In 2006, the United Nations reported on the “feminization” of migration, noting that the number of female migrants had doubled over the last five decades. Likewise, global awareness of issues like human trafficking and the exploitation of immigrant domestic workers has increased attention to the gender makeup of migrants. But are women really more likely to migrate today than they were in earlier times? In Gender and International Migration, sociologist and demographer Katharine Donato and historian Donna Gabaccia evaluate the historical evidence to show that women have been a significant part of migration flows for centuries. The first scholarly analysis of gender and migration over the centuries, Gender and International Migration demonstrates that variation in the gender composition of migration reflect not only the movements of women relative to men, but larger shifts in immigration policies and gender relations in the changing global economy. While most research has focused on women migrants after 1960, Donato and Gabaccia begin their analysis with the fifteenth century, when European colonization and the transatlantic slave trade led to large-scale forced migration, including the transport of prisoners and indentured servants to the Americas and Australia from Africa and Europe. Contrary to the popular conception that most of these migrants were male, the authors show that a significant portion were women. The gender composition of migrants was driven by regional labor markets and local beliefs of the sending countries. For example, while coastal ports of western Africa traded mostly male slaves to Europeans, most slaves exiting east Africa for the Middle East were women due to this region’s demand for female reproductive labor. Donato and Gabaccia show how the changing immigration policies of receiving countries affect the gender composition of global migration. Nineteenth-century immigration restrictions based on race, such as the Chinese Exclusion Act in the United States, limited male labor migration. But as these policies were replaced by regulated migration based on categories such as employment and marriage, the balance of men and women became more equal – both in large immigrant-receiving nations such as the United States, Canada, and Israel, and in nations with small immigrant populations such as South Africa, the Philippines, and Argentina. The gender composition of today’s migrants reflects a much stronger demand for female labor than in the past. The authors conclude that gender imbalance in migration is most likely to occur when coercive systems of labor recruitment exist, whether in the slave trade of the early modern era or in recent guest-worker programs. Using methods and insights from history, gender studies, demography, and other social sciences, Gender and International Migration shows that feminization is better characterized as a gradual and ongoing shift toward gender balance in migrant populations worldwide. This groundbreaking demographic and historical analysis provides an important foundation for future migration research.

Gender inequality in the workplace persists, even in nations with some of the most progressive laws and generous family support policies. Yet the dimensions on which inequality is measured—levels of women's employment, number of hours worked, sex segregation by occupations and wages—tell very different stories across industrialized nations. By examining federally guaranteed parental leave, publicly provided child care, and part-time work, and looking across multiple dimensions of inequality, Becky Pettit and Jennifer Hook document the links between specific policies and aggregate outcomes. They disentangle the complex factors, from institutional policies to personal choices, that influence economic inequality. Gendered Tradeoffsdraws on data from twenty-one industrialized nations to compare women's and men's economic outcomes across nations, and over time, in search of a deeper understanding of the underpinnings of gender inequality in different labor markets. Pettit and Hook develop the idea that there are tradeoffs between different aspects of gender inequality in the economy and explain how those tradeoffs are shaped by individuals, markets, and states. They argue that each policy or condition should be considered along two axes—whether it promotes women's inclusion in or exclusion from the labor market and whether it promotes gender equality or inequality among women in the labor market. Some policies advance one objective while undercutting the other. The volume begins by reflecting on gender inequality in labor markets measured by different indicators. It goes on to develop the idea that there may be tradeoffs inherent among different aspects of inequality and in different policy solutions. These ideas are explored in four empirical chapters on employment, work hours, occupational sex segregation, and the gender wage gap. The penultimate chapter examines whether a similar framework is relevant for understanding inequality among women in the United States and Germany. The book concludes with a thorough discussion of the policies and conditions that underpin gender inequality in the workplace. The central thesis of Gendered Tradeoffs is that gender inequality in the workplace is generated and reinforced by national policies and conditions. The contours of inequality across and within countries are shaped by specific aspects of social policy that either relieve or concentrate the demands of care giving within households—usually in the hands of women—and at the same time shape workplace expectations. Pettit and Hook make a strong case that equality for women in the workplace depends not on whether women are included in the labor market but on how they are included.

The American economy is in danger of leaving its low-skilled workers behind. In the last two decades, the wages and employment levels of the least educated and experienced workers have fallen disastrously. Where willing workers once found ready employment at reasonable wages, our computerized, service-oriented economy demands workers who can read and write, master technology, deal with customers, and much else. Improved education and training will alleviate this problem in the long run, but educating the new workforce will take a substantial national investment over many years. In the meantime, we face increasingly acute questions about how to include low-skill workers in today's economy. Generating Jobs takes a hard look at these questions, and asks whether anything can be done to improve the lot of low-skilled workers by intervening in the labor market on their behalf. These micro demand-side policies seek to improve wages and employment levels—either by lowering the costs of hiring low-skilled workers through employer subsidies, or by raising wage levels, benefit levels, or hours of employment, or by providing employment via government jobs. Although these policies are not currently popular in the U.S., they have long been used in many countries. Generating Jobs provides a clear-eyed assessment of this history, and asks if any of these policies might be applicable to the current problems of low-skilled workers in the United States. The results are surprising. Several recently touted panaceas turn out to be costly and ineffective in the American labor market. Enterprise zones, for instance, are an expensive way of moving jobs into areas of high unemployment, costing as much as $60,000 per job. Similarly, job-sharing, which has had uneven success in Europe, turns out to be ill-suited to conditions in the U.S., where wages are relatively low and workers need to work long hours to maintain income. On the other hand, a number of older, less flashy policies turn out to have real, if modest, benefits. Wage subsidies have increased employment among qualifying workers, and public employment policies can increase the number of workers from targeted groups working during the program. While acknowledging that many solutions are counterproductive, this definitive review of active labor market policies shows that many programs can offer real help. More than any rhetoric, Generating Jobs is the best guide to future action and a serious response to those who claim that nothing can be done.

A Generation of Change is an exceptional study of the nation's elderly, a population that has undergone profound changes in the years since World War II. As modern medicine extends the average life span and the baby boom generation begins to approach middle age, the number of older Americans is expected to more than double in the next century. Currently, 75 percent of U.S. health care expenditures go toward the elderly. But as national trends toward early retirement and low birthrate continue, an aging American population could face crises in meeting their financial and physical needs. According to Jacob S. Siegel in A Generation of Change, astute public planning must be informed by an understanding of the demographic, social, and economic characteristics of the older population, as it is today and as it will be in the coming years. Siegel employs census and survey data from 1950 through the mid-1980s to describe a population constantly shifting in its ethnic and gender composition, geographic distribution, marital and living arrangements, health, employment, and economic status. Surprisingly, there is tremendous disparity in the quality of life among the elderly. Although their average poverty rate is below that of the general population, there are dramatic levels of poverty among older women, who are far more likely than men to live alone or in institutions. As the elderly progress from the "young old" to the "aged old"—those over 85—sharp differences emerge as income and employment decrease and degrees of chronic illness increase. In addition, residential location influences the quality of health care and public assistance available to the elderly, an effect that may account for the marked migration of older people to Florida and Arizona. Siegel analyzes the full range of characteristics for this heterogenous population and, through comparisons with other age groups as well as with the elderly of the previous decades, portrays the crucial influence of social and economic conditions over the life course on the quality of later life. With our elderly population growing more numerous and long lived, accurate information about them is increasingly essential. A Generation of Change will serve as a valuable resource for policymakers seeking more effective solutions in critical areas such as housing, long-term health care, and the funding of Social Security and retirement programs. Moore When boxes of original files from a 1965 survey of Mexican Americans were discovered behind a dusty bookshelf at UCLA, sociologists Edward Telles and Vilma Ortiz recognized a unique opportunity to examine how the Mexican American experience has evolved over the past four decades.  Telles and Ortiz located and re-interviewed most of the original respondents and many of their children.  Then, they combined the findings of both studies to construct a thirty-five year analysis of Mexican American integration into American society.  Generations of Exclusion is the result of this extraordinary project. Generations of Exclusion measures Mexican American integration across a wide number of dimensions: education, English and Spanish language use, socioeconomic status, intermarriage, residential segregation, ethnic identity, and political participation. The study contains some encouraging findings, but many more that are troubling. Linguistically, Mexican Americans assimilate into mainstream America quite well—by the second generation, nearly all Mexican Americans achieve English proficiency. In many domains, however, the Mexican American story doesn't fit with traditional models of assimilation. The majority of fourth generation Mexican Americans continue to live in Hispanic neighborhoods, marry other Hispanics, and think of themselves as Mexican. And while Mexican Americans make financial strides from the first to the second generation, economic progress halts at the second generation, and poverty rates remain high for later generations. Similarly, educational attainment peaks among second generation children of immigrants, but declines for the third and fourth generations. Telles and Ortiz identify institutional barriers as a major source of Mexican American disadvantage. Chronic under-funding in school systems predominately serving Mexican Americans severely restrains progress. Persistent discrimination, punitive immigration policies, and reliance on cheap Mexican labor in the southwestern states all make integration more difficult. The authors call for providing Mexican American children with the educational opportunities that European immigrants in previous generations enjoyed. The Mexican American trajectory is distinct—but so is the extent to which this group has been excluded from the American mainstream. Most immigration literature today focuses either on the immediate impact of immigration or what is happening to the children of newcomers to this country. Generations of Exclusion shows what has happened to Mexican Americans over four decades. In opening this window onto the past and linking it to recent outcomes, Telles and Ortiz provide a troubling glimpse of what other new immigrant groups may experience in the future.

Thanks to advances in technology, medicine, Social Security, and Medicare, old age for many Americans is characterized by comfortable retirement, good health, and fulfilling relationships. But there are also millions of people over 65 who struggle with poverty, chronic illness, unsafe housing, social isolation, and mistreatment by their caretakers. What accounts for these disparities among older adults? Sociologist Deborah Carr’s Golden Years? draws insights from multiple disciplines to illuminate the complex ways that socioeconomic status, race, and gender shape the nearly every aspect of older adults’ lives. By focusing on an often-invisible group of vulnerable elders, Golden Years? reveals that disadvantages accumulate across the life course and can diminish the well-being of many.
 
Carr connects research in sociology, psychology, epidemiology, gerontology, and other fields to explore the well-being of older adults. On many indicators of physical health, such as propensity for heart disease or cancer, black seniors fare worse than whites due to lifetimes of exposure to stressors such as economic hardships and racial discrimination and diminished access to health care. In terms of mental health, Carr finds that older women are at higher risk of depression and anxiety than men, yet older men are especially vulnerable to suicide, a result of complex factors including the rigid masculinity expectations placed on this generation of men. Carr finds that older adults’ physical and mental health are also closely associated with their social networks and the neighborhoods in which they live. Even though strong relationships with spouses, families, and friends can moderate some of the health declines associated with aging, women—and especially women of color—are more likely than men to live alone and often cannot afford home health care services, a combination that can be isolating and even fatal. Finally, social inequalities affect the process of dying itself, with white and affluent seniors in a better position to convey their end-of-life preferences and use hospice or palliative care than their disadvantaged peers.
 
Carr cautions that rising economic inequality, the lingering impact of the Great Recession, and escalating rates of obesity and opioid addiction, among other factors, may contribute to even greater disparities between the haves and the have-nots in future cohorts of older adults. She concludes that policies, such as income supplements for the poorest older adults, expanded paid family leave, and universal health care could ameliorate or even reverse some disparities.
 
A comprehensive analysis of the causes and consequences of later-life inequalities, Golden Years? demonstrates the importance of increased awareness, strong public initiatives, and creative community-based programs in ensuring that all Americans have an opportunity to age well.

A quarter of working adults are trapped in jobs that do not provide living wages, health insurance, or much hope of upward mobility. The problem spans all races and ethnic groups and includes both native-born Americans and immigrants. Paul Osterman and Beth Shulman make a rigorous argument that by enacting policies to help employers improve job quality we can create better jobs, and futures, for all workers. Good Jobs America dispels several myths about low-wage work and job quality. The book demonstrates that mobility out of the low-wage market is a chimera—far too many adults remain trapped in poor-quality jobs. Osterman and Shulman show that while education and training are important, policies aimed at improving earnings equality are essential to lifting workers out of poverty. The book also demolishes the myth that such policies would slow economic growth. The experiences of countries such as France, Germany, and the Netherlands, show that it is possible to mandate higher job standards while remaining competitive in international markets. Good Jobs America shows that both government and the firms that hire low-wage workers have important roles to play in improving the quality of low-wage jobs. Enforcement agencies might bolster the effectiveness of existing regulations by exerting pressure on parent companies, enabling effects to trickle down to the subsidiaries and sub-contractors where low-wage jobs are located. States like New York have already demonstrated that involving community and advocacy groups—such as immigrant rights organizations, social services agencies, and unions—in the enforcement process helps decrease workplace violations. And since better jobs reduce turnover and improve performance, career ladder programs within firms help create positions employees can aspire to. But in order for ladder programs to work, firms must also provide higher rungs—the career advancement opportunities workers need to get ahead. Low-wage employment occupies a significant share of the American labor market, but most of these jobs offer little and lead nowhere. Good Jobs America reappraises what we know about job quality and low-wage employment and makes a powerful argument for our obligation to help the most vulnerable workers. A core principle of U.S. society is that good jobs be made accessible to all. This book proposes that such a goal is possible if we are committed to realizing it.

The economic boom of the 1990s veiled a grim reality: in addition to the growing gap between rich and poor, the gap between good and bad quality jobs was also expanding. The postwar prosperity of the mid-twentieth century had enabled millions of American workers to join the middle class, but as author Arne L. Kalleberg shows, by the 1970s this upward movement had slowed, in part due to the steady disappearance of secure, well-paying industrial jobs. Ever since, precarious employment has been on the rise—paying low wages, offering few benefits, and with virtually no long-term security. Today, the polarization between workers with higher skill levels and those with low skills and low wages is more entrenched than ever. Good Jobs, Bad Jobs traces this trend to large-scale transformations in the American labor market and the changing demographics of low-wage workers. Kalleberg draws on nearly four decades of survey data, as well as his own research, to evaluate trends in U.S. job quality and suggest ways to improve American labor market practices and social policies. Good Jobs, Bad Jobs provides an insightful analysis of how and why precarious employment is gaining ground in the labor market and the role these developments have played in the decline of the middle class. Kalleberg shows that by the 1970s, government deregulation, global competition, and the rise of the service sector gained traction, while institutional protections for workers—such as unions and minimum-wage legislation—weakened. Together, these forces marked the end of postwar security for American workers. The composition of the labor force also changed significantly; the number of dual-earner families increased, as did the share of the workforce comprised of women, non-white, and immigrant workers. Of these groups, blacks, Latinos, and immigrants remain concentrated in the most precarious and low-quality jobs, with educational attainment being the leading indicator of who will earn the highest wages and experience the most job security and highest levels of autonomy and control over their jobs and schedules. Kalleberg demonstrates, however, that building a better safety net—increasing government responsibility for worker health care and retirement, as well as strengthening unions—can go a long way toward redressing the effects of today’s volatile labor market. There is every reason to expect that the growth of precarious jobs—which already make up a significant share of the American job market—will continue. Good Jobs, Bad Jobs deftly shows that the decline in U.S. job quality is not the result of fluctuations in the business cycle, but rather the result of economic restructuring and the disappearance of institutional protections for workers. Only government, employers and labor working together on long-term strategies—including an expanded safety net, strengthened legal protections, and better training opportunities—can help reverse this trend. Americans’ relationship to the federal government is paradoxical. Polls show that public opinion regarding the government has plummeted to all-time lows, with only one in five saying they trust the government or believe that it operates in their interest. Yet, at the same time, more Americans than ever benefit from some form of government social provision. Political scientist Suzanne Mettler calls this growing gulf between people’s perceptions of government and the actual role it plays in their lives the "government-citizen disconnect." In The Government-Citizen Disconnect, she explores the rise of this phenomenon and its implications for policymaking and politics.
 
Drawing from original survey data which probed Americans’ experiences of 21 federal social policies -- such as food stamps, Social Security, Medicaid, and the home mortgage interest deduction -- Mettler shows that 96 percent of adults have received benefits from at least one of them, and that the average person has utilized five. Overall usage rates transcend social, economic, and political divisions, and most Americans report positive experiences of their policy experiences. However, the fact that they have benefited from these policies has little positive effect on people’s attitudes toward government.  Mettler finds that shared identities and group affiliations, as well as ideological forces, are more powerful and consistent influences. In particular, those who oppose welfare tend to extrapolate their unfavorable views of it to government in general. Deep antipathy toward the government has emerged as the result of a conservative movement that has waged a war on social welfare policies for over forty years, even as economic inequality and benefit use have increased. 
 
Mettler finds that voting patterns exacerbate the government-citizen disconnect, as those holding positive views of federal programs and supporting expanded benefits have lower rates of political participation than those holding more hostile views of the government. As a result, the loudest political voice belongs to those who have benefited from policies but who give government little credit for their economic well-being, seeing their success more as a matter of their own deservingness. This contributes to the election of politicians who advocate cutting federal social programs. According to Mettler, the government-citizen disconnect frays the bonds of representative government and democracy.
 
The Government-Citizen Disconnect illuminates a paradox that increasingly shapes American politics. Mettler's examination of hostility toward government at a time when most Americans will at some point rely on the social benefits it provides helps us better understand the roots of today's fractious political climate.

The Great Recession is the first authoritative assessment of how the aftershocks of the recession are affecting individuals and families, jobs, earnings and poverty, political and social attitudes, lifestyle and consumption practices, and charitable giving. Focused on individual-level effects rather than institutional causes, The Great Recession turns to leading experts to examine whether the economic aftermath caused by the recession is transforming how Americans live their lives, what they believe in, and the institutions they rely on. Contributors Michael Hout, Asaf Levanon, and Erin Cumberworth show how job loss during the recession—the worst since the 1980s—hit less-educated workers, men, immigrants, and factory and construction workers the hardest. Millions of lost industrial jobs are likely never to be recovered and where new jobs are appearing, they tend to be either high-skill positions or low-wage employment—offering few opportunities for the middle-class. Edward Wolff, Lindsay Owens, and Esra Burak examine the effects of the recession on housing and wealth for the very poor and the very rich. They find that while the richest Americans experienced the greatest absolute wealth loss, their resources enabled them to weather the crisis better than the young families, African Americans, and the middle class, who experienced the most disproportionate loss—including mortgage delinquencies, home foreclosures, and personal bankruptcies. Lane Kenworthy and Lindsay Owens ask whether this recession is producing enduring shifts in public opinion akin to those that followed the Great Depression. Surprisingly, they find no evidence of recession-induced attitude changes toward corporations, the government, perceptions of social justice, or policies aimed at aiding the poor. Similarly, Philip Morgan, Erin Cumberworth, and Christopher Wimer find no major recession effects on marriage, divorce, or cohabitation rates. They do find a decline in fertility rates, as well as increasing numbers of adult children returning home to the family nest—evidence that suggests deep pessimism about recovery. This protracted slump—marked by steep unemployment, profound destruction of wealth, and sluggish consumer activity—will likely continue for years to come, and more pronounced effects may surface down the road. The contributors note that, to date, this crisis has not yet generated broad shifts in lifestyle and attitudes. But by clarifying how the recession’s early impacts have—and have not—influenced our current economic and social landscape, The Great Recession establishes an important benchmark against which to measure future change.

Vietnamese Americans form a unique segment of the new U.S. immigrant population. Uprooted from their homeland and often thrust into poor urban neighborhoods, these newcomers have nevertheless managed to establish strong communities in a short space of time. Most remarkably, their children often perform at high academic levels despite difficult circumstances. Growing Up American tells the story of Vietnamese children and sheds light on how they are negotiating the difficult passage into American society. Min Zhou and Carl Bankston draw on research and insights from many sources, including the U.S. census, survey data, and their own observations and in-depth interviews. Focusing on the Versailles Village enclave in New Orleans, one of many newly established Vietnamese communities in the United States, the authors examine the complex skein of family, community, and school influences that shape these children's lives. With no ties to existing ethnic communities, Vietnamese refugees had little control over where they were settled and no economic or social networks to plug into. Growing Up American describes the process of building communities that were not simply transplants but distinctive outgrowths of the environment in which the Vietnamese found themselves. Family and social organizations re-formed in new ways, blending economic necessity with cultural tradition. These reconstructed communities create a particular form of social capital that helps disadvantaged families overcome the problems associated with poverty and ghettoization. Outside these enclaves, Vietnamese children faced a daunting school experience due to language difficulties, racial inequality, deteriorating educational services, and exposure to an often adversarial youth subculture. How have the children of Vietnamese refugees managed to overcome these challenges? Growing Up American offers important evidence that community solidarity, cultural values, and a refugee sensibility have provided them with the resources needed to get ahead in American society. Zhou and Bankston also document the price exacted by the process of adaptation, as the struggle to define a personal identity and to decide what it means to be American sometimes leads children into conflict with their tight-knit communities. Growing Up American is the first comprehensive study of the unique experiences of Vietnamese immigrant children. It sets the agenda for future research on second generation immigrants and their entry into American society.
