our time. Jennifer A. With Making the News, Amber Boydstun offers an eye-opening look at the explosive patterns of media attention that determine which issues are brought before the public. At the heart of her argument is the observation that the media have two modes: an “alarm mode” for breaking stories and a “patrol mode” for covering them in greater depth. While institutional incentives often initiate alarm mode around a story, they also propel news outlets into the watchdog-like patrol mode around its policy implications until the next big news item breaks. What results from this pattern of fixation followed by rapid change is skewed coverage of policy issues, with a few receiving the majority of media attention while others receive none at all. Boydstun documents this systemic explosiveness and skew through analysis of media coverage across policy issues, including in-depth looks at the waxing and waning of coverage around two issues: capital punishment and the “war on terror.”

By one reading, things look pretty good for Americans today: the country is richer than ever before and the unemployment rate is down by half since the Great Recession—lower today, in fact, than for most of the postwar era. 

But a closer look shows that something is going seriously wrong. This is the collapse of work—most especially among America’s men. Nicholas Eberstadt, a political economist who holds the Henry Wendt Chair in Political Economy at the American Enterprise Institute, shows that while “unemployment” has gone down, America’s work rate is also lower today than a generation ago—and that the work rate for US men has been spiraling downward for half a century. Astonishingly, the work rate for American males aged twenty-five to fifty-four—or “men of prime working age”—was actually slightly lower in 2015 than it had been in 1940: before the War, and at the tail end of the Great Depression.

Today, nearly one in six prime working age men has no paid work at all—and nearly one in eight is out of the labor force entirely, neither working nor even looking for work. This new normal of “men without work,” argues Eberstadt, is “America’s invisible crisis.”

So who are these men? How did they get there? What are they doing with their time? And what are the implications of this exit from work for American society?

The State of Michigan has experienced both tremendous growth and great decline in its history. Challenging conventional assumptions that the majority party dominates the legislature, Jennifer Hayes Clark investigates precisely the ways in which—and under what conditions—members of the minority party successfully pursue their interests. For this study, Clark collects fine-grained data from both the U.S. Congress and state legislatures to get a close look at three key points in the legislative process: committee assignments, bill cosponsorship, and roll-call votes. She finds that minority party members are not systematically excluded throughout the policymaking process. Indeed, their capacity to shape legislative decision-making is enhanced when party polarization is low, when institutional prerogatives are broadly dispersed rather than centralized, and when staff resources are limited. Under these conditions, bipartisanship bill cosponsorship and voting coalitions are also more prevalent.

With the sharp increase of partisan polarization in state legislatures and in Congress, it is essential to understand how and when a minority party can effectively represent constituents.

This book examines the role of minority party status on politicians’ engagement in electoral politics. Jacob Smith argues that politicians are more likely to be engaged in electoral politics when they expect their party to be in the majority in Congress after the next election and less likely when they anticipate their party will be in the minority. This effect is particularly likely to hold true in recent decades where parties disagree on a substantial number of issues. Politicians whose party will be in the majority have a clear incentive to engage in electoral politics because their preferred policies have a credible chance of passing if they are in the majority. In contrast, it is generally difficult for minority party lawmakers to get a hearing on—much less advance—their preferred policies, particularly when institutional rules inside Congress favor the majority party. Instead, minority party lawmakers spend most of their time fighting losing battles against policy proposals from the majority party. Minority Party Misery examines the consequences of the powerlessness that politicians feel from continually losing battles to the majority party in Congress. Its findings have important consequences for democratic governance, as highly qualified minority party politicians may choose to leave office due to their dismal circumstances rather than continue to serve until their party eventually reenters the majority.

Claiborne Fox Jackson (1806-1862) remains one of Missouri's most controversial historical figures. Elected Missouri's governor in 1860 after serving as a state legislator and Democratic party chief, Jackson was the force behind a movement for the neutral state's secession before a federal sortie exiled him from office. Although Jackson's administration was replaced by a temporary government that maintained allegiance to the Union, he led a rump assembly that drafted an ordinance of secession in October 1861 and spearheaded its acceptance by the Confederate Congress. Despite the fact that the majority of the state's populace refused to recognize the act, the Confederacy named Missouri its twelfth state the following month. A year later Jackson died in exile in Arkansas, an apparent footnote to the war that engulfed his region and that consumed him.

In this first full-length study of Claiborne Fox Jackson, Christopher Phillips offers much more than a traditional biography. His extensive analysis of Jackson's rise to power through the tangle that was Missouri's antebellum politics and of Jackson's complex actions in pursuit of his state's secession complete the deeper and broader story of regional identity--one that began with a growing defense of the institution of slavery and which crystallized during and after the bitter, internecine struggle in the neutral border state during the American Civil War. Placing slavery within the realm of western democratic expansion rather than of plantation agriculture in border slave states such as Missouri, Philips argues that southern identity in the region was not born, but created. While most rural Missourians were proslavery, their "southernization" transcended such boundaries, with southern identity becoming a means by which residents sought to reestablish local jurisdiction in defiance of federal authority during and after the war. This identification, intrinsically political and thus ideological, centered—and still centers—upon the events surrounding the Civil War, whether in Missouri or elsewhere. By positioning personal and political struggles and triumphs within Missourians' shifting identity and the redefinition of their collective memory, Phillips reveals the complex process by which these once Missouri westerners became and remain Missouri southerners.

Missouri's Confederate not only provides a fascinating depiction of Jackson and his world but also offers the most complete scholarly analysis of Missouri's maturing antebellum identity. The Port Authority of New York and New Jersey has morphed in ways that would be unrecognizable to its founders. Its mission evolved from improving rail freight to building motor vehicle crossings, airports, office towers, and industrial parks and taking control of a failing commuter rail line. In its early years, the agency was often viewed with admiration; however as it drew up plans, negotiated to take control of airfields and marine terminals, and constructed large bridges and tunnels, the Port Authority became the object of less favorable attention. It was attacked as a “super-government” that must be reined in, while the mayors of New York and Newark argued that it should be broken up with its pieces given to local governments for their own use.

Despite its criticisms and travails, for over half a century the Port Authority overcame hurdles that had frustrated other public and private efforts, built the world's longest suspension bridge, and took a leading role in creating an organization to reduce traffic delays in the New York-New Jersey region. How did the Port Authority achieve these successes? And what lessons does its history offer to other cities and regions in the United States and beyond? In a time when public agencies are often condemned as inefficient and corrupt, this history should provide some positive lessons for governmental officials and social reformers.

In 2021, the Port Authority marked its 100th birthday. Its history reveals a struggle between the public and private sectors, the challenges of balancing democratic accountability and efficiency, and the tension between regional and local needs. In The Modern Legislative Veto, Michael J. Berry uses a multimethod research design, incorporating quantitative and qualitative analyses, to examine the ways that Congress has used the legislative veto over the past 80 years. This parliamentary maneuver, which delegates power to the executive but grants the legislature a measure of control over the implementation of the law, raises troubling questions about the fundamental principle of separation of governmental powers.

Berry argues that, since the U.S. Supreme Court declared the legislative veto unconstitutional in Immigration and Naturalization Service (INS) v. Chadha (1983), Congress has strategically modified its use of the veto to give more power to appropriations committees. Using an original dataset of legislative veto enactments, Berry finds that Congress has actually increased its use of this oversight mechanism since Chadha, especially over defense and foreign policy issues. Democratic and Republican presidents alike have fought back by vetoing legislation containing legislative vetoes and by using signing statements with greater frequency to challenge the legislative veto’s constitutionality. A complementary analysis of state-level use of the legislative veto finds variation in oversight powers granted to state legislatures, but similar struggles between the legislature and the executive.

This ongoing battle over the legislative veto points to broader efforts by legislative and executive actors to control policy, efforts that continually negotiate how the democratic republic established by the Constitution actually operates in practice.

Yet the situation was vastly different a century ago, as Christopher W. Shaw shows. This book upends the conventional thinking that financial policy in the early twentieth century was set primarily by the needs and demands of bankers. Shaw shows that banking and politics were directly shaped by the literal and symbolic investments of the grassroots. This engagement remade financial institutions and the national economy, through populist pressure and the establishment of federal regulatory programs and agencies like the Farm Credit System and the Federal Deposit Insurance Corporation. Shaw reveals the surprising groundswell behind seemingly arcane legislation, as well as the power of the people to demand serious political repercussions for the banks that caused the Great Depression. One result of this sustained interest and pressure was legislation and regulation that brought on a long period of relative financial stability, with a reduced frequency of economic booms and busts. Ironically, this stability led to the decline of the very banking politics that brought it about.

Giving voice to a broad swath of American figures, including workers, farmers, politicians, and bankers alike, Money, Power, and the People recasts our understanding of what might be possible in balancing the needs of the people with those of their financial institutions.

Whatever you think about the widening divide between Democrats and Republicans, ideological differences do not explain why politicians from the same parties, who share the same goals and policy preferences, often argue fiercely about how best to attain them. This perplexing misalignment suggests that we are missing an important piece of the puzzle. Political scientists have increasingly drawn on the relationship between voters’ personalities and political orientation, but there has been little empirically grounded research looking at how legislators’ personalities influence their performance on Capitol Hill.
           
With More Than a Feeling, Adam J. Ramey, Jonathan D. Klingler, and Gary E. Hollibaugh, Jr. have developed an innovative framework incorporating what are known as the Big Five dimensions of personality—openness to experience, conscientiousness, extraversion, agreeableness, and neuroticism—to improve our understanding of political behavior among members of Congress. To determine how strongly individuals display these traits, the authors identified correlates across a wealth of data, including speeches, campaign contributions and expenditures, committee involvement, willingness to filibuster, and even Twitter feeds. They then show how we might expect to see the influence of these traits across all aspects  of Congress members’ political behavior—from the type and quantity of legislation they sponsor and their style of communication to whether they decide to run again or seek a higher office. They also argue convincingly that the types of personalities that have come to dominate Capitol Hill in recent years may be contributing to a lot of the gridlock and frustration plaguing the American political system.

Muslims in a Post-9/11 America examines how public fears about Muslims in the United States compare with the reality of American Muslims’ attitudes on a range of relevant issues. While most research on Muslim Americans focuses on Arab Muslims, a quarter of the Muslim American population, Rachel Gillum includes perspectives of Muslims from various ethnic and national communities—from African Americans to those of Pakistani, Iranian, or Eastern European descent. Using interviews and one of the largest nationwide surveys of Muslim Americans to date, Gillum examines more than three generations of Muslim American immigrants to assess how segments of the Muslim American community are integrating into the U.S. social fabric, and how they respond to post-9/11 policy changes. Gillum’s findings challenge perceptions of Muslims as a homogeneous, isolated, un-American, and potentially violent segment of the U.S. population.

Despite these realities, negative political rhetoric around Muslim Americans persists. The findings suggest that the policies designed to keep America safe from terrorist attacks may have eroded one of law enforcement’s greatest assets in the fight against violent extremism—a relationship of trust and goodwill between the Muslim American community and the U.S. government. Gillum argues for policies and law enforcement tactics that will bring nuanced understandings of this diverse category of Americans and build trust, rather than alienate Muslim communities.

The expansion and reorganization of the great city stood out as the most visible symbol of the transformation. The new metropolitan form, with its skyscraping business center, industrial satellites, crowded working-class neighborhoods, and exclusive suburbs, embodied an emerging corporate order. But the metropolis also disguised the new order and gave it an apparent physical implacability and inevitability that obscured the role of choice in its creation and therefore placed it beyond criticism. Fairfield unravels the mysteries of the new form to reveal the centrality of power and politics in urban design.

While acknowledging that a great many factors shaped urban development, Fairfield underscores the decisive role of human design. The idea that the three branches of U.S. government are equal in power is taught in classrooms, proclaimed by politicians, and referenced in the media. But, as David Siemers shows, that idea is a myth, neither intended by the Founders nor true in practice. Siemers explains how adherence to this myth normalizes a politics of gridlock, in which the action of any branch can be checked by the reaction of any other. The Founders, however, envisioned a separation of functions rather than a separation of powers. Siemers argues that this view needs to replace our current view, so that the goals set out in the Constitution’s Preamble may be better achieved.

Throughout American history, presidents have shown a startling power to act independently of Congress and the courts. On their own initiative, presidents have taken the country to war, abolished slavery, shielded undocumented immigrants from deportation, declared a national emergency at the border, and more, leading many to decry the rise of an imperial presidency. But given the steep barriers that usually prevent Congress and the courts from formally checking unilateral power, what stops presidents from going it alone even more aggressively?  The answer, Dino P. Christenson and Douglas L. Kriner argue, lies in the power of public opinion.

With robust empirical data and compelling case studies, the authors reveal the extent to which domestic public opinion limits executive might. Presidents are emboldened to pursue their own agendas when they enjoy strong public support, and constrained when they don’t, since unilateral action risks inciting political pushback, jeopardizing future initiatives, and further eroding their political capital. Although few Americans instinctively recoil against unilateralism, Congress and the courts can sway the public’s view via their criticism of unilateral policies. Thus, other branches can still check the executive branch through political means. As long as presidents are concerned with public opinion, Christenson and Kriner contend that fears of an imperial presidency are overblown.
