The early 1900s saw an unprecedented migration of African Americans leaving the rural South in search of better work and equal citizenship. In reaction, many white communities instituted property agreements—covenants—designed to limit ownership and residency according to race. Restrictive covenants quickly became a powerful legal guarantor of segregation, their authority facing serious challenge only in 1948, when the Supreme Court declared them legally unenforceable in Shelley v. Kraemer. Although the ruling was a shock to courts that had upheld covenants for decades, it failed to end their influence. In this incisive study, Richard Brooks and Carol Rose unpack why.
At root, covenants were social signals. Their greatest use lay in reassuring the white residents that they shared the same goal, while sending a warning to would-be minority entrants: keep out. The authors uncover how loosely knit urban and suburban communities, fearing ethnic mixing or even “tipping,” were fair game to a new class of entrepreneurs who catered to their fears while exacerbating the message encoded in covenants: that black residents threatened white property values. As orphan asylums ceased to exist in the late twentieth century, interest in them dwindled as well. Yet, from the Civil War to the Great Depression, America's dependent children--children whose families were unable to care for them--received more aid from orphan asylums than from any other means. This important omission in the growing literature on poverty in America is addressed in Second Home.
As Timothy Hacsi shows, most children in nineteenth-century orphan asylums were "half-orphans," children with one living parent who was unable to provide for them. The asylums spread widely and endured because different groups--churches, ethnic communities, charitable organizations, fraternal societies, and local and state governments--could adapt them to their own purposes.
In the 1890s, critics began to argue that asylums were overcrowded and impersonal. By 1909, advocates called for aid to destitute mothers, and argued that asylums should be a last resort, for short-term care only. Yet orphanages continued to care for most dependent children until the depression strained asylum budgets and federally-funded home care became more widely available. Yet some, Catholic asylums in particular, cared for poor children into the 1950s and 1960s.
At a time when the American welfare state has failed to provide for all needy children, understanding our history in this area could be an important step toward correcting that failure.

This is a detailed history of the social welfare movement in the United States during the period from the end of World War I to the inauguration of President Franklin D. Roosevelt, an era which most historians characterize as one of normalcy and reaction. In his book Professor Chambers demonstrates that this was actually a seedtime of reform, a period when the groundwork was laid for many of the sweeping social changes which were to take place under the New Deal.
While it is true, as the author points out, that the years from 1918 to 1933 were not hospitable to the cause of reform, it was during these years that reform leaders and welfare workers (and the associations and agencies they directed) elaborated new theories and programs of action to alleviate, prevent, and overcome certain persisting social ills. Although little was constructively achieved until new political leadership, operating in the context of acute and prolonged economic crisis, acted in the 1930s, much of what we identify as the New Deal was rooted not only in prewar progressivism but in the research, agitation, and welfare services of the 1920s as well. Reformers and welfare workers made especially significant contributions in the areas of housing, social security, public works, federal responsibility for dependent groups in society, and working conditions.

In the summer of 1930, Lorenzo Johnston Greene, a graduate of Howard University and a doctoral candidate at Columbia University, became a book agent for the man with the undisputed title of "Father of Negro History," Carter G. Woodson. With little more than determination, Greene, along with four Howard University students, traveled throughout the South and Southeast selling books published by Woodson's Associated Publishers. Their dual purpose was to provide needed funds for the Association for the Study of Negro Life and History and to promote the study of African American history. Greene returned east by way of Chicago, and, for a time, he settled in Philadelphia, selling books there and in the nearby cities of Delaware and New Jersey. He left Philadelphia in 1931 to conduct a survey in Washington, D.C., of firms employing and not employing black workers.
From 1930 until 1933, when Greene began teaching at Lincoln University in Jefferson City, Missouri, Selling Black History for Carter G. Woodson provides a unique firsthand account of conditions in African American communities during the Great Depression. Greene describes in the diary, often in lyrical terms, the places and people he visited. He provides poignant descriptions of what was happening to black professional and business people, plus working-class people, along with details of high school facilities, churches, black business enterprises, housing, and general conditions in communities. In 1916, Philadelphia department-store magnate John Wanamaker launched plans for a Sesqui-Centennial International Exposition in 1926. It would be a magnificent world's fair to celebrate the 150th anniversary of the Declaration of Independence. The “Sesqui” would also transform sooty, industrial Philadelphia into a beautiful Beaux Arts city.
However, when the Sesqui opened on May 31, 1926, in the remote, muddy swamps of South Philadelphia, the fair was unfinished, with a few shabbily built and mostly empty structures. Crowds stayed away in droves: fewer than five million paying customers attended, costing the city millions of dollars. Philadelphia became a national scandal—a city so corrupt that one political boss could kidnap an entire world’s fair.

One of the most significant literary events of the century, the discovery of manuscript pages containing early drafts of Marcel Proust’s In Search of Lost Time put an end to a decades-long search for the Proustian grail. The Paris publisher Bernard de Fallois claimed to have viewed the folios, but doubts about their existence emerged when none appeared in the Proust manuscripts bequeathed to the Bibliothèque Nationale in 1962. The texts had in fact been hidden among Fallois’s private papers, where they were found upon his death in 2018. The Seventy-Five Folios and Other Unpublished Manuscripts presents these folios here for the first time in English, along with seventeen other brief unpublished texts. Extensive commentary and notes by the Proust scholar Nathalie Mauriac Dyer offer insightful critical analysis.

Despite uncertain beginnings, public broadcasting emerged as a noncommercial media industry that transformed American culture. Josh Shepperd looks at the people, institutions, and influences behind the media reform movement and clearinghouse the National Association of Educational Broadcasters (NAEB) in the drive to create what became the Public Broadcasting Service and National Public Radio.
Founded in 1934, the NAEB began as a disorganized collection of undersupported university broadcasters. Shepperd traces the setbacks, small victories, and trial and error experiments that took place as thousands of advocates built a media coalition premised on the belief that technology could ease social inequality through equal access to education and information. The bottom-up, decentralized network they created implemented a different economy of scale and a vision of a mass media divorced from commercial concerns. At the same time, they transformed advice, criticism, and methods adopted from other sectors into an infrastructure that supported public broadcasting in the 1960s and beyond.
From a behind-the-scenes perspective, David Witwer describes how Pegler and his publisher, the politically powerful Roy W. Howard, shaped the news coverage of this scandal in ways that obscured the corrupt ties between employers and the mob while emphasizing the perceived menace of union leaders empowered by New Deal legislation that had legitimized organized labor. Pegler, Howard, and the rest of the mainstream press pointedly ignored evidence of the active role that business leaders took in the corruption, which badly tarnished the newly reborn labor movement.
Because he was more concerned with pursuing political gains for the conservative movement, Pegler's investigative journalism did little to reform union governance or organized crime's influence on labor unions. The union corruption scandal only undercut the labor movement. Pegler's continuing campaign against labor corruption framed the issue in ways that set the stage for postwar political defeats, culminating with the 1947 Taft-Hartley Act, which greatly limited the power of labor unions in the United States.
Demonstrating clearly and convincingly how journalism is wielded as a political weapon, Witwer studies a broad range of forces at play in the labor union scandal and its impact, including the influence of the press, organized crime, political corruption, and businessmen following their own economic imperatives.
In the first book to use fiction as theory, Barbara L. Estrin reverses chronological direction, beginning with contemporary novels to arrive at a re-visioned Shakespeare, uncovering a telling difference in the stories that script us and that influence our political unconscious in ways that have never been explored in literary-critical interpretations. Describing the animus against foreign blood, central to the dynamic of the foundling and lyric plots that form the nexus of her study, Estrin describes how late modern writers change those plots. Reading backward through the theoretical lens of their revisions allows us to rethink the Shakespeare we thought we knew. That innovative methodology, in turn, encourages us to read forward again with different tellings, ones that challenge the mythological homogeneity of the traditional classifications and that suggest new formulaic paradigms.
With close readings of four contemporary novels and three Shakespeare plays, Estrin identifies the cultural walls that contribute to political gate-keeping as she chronicles the connection between plot variations and gender revisionism in the work of Caryl Phillips, Liz Jensen, Anne Michaels, and W.G. Sebald, as well as two film-makers (Mona Hatoum and Mieke Bal) who demonstrate an understanding that mythical repercussions prove dangerous in the twentieth and twenty-first centuries even as they suggest how the heritage shaping their work, and to which they are themselves drawn, in turn proposes an alternative Shakespeare, one who frees us to ask other questions: At the time that the nation state was beginning to coalesce, what does Shakespeare’s frequent use of the foundling plot and his significant variations portend? How does his infusion of a revised lyric dynamic in The Merchant of Venice, Othello and The Winter’s Tale change our reading of plays where the two plots coalesce as they do in the contemporary novels that shape Estrin’s late modern interpretations? All the works in this study share the underlying premise that the connection between cultural origins and political destinies is reciprocal and that it is necessary and possible to transform the constructs—in memory and imagination—that continue to shape our lives.

The campaign for women’s suffrage—considered the largest reform movement in American history—lasted more than seven decades. The struggle was not for the fainthearted. For years, determined women organized, lobbied, paraded, petitioned, lectured, picketed, and faced imprisonment in pursuit of the right to vote. Drawing from the Library’s extensive collections of photographs, personal papers, and the organizational records of such figures as Susan B. Anthony, Elizabeth Cady Stanton, Mary Church Terrell, Carrie Chapman Catt, the National Woman’s Party, and the National American Woman Suffrage Association, Shall Not Be Denied traces the movement leading to the women’s rights convention at Seneca Falls, the contributions of suffragists who worked to persuade women that they deserved the same rights as men, the divergent political strategies and internal divisions they overcame, the push for a federal women’s suffrage amendment, and the legacy of the movement.

In the midst of China’s wild rush to modernize, a surprising note of reality arises: Shanghai, it seems, was once modern indeed, a pulsing center of commerce and art in the heart of the twentieth century. This book immerses us in the golden age of Shanghai urban culture, a modernity at once intrinsically Chinese and profoundly anomalous, blending new and indigenous ideas with those flooding into this “treaty port” from the Western world.
A preeminent specialist in Chinese studies, Leo Ou-fan Lee gives us a rare wide-angle view of Shanghai culture in the making. He shows us the architecture and urban spaces in which the new commercial culture flourished, then guides us through the publishing and filmmaking industries that nurtured a whole generation of artists and established a bold new style in urban life known as modeng. In the work of six writers of the time, particularly Shi Zhecun, Mu Shiying, and Eileen Chang, Lee discloses the reflection of Shanghai’s urban landscape—foreign and familiar, oppressive and seductive, traditional and innovative. Despite the substantial economic and political strides that African-Americans have made in this century, welfare remains an issue that sharply divides Americans by race. Shifting the Color Line explores the historical and political roots of enduring racial conflict in American welfare policy, beginning with the New Deal.
Through Social Security and other social insurance programs, white workers were successfully integrated into a strong national welfare state. At the same time, African-Americans--then as now disproportionately poor--were relegated to the margins of the welfare state, through decentralized, often racist, public assistance programs.
Over the next generation, these institutional differences had fateful consequences for African-Americans and their integration into American politics. Owing to its strong national structure, Social Security quickly became the closest thing we have to a universal, color-blind social program. On the other hand, public assistance--especially Aid to Families with Dependent Children (AFDC)--continued to treat African-Americans badly, while remaining politically weak and institutionally decentralized.
Racial distinctions were thus built into the very structure of the American welfare state. By keeping poor blacks at arm's length while embracing white workers, national welfare policy helped to construct the contemporary political divisions--middle-class versus poor, suburb versus city, and white versus black--that define the urban underclass.
How women in turn-of-the-century Chicago used their consumer power to challenge male domination of public spaces and stake their own claim to downtown.
Popular culture assumes that women are born to shop and that cities welcome their trade. But for a long time America’s downtowns were hardly welcoming to women. Emily Remus turns to Chicago at the turn of the twentieth century to chronicle a largely unheralded revolution in women’s rights that took place not at the ballot box but in the streets and stores of the business district.
After the city’s Great Fire, Chicago’s downtown rose like a phoenix to become a center of urban capitalism. Moneyed women explored the newly built department stores, theaters, and restaurants that invited their patronage and encouraged them to indulge their fancies. Yet their presence and purchasing power were not universally appreciated. City officials, clergymen, and influential industrialists condemned these women’s conspicuous new habits as they took their place on crowded streets in a business district once dominated by men.
A Shoppers’ Paradise reveals crucial points of conflict as consuming women accessed the city center: the nature of urban commerce, the place of women, the morality of consumer pleasure. The social, economic, and legal clashes that ensued, and their outcome, reshaped the downtown environment for everyone and established women’s new rights to consumption, mobility, and freedom.
As the twentieth century drew to a close, computers, the Internet, and nanotechnology were central to modern American life. Zilphia Horton was a pioneer of cultural organizing, an activist and musician who taught people how to use the arts as a tool for social change, and a catalyst for anthems of empowerment such as “We Shall Overcome” and “We Shall Not Be Moved.” Her contributions to the Highlander Folk School, a pivotal center of the labor and civil rights movements in the mid-twentieth century, and her work creating the songbook of the labor movement influenced countless figures, from Woody Guthrie to Eleanor Roosevelt to Rosa Parks. Despite her outsized impact, Horton’s story is little known. A Singing Army introduces this overlooked figure to the world.
Drawing on extensive archival and oral history research, as well as numerous interviews with Horton's family and friends, Kim Ruehl chronicles her life from her childhood in Arkansas coal country, through her formative travels and friendship with radical Presbyterian minister Claude C. Williams, and into her instrumental work in desegregation and fostering the music of the civil rights era. The written word and what the eye can see are brought together in this fascinating foray into the depiction of resistance to slavery through the modern medium of film. Natalie Zemon Davis, whose book The Return of Martin Guerre was written while she served as consultant to the French film of the same name, now tackles the large issue of how the moving picture industry has portrayed slaves in five major motion pictures spanning four generations. The potential of film to narrate the historical past in an effective and meaningful way, with insistence on loyalty to the evidence, is assessed in five films: Spartacus (1960), Burn! (1969), The Last Supper (1976), Amistad (1997), and Beloved (1998).
Davis shows how shifts in the viewpoints of screenwriters and directors parallel those of historians. Spartacus is polarized social history; the films on the Caribbean bring ceremony and carnival to bear on the origins of revolt; Amistad and Beloved draw upon the traumatic wounds in the memory of slavery and the resources for healing them. In each case Davis considers the intentions of filmmakers and evaluates the film and its techniques through historical evidence and interpretation. Family continuity emerges as a major element in the struggle against slavery.
Slaves on Screen is based in part on interviews with the Nobel prize–winning author of Beloved, Toni Morrison, and with Manuel Moreno Fraginals, the historical consultant for The Last Supper. Davis brings a new approach to historical film as a source of “thought experiments” about the past. While the five motion pictures are sometimes cinematic triumphs, with sound history inspiring the imagination, Davis is critical of fictive scenes and characters when they mislead viewers in important ways. Good history makes good films.
Slowness is frequently seen as a response to modernity’s cult of speed and efficiency, and its influence in contemporary culture can be felt in artistic trends such as “slow cinema” or “slow TV.” Despite the popularity of these labels, however, slowness remains undertheorized in contemporary narrative scholarship. What makes a narrative slow, and what conceptual and analytical tools are best suited to account for this slowness? Is slowness a feature of certain narratives, an experiential response to these narratives, or both? How is narrative slowness related to the pace and rhythm of plot, and how does it carry cultural significance?
Slow Narrative across Media illuminates the concept of slow narrative and demonstrates how it manifests across media forms: from short stories to novel cycles, to comics, to music, to experimental film. Led by editors Marco Caracciolo and Ella Mingazova, contributors draw on cognitive and rhetorical approaches to narrative as well as on econarratology to bring into focus both the media-specific ways in which narrative evokes slowness and the usefulness of a transmedial approach to this phenomenon.

Heckman’s narrative stretches from the early-twentieth-century introduction into the home of electric appliances and industrial time-management techniques, through the postwar advent of television and the space-age “house of tomorrow,” to the contemporary automated, networked “smart home.” He considers all these developments in relation to lifestyle and consumer narratives. Building on the tension between agency and control within the walls of homes designed to anticipate and fulfill desires, Heckman engages debates about lifestyle, posthumanism, and rights under the destabilizing influences of consumer technologies, and he considers the utopian and dystopian potential of new media forms. Heckman argues that the achievement of an environment completely attuned to its inhabitants’ specific wants and needs—what he calls the “Perfect Day”—institutionalizes everyday life as the ultimate consumer practice.
A powerful eyewitness account of the Shavl ghetto in Nazi-occupied Lithuania
Although there has been a resurgence of scholarly interest in Jane Addams, much of the recent literature has dwelt more on her extraordinary and pioneering life than on the philosophical contribution of her twelve books and hundreds of published articles. This study is the first book-length work to focus entirely on Addams as a philosopher, a moral and political theorist who was steeped in the classic American Pragmatist tradition but who transcended that tradition to emphasize the significance of gender, race, and class.
Exploring Addams's contribution to epistemology, ethics, and feminist theory, Maurice Hamington sets the intellectual framework for Addams's social philosophy by discussing her influences, her particular brand of feminism, and finally her unique analytical perspective, which she described as "sympathetic knowledge." A robust trade in human lives thrived throughout North China during the late Qing and Republican periods. Whether to acquire servants, slaves, concubines, or children—or dispose of unwanted household members—families at all levels of society addressed various domestic needs by participating in this market. Sold People brings into focus the complicit dynamic of human trafficking, including the social and legal networks that sustained it. Johanna Ransmeier reveals the extent to which the structure of the Chinese family not only influenced but encouraged the buying and selling of men, women, and children.
For centuries, human trafficking had an ambiguous status in Chinese society. Prohibited in principle during the Qing period, it was nevertheless widely accepted as part of family life, despite the frequent involvement of criminals. In 1910, Qing reformers, hoping to usher China into the community of modern nations, officially abolished the trade. But police and other judicial officials found the new law extremely difficult to enforce. Industrialization, urbanization, and the development of modern transportation systems created a breeding ground for continued commerce in people. The Republican government that came to power after the 1911 revolution similarly struggled to root out the entrenched practice.
Ransmeier draws from untapped archival sources to recreate the lived experience of human trafficking in turn-of-the-century North China. Not always a measure of last resort reserved for times of extreme hardship, the sale of people was a commonplace transaction that built and restructured families as often as it broke them apart.

Debates over the legacy of Pope Pius XII and his canonization are so heated they are known as the “Pius wars.” Soldier of Christ moves beyond competing caricatures and considers Pius XII as Eugenio Pacelli, a flawed and gifted man. While offering insight into the pope’s response to Nazism, Robert A. Ventresca argues that it was the Cold War and Pius XII’s manner of engaging with the modern world that defined his pontificate.
Laying the groundwork for the pope’s controversial, contradictory actions from 1939 to 1958, Ventresca begins with the story of Pacelli’s Roman upbringing, his intellectual formation in Rome’s seminaries, and his interwar experience as papal diplomat and Vatican secretary of state. Accused of moral equivocation during the Holocaust, Pius XII later fought the spread of Communism in Western Europe, spoke against the persecution of Catholics in Eastern Europe and Asia, and tackled a range of social and political issues. Between 1880 and 1930, close to 200 women were murdered by lynch mobs in the American South. Many more were tarred and feathered, burned, whipped, or raped. In this brutal world of white supremacist politics and patriarchy, a world violently divided by race, gender, and class, black and white women defended themselves and challenged the male power brokers. Crystal Feimster breaks new ground in her story of the racial politics of the postbellum South by focusing on the volatile issue of sexual violence.
Pairing the lives of two Southern women—Ida B. Wells, who fearlessly branded lynching a white tool of political terror against southern blacks, and Rebecca Latimer Felton, who urged white men to prove their manhood by lynching black men accused of raping white women—Feimster makes visible the ways in which black and white women sought protection and political power in the New South. While Wells was black and Felton was white, both were journalists, temperance women, suffragists, and anti-rape activists. By placing their concerns at the center of southern politics, Feimster illuminates a critical and novel aspect of southern racial and sexual dynamics. Despite being on opposite sides of the lynching question, both Wells and Felton sought protection from sexual violence and political empowerment for women.
Southern Horrors provides a startling view into the Jim Crow South where the precarious and subordinate position of women linked black and white anti-rape activists together in fragile political alliances. It is a story that reveals how the complex drama of political power, race, and sex played out in the lives of Southern women.
Spartanburg County, South Carolina, offered an example of the enduring legacy of the southern textile industry, company-owned mill villages, and union struggles of the 1930s. G. C. Waldrep illuminates the complex meshing of community ties and traditions with the goals and ideals of unionism. Unions aligned with a social vision of mutuality, equality, and interdependency already established in mill villages. But because companies owned the villages, labor conflicts involved not only work issues like wages and hours but virtually every other aspect of life. In documenting the high stakes of labor protest, Waldrep shows how the erosion or outright destruction of community undermined the ability of workers to respond to the assaults of employers overwhelmingly supported by government agencies and agents.
Beautifully written and persuasively argued, Southern Workers and the Search for Community opens the gates of southern company towns to illuminate the human issues behind the mechanics of labor.
