The core of the volume addresses the shifting, complex relations between Baldwin as an American—“as American as any Texas GI” as he once wryly put it—and his life as an itinerant cosmopolitan. Few lives experience a meteoric rise and fall like that of James Jesse Strang’s. An unsuccessful lawyer from upstate New York, he converted to Mormonism in 1844 and quickly entered the inner circle of the controversial new faith’s founder, Joseph Smith Jr. Upon Smith’s assassination, Strang sought to be named his successor as leader of the Mormons. Instead, Strang was excommunicated in 1850, though not before gathering a group of followers, who settled with him on remote Beaver Island in northern Lake Michigan and ordained Strang king of the small enclave. King Strang elicited both ire and stubborn admiration from an ever-growing list of opponents, his actions closely monitored by President Millard Fillmore himself. In 1866, Strang was assassinated, seemingly with the assistance of federal authorities.

Heble and Stewart write that to “jam the classroom” is to argue for a renewed understanding of improvisation as both a musical and a social practice; to activate the knowledge and resources associated with improvisational practices in an expression of noncompliance with dominant orders of knowledge production; and to recognize in the musical practices of aggrieved communities something far from the reaches of conventional forms of institutionalized power, yet something equally powerful, urgent, and expansive. With this definition of jamming the classroom in mind, Heble and Stewart argue that even as improvisation gains recognition within mainstream institutions (including classrooms in universities), it needs to be understood as a critique of dominant institutionalized assumptions and epistemic orders. Suggesting a closer consideration of why musical improvisation has been largely expunged from dominant models of pedagogical inquiry in both classrooms and communities, this book asks what it means to theorize the pedagogy of improvised music in relation to public programs of action, debate, and critical practice.

Sun focuses on the competition between China and Japan for the allegiance of South Korea, Taiwan, and other states in the region. He finds that, instead of adopting a one-size-fits-all approach, the Chinese and the Japanese deploy customized charm campaigns for each target state, taking into consideration the target's culture, international position, and political values. He then evaluates the effectiveness of individual campaigns from the perspective of the target state, on the basis of public opinion polls, media coverage, and the response from state leaders.

As the University of Michigan Center for Japanese Studies reflected on the deteriorating position of the domestic auto industry in the fall of 1980, and the strong competitive threat being posed by the Japanese automakers, we were struck by the extraordinary low quality of the public discussion of these critical issues. The national importance of the issues seemed only matched by the superficiality of the analyses being offered. The tendency to think in terms of scapegoats was particularly evident. The Japanese as the basic cause of our problems has been a particularly notable theme. To be sure, cooperation with the Japanese in formulating a rational overall trade policy may be an important part of the solution. It has also been fashionable to blame it all on American auto industry management for not concentrating on the production of small cars when "everyone knew" that was the thing to do. Alternatively, government meddling was blamed for all our problems. Clearly, the complex problem we faced required more penetrating analyses. It seemed therefore, that the time was ripe for a public seminar which moved beyond the rhetoric of the moment and probed some of the deeper causes of our problems and possible directions for future policy.
In holding the January 1981 auto conference, the Center took it as their task to begin addressing the critical issues facing the industry, with particular, but not exclusive, attention to examining the role of the Japanese auto industry. They had in mind not to simply conduct a rational discussion of the trade issue but to probe the sources of Japanese competitive strength, especially those features whose study might profit them.
In these proceedings, they bring those discussions to a wider audience. Question and answer sessions at the conference were necessarily short and a few speakers delivered abbreviated remarks; this volume restores a number of omissions, and provides additional answers to some pertinent questions put by the audience. The Center hopes to encourage the serious problem-solving these complex issues demand. Far too much time has been spent trying to fix the blame. [intro]

Jeremy F. Lane’s Jazz and Machine-Age Imperialism is a bold challenge to the existing homogenous picture of the reception of American jazz in world-war era France. Lane’s book closely examines the reception of jazz among French-speaking intellectuals between 1918 and 1945 and is the first study to consider the relationships, sometimes symbiotic, sometimes antagonistic, between early white French jazz critics and those French-speaking intellectuals of color whose first encounters with the music in those years played a catalytic role in their emerging black or Creole consciousness. Jazz’s first arrival in France in 1918 coincided with a series of profound shocks to received notions of French national identity and cultural and moral superiority. These shocks, characteristic of the era of machine-age imperialism, had been provoked by the first total mechanized war, the accelerated introduction of Taylorist and Fordist production techniques into European factories, and the more frequent encounters with primitive “Others” in the imperial metropolis engendered by interwar imperialism. Through close readings of the work of early white French jazz critics, alongside the essays and poems of intellectuals of color such as the Nardal sisters, Léon-Gontran Damas, Léopold Sédar Senghor, and René Ménil, Jazz and Machine-Age Imperialism highlights the ways in which the French reception of jazz was bound up with a series of urgent contemporary debates about primitivism, imperialism, anti-imperialism, black and Creole consciousness, and the effects of American machine-age technologies on the minds and bodies of French citizens.

Few musicians can boast careers as long and productive as that of jazz instrumentalist Garvin Bushell. The Jazz Republic examines jazz music and the jazz artists who shaped Germany’s exposure to this African American art form from 1919 through 1933. Jonathan O. Wipplinger explores the history of jazz in Germany as well as the roles that music, race (especially Blackness), and America played in German culture and follows the debate over jazz through the fourteen years of Germany’s first democracy. He explores visiting jazz musicians including the African American Sam Wooding and the white American Paul Whiteman and how their performances were received by German critics and artists. The Jazz Republic also engages with the meaning of jazz in debates over changing gender norms and jazz’s status between paradigms of high and low culture.  By looking at German translations of Langston Hughes’s poetry, as well as Theodor W. Adorno’s controversial rejection of jazz in light of racial persecution, Wipplinger examines how jazz came to be part of German cultural production more broadly in both the US and Germany, in the early 1930s.
 
Using a wide array of sources from newspapers, modernist and popular journals, as well as items from the music press, this work intervenes in the debate over the German encounter with jazz by arguing that the music was no mere “symbol” of Weimar’s modernism and modernity. Rather than reflecting intra-German and/or European debates, it suggests that jazz and its practitioners, African American, white American, Afro-European, German and otherwise, shaped Weimar culture in a central way.

Using the “Jeffords switch,” Chris Den Hartog and Nathan W. Monroe examine how power is shared and transferred in the Senate, as well as whether Democratic bills became more successful after the switch. They also use the data after the switch, when the Republican Party still held a majority on many Democratic Party-led committees, to examine the power of the committee chairs to influence decisions. While the authors find that the majority party does influence Senate decisions, Den Hartog and Monroe are more interested in exploring the method and limits of the majority party to achieve its goals.

Valera, a Jesuit in sixteenth-century Peru, believed in what to his superiors was pure heresy: that the Incan culture, religion, and language were equal to their Christian counterparts.

As punishment for his beliefs he was imprisoned, beaten, and, finally, exiled to Spain, where he died at the hands of English pirates in 1597.

Four centuries later, this Incan chronicler had been all but forgotten, until an Italian anthropologist discovered some startling documents in a private Neapolitan collection. The documents claimed, among other things, that Valera's death had been faked by the Jesuits; that he had returned to Peru; and, intriguingly, while there had taught his followers that the Incas used a secret phonetic quipu-a record-keeping device of the Inca empire-to record history.

Far from settling anything, the documents created an international sensation among scholars and led to bitter disputes over how they should be assessed. Are they forgeries, authentic documents, or something in between? If genuine, they will radically reform our view of Inca culture and Valera. The author insightfully examines the evidence, showing how fact and fiction intertwine, and brings the dimly understood history of this author-priest to light.

The Jewish Culture League was created in Berlin in June 1933, the only organization in Nazi Germany in which Jews were not only allowed but encouraged to participate in music, both as performers and as audience members. Jews, Christian Society, and Royal Power in Medieval Barcelona traces the development of the Jewish community of Barcelona from 1050 to 1300. Elka Klein challenges the common perception that medieval Jews lived in relative isolation from the surrounding society, argues for the existence of significant cultural common ground between Jews and Christians, and proposes a new model for understanding Jewish communal autonomy and the relationship between Jews and their rulers.

Klein traces the development of the Jewish community of Barcelona in two contexts: the parallel development of the city of Barcelona and the changing relationship of the king to urban communities, Jewish and Christian. Until the later twelfth century, the Jewish community, like the Christian city of Barcelona, was left mostly to its own devices by the counts of Barcelona, who had neither the interest nor the power to interfere in internal affairs. Klein draws on both Hebrew and Latin sources to offer a picture of a communal elite whose power, mostly informal, derived from their influence within the community. This system changed in the later twelfth century as a result of the expansion of comitial-royal administration. Four Jewish families used their positions as bailiffs, accountants, and secretaries to consolidate power within their community. The rule of this courtier elite was short lived; two episodes of communal conflict in the early thirteenth century and increased royal activism led to the institution of a new regime of elected officials in 1241. The book concludes with an examination of the new elite and the implications of increased royal interference in internal affairs.

A central argument of Jews, Christian Society, and Royal Power in Medieval Barcelona is that it is necessary to distinguish between autonomy by default, resulting from the indifference of the ruler, who leaves a community to govern itself; and autonomy by design, guaranteed by selective royal interference. Against the view that royal interference undercut Jewish autonomy, Klein argues that autonomy by default left the community with insufficient power to enforce its decisions; because Catalan kings generally interfered in support of existing structures, autonomy by design in fact strengthened the community.

This book contributes to ongoing debates about the relationship between the cultures of the three religions in the Iberian peninsula. It joins a body of recent scholarship arguing that medieval European Jews and Christians shared considerable cultural common ground.

Joy (Or Something Darker, but Like It), the first book of nonfiction by poet Nathaniel Perry, is a group of essays that considers poetry in the context of parenting—what poems and poets might teach us about parenting, what parenting might teach us about poetry, and also, what either of those things might have to teach us about simply being a relatively successful human being. While other poets have written about parenthood, few books consider how parenthood and poetry themselves intersect. The essays are affable and never technical, but take seriously the idea that thinking about poems might help us all think about our other roles in life, as parents, lovers, citizens, and friends. The book, in the end, imagines that this kind of insight is maybe one of the things most useful about poetry. It isn't, or at least doesn't have to be, always about itself; it can instead, surprisingly and wonderfully, be about us.

Each of the twelve essays considers a different poet—Edward Thomas, Henry W. Longfellow, George Scarbrough, Elizabeth Bishop, Geoffrey Hill, Primus St. John, Robert Hayden, Elizabeth Coatsworth, Gwendolyn Brooks, Robert Frost, E.A. Organized in chronological order, they track the growth of Nathaniel Perry’s own children who pop up from time to time in a believable way. Noting a curious gap in this scholarship, M. Keith Booker brings the work of Mikhail Bakhtin, unquestionably one of the most important literary theorists of this century, to bear on Joyce's relationship to six of his literary predecessors. In clear and readable prose, Booker explores Joyce's dialogues not only with Homer, Dante, and Shakespeare, his three most obvious predecessors, but with Rabelais, Goethe, and Dostoevsky, three literary figures important in Bakhtin's theoretical work.
These six writers provide the opportunity to examine Joyce's work with regard to several of Bakhtin's most important concepts. If Homer represents the authority of epic, Rabelais represents for Bakhtin the subversive multivocal energies of carnivalesque genres. As opposed to his description of Dante's attempts to escape from historicity, Bakhtin figures Goethe as the epitome of engagement with the temporality of everyday history. And Bakhtin's generic denial of polyphony in the works of Shakespeare contrasts with Bakhtin's identification of Dostoevsky as the most polyphonic writer in all the world of literature.
Together, Booker's comparative readings suggest a Joyce whose works are politically committed, historically engaged, and socially relevant. In short, they suggest a Joyce whose work differs radically from conventional notions of modernist literature as culturally elitist, historically detached, and more interested in individual psychology than in social reality.

In order to understand the meaning of justice, James David Meernik and Kimi Lynn King studied the perspective of witnesses who have testified before the International Criminal Tribunal for the Former Yugoslavia (ICTY). Using a unique survey, Meernik and King look at the identity of the victims and their perception of the fairness of ICTY. Because of the need to justify the practical and emotional difficulties involved in testifying before an international tribunal, witnesses look not just to the institution to judge its effectiveness, but also to their own contribution, by testifying effectively. The central elements of the theory Meernik and King develop—identity, fairness, and experience—transcend specific conflicts and specific countries and are of importance to people everywhere.

Ever-more-frequent calls for the establishment of a rule of law in the developing world have been oddly paralleled by the increasing use of "exceptional" measures to deal with political crises. To untangle this apparent contradiction, The Jurisprudence of Emergency analyzes the historical uses of a range of emergency powers, such as the suspension of habeas corpus and the use of military tribunals. Nasser Hussain focuses on the relationship between "emergency" and the law to develop a subtle new theory of those moments in which the normative rule of law is suspended.

The Jurisprudence of Emergency examines British colonial rule in India from the late eighteenth to the early twentieth century in order to trace tensions between the ideology of liberty and government by law, which was used to justify the British presence, and the colonizing power's concurrent insistence on a regime of conquest. Hussain argues that the interaction of these competing ideologies exemplifies a conflict central to all Western legal systems—between the universal, rational operation of law on the one hand and the absolute sovereignty of the state on the other. The author uses an impressive array of historical evidence to demonstrate how questions of law and emergency shaped colonial rule, which in turn affected the development of Western legality.

The pathbreaking insights developed in The Jurisprudence of Emergency reevaluate the place of colonialism in modern law by depicting the colonies as influential agents in the interpretation and delineation of Western ideas and practices. Hussain's interdisciplinary approach and subtly shaded revelations will be of interest to historians as well as scholars of legal and political theory.

Frank Murphy was a Michigan man unafraid to speak truth to power. Born in 1890, he grew up in a small town on the shores of Lake Huron and rose to become Mayor of Detroit, Governor of Michigan, and finally a U.S. Supreme Court Justice. Running through the history of jurisprudence and legal theory is a recurring concern about the connections between law and justice and about the ways law is implicated in injustice. In earlier times law and justice were viewed as virtually synonymous. Experience, however, has taught us that, in fact, injustice may be supported by law. Nonetheless, the belief remains that justice is the special concern of law.
Commentators from Plato to Derrida have called law to account in the name of justice, asked that law provide a language of justice, and demanded that it promote the attainment of justice. The justice that is usually spoken about in these commentaries is elusive, if not illusory, and disconnected from the embodied practice of law.
Furthermore, the very meaning of justice, especially as it relates to law, is in dispute. Justice may refer to distributional issues or it may involve primarily procedural questions, impartiality in judgment or punishment and recompense.
The essays collected in Justice and Injustice in Law and Legal Theory seek to remedy this uncertainty about the meaning of justice and its disembodied quality, by embedding inquiry about justice in an examination of law's daily practices, its institutional arrangements, and its engagement with particular issues at particular moments in time. The essays examine the relationship between law and justice and injustice in specific issues and practices and, in doing so, make the question of justice come alive as a concrete political question. They draw on the disciplines of history, law, anthropology, and political science.

But Constantine is also notable for his ability to control a sprawling empire and effect major changes. The Justice of Constantine examines Constantine's judicial and administrative legislation and his efforts to maintain control over the imperial bureaucracy, to guarantee the working of Roman justice, and to keep the will of his subjects throughout the Roman Empire.

John Dillon first analyzes the record of Constantine's legislation and its relationship to prior legislation. His initial chapters also serve as an introduction to Roman law and administration in later antiquity. Dillon then considers Constantine's public edicts and internal communications about access to law, trials and procedure, corruption, and punishment for administrative abuses. How imperial officials relied on correspondence with Constantine to resolve legal questions is also considered. A study of Constantine's expedited appellate system, to ensure provincial justice, concludes the book.

Constantine's constitutions reveal much about the Theodosian Code and the laws included in it. Constantine consistently seeks direct sources of reliable information in order to enforce his will. In official correspondence, meanwhile, Constantine strives to maintain control over his officials through punishment; trusted agents; and the cultivation of accountability, rivalry, and suspicion among them.

How can granting mercy be just if it gives a criminal less punishment than he "deserves" and treats his case differently from others like it?
