The ancient Romans' story down to 264 B.C. can be made credible by stripping away their later myths and inventions to show how their national character shaped their destiny.
After many generations of scholarly study, consensus is clear: the account in writers like Livy is not to be trusted because their aims were different from ours in history-writing. They wanted their work to be both improving and diverting. It should grow out of the real past, yes, but if that reality couldn't be recovered, or was uncertain, their art did not forbid invention. It more than tolerated dramatic incidents, passions, heroes, heroines, and villains. If, however, all this resulting ancient fiction and adornment are pruned away, a national character can be seen in the remaining bits and pieces of credible information, to explain the familiar story at least in its outlines.
To doubt the written sources has long been acceptable, but this or that detail or narrative section must always be left for salvage by special pleading. To press home the logic of doubt is new. To reach beyond the written sources for a better support in excavated evidence is no novelty; but it is a novelty, to find in archeology the principal substance of the narrative—which is the choice in this book. To use this in turn for the discovery of an ethnic personality, a Roman national character, is key and also novel.
What is repeatedly illustrated and emphasized here is the distance traveled by the art or craft of understanding the past—"history" in that sense—over the course of the last couple of centuries. The art cannot be learned, because it cannot be found, through studying Livy and Company. Readers who care about either of the two disciplines contrasted, Classics and History, may find this argument of interest.
In the United States, preschool education is characterized by the dominance of a variegated private sector and patchy, uncoordinated oversight of the public sector. Tracing the history of the American debate over preschool education, Andrew Karch argues that the current state of decentralization and fragmentation is the consequence of a chain of reactions and counterreactions to policy decisions dating from the late 1960s and early 1970s, when preschool advocates did not achieve their vision for a comprehensive national program but did manage to foster initiatives at both the state and national levels. Over time, beneficiaries of these initiatives and officials with jurisdiction over preschool education have become ardent defenders of the status quo. Today, advocates of greater government involvement must take on a diverse and entrenched set of constituencies resistant to policy change.

Echoes of the Great Catastrophe: Re-sounding Anatolian Greekness in Diaspora explores the legacy of the Great Catastrophe—the death and expulsion from Turkey of 1.5 million Greek Christians following the Greco-Turkish War of 1919–1922—through the music and dance practices of Greek refugees and their descendants over the last one hundred years. The book draws extensively on original ethnographic research conducted in Greece (on the island of Lesvos in particular) and in the Greater Boston area, as well as on the author’s lifetime immersion in the North American Greek diaspora. Through analysis of handwritten music manuscripts, homemade audio recordings, and contemporary live performances, the book traces the routes of repertoire and style over generations and back and forth across the Atlantic Ocean, investigating the ways that the particular musical traditions of the Anatolian Greek community have contributed to their understanding of their place in the global Greek diaspora and the wider post-Ottoman world. Alternating between fine-grained musicological analysis and engaging narrative prose, it fills a lacuna in scholarship on the transnational Greek experience.
Over two billion people still live under authoritarian rule. Moreover, authoritarian regimes around the world command enormous financial and economic resources, rivaling those controlled by advanced democracies. Yet authoritarian regimes as a whole are facing their greatest challenges in the recent two decades due to rebellions and economic stress. Extended periods of hardship have the potential of introducing instability to regimes because members of the existing ruling coalition suffer welfare losses that force them to consider alternatives, while previously quiescent masses may consider collective uprisings a worthwhile gamble in the face of declining standards of living.
Economic Shocks and Authoritarian Stability homes in on the economic challenges facing authoritarian regimes through a set of comparative case studies that include Iran, Iraq under Saddam Hussein, Malaysia, Indonesia, Jordan, Russia, the Eastern bloc countries, China, and Taiwan—authored by the top experts in these countries. Through these comparative case studies, this volume provides readers with the analytical tools for assessing whether the current round of economic shocks will lead to political instability or even regime change among the world’s autocracies. This volume identifies the duration of economic shocks, the regime’s control over the financial system, and the strength of the ruling party as key variables to explain whether authoritarian regimes would maintain the status quo, adjust their support coalitions, or fall from power after economic shocks.

Today, political leaders and candidates for office must campaign in a multimedia world through traditional forums—newspapers, radio, and television—as well as new digital media, particularly social media. Electoral Campaigns, Media, and the New World of Digital Politics chronicles how Twitter, Facebook, Reddit, email, and memes are used successfully and unsuccessfully to influence elections. Each of these platforms have different affordances and reach various audiences in different ways. Campaigns often have to wage different campaigns on each of these mediums. In some instances, they are crucial in altering coverage in the mainstream media. In others, digital media remains underutilized and undeveloped. As has always been the case in politics, outcomes that depend on economic and social conditions often dictate people’s readiness for certain messages. However, the method and content of those messages has changed with great consequences for the health and future of democracy.
This book answers several questions: How do candidates/parties reach audiences that are preoccupied, inattentive, amorphous, and bombarded with so many other messages? How do they cope with the speed of media reporting in a continuous news cycle that demands instantaneous responses? How has media fragmentation altered the campaign styles and content of campaign communication, and general campaign discourse? Finally and most critically, what does this mean for how democracies function?
When and why do democratic political actors change the electoral rules, particularly regarding who is included in a country’s political representation? The incidences of these major electoral reforms have been on the rise since 1980.
Electoral Reform and the Fate of New Democracies argues that elite inexperience may constrain self-interest and lead elites to undertake incremental approaches to reform, aiding the process of democratic consolidation. Using a multimethods approach, the book examines three consecutive periods of reform in Indonesia, the world’s largest Muslim majority country and third largest democracy, between 1999 and 2014. Each case study provides an in-depth process tracing of the negotiations leading to new reforms, including key actors in the legislature, domestic civil society, international experts, and government bureaucrats. A series of counterfactual analyses assess the impact the reforms had on actual election outcomes, versus the possible alternative outcomes of different reform options discussed during negotiations. With a comparative analysis of nine cases of iterated reform processes in other new democracies, the book confirms the lessons from the Indonesian case and highlights key lessons for scholars and electoral engineers.
Media and scholastic accounts describe a strong public opinion backlash—a sharply negative and enduring opinion change—against attempts to advance gay rights. Academic research, however, increasingly questions backlash as an explanation for opposition to LGBT rights. Elite-Led Mobilization and Gay Rights argues that what appears to be public opinion backlash against gay rights is more consistent with elite-led mobilization—a strategy used by anti-gay elites, primarily white evangelicals, seeking to prevent the full incorporation of LGBT Americans in the polity in order to achieve political objectives and increase political power. This book defines and tests the theory of Mass Opinion Backlash and develops and tests the theory of Elite-Led Mobilization by employing a series of online and natural experiments, surrounding the U.S. Supreme Court rulings in Obergefell v. Hodges and United States v. Windsor, and President Obama’s position change on gay marriage. To evaluate these theories, the authors employ extensive survey, voting behavior, and campaign finance data, and examine the history of the LGBT movement and its opposition by religious conservatives, from the Lavender Scare to the campaign against Trans Rights in the defeat of Houston’s 2015 HERO ordinance. Their evidence shows that opposition to LGBT rights is a top-down process incited by anti-gay elites rather than a bottom-up reaction described by public opinion backlash.
Elites and the Politics of Accountability in Africa examines the ways that accountability offers an effective interpretive lens to the social, cultural, and institutional struggles of both the elites and ordinary citizens in Africa. Each chapter investigates questions of power, its public deliberation, and its negotiation in Africa by studying elites through the framework of accountability. The book enters conversations about political subjectivity and agency, especially from ongoing struggles around identities and belonging, as well as representation and legitimacy. Who speaks to whom? And on whose behalf do they speak? The contributors to this volume offer careful analyses of how such concerns are embedded in wider forms of cultural, social, and institutional discussions about transparency, collective responsibility, community, and public decision-making processes. Great legal decisions often result from the heroic actions of average citizens. Ellery’s Protest is the story of how one student’s objection to mandatory school prayer and Bible reading led to one of the most controversial court cases of the twentieth century—and a decision that still reverberates in the battle over the role of religion in public life.
Abington School District v. Schempp began its journey through the nation’s courts in 1956, when sixteen-year-old Ellery Schempp protested his public school’s compulsory prayer and Bible-reading period by reading silently from the Koran. Ejected from class for his actions, Schempp sued the school district. The Supreme Court’s decision in his favor was one of the most important rulings on religious freedom in our nation’s history. It prompted a conservative backlash that continues to this day, in the skirmishes over school prayer, the teaching of creationism and intelligent design, and the recitation of the Pledge of Allegiance with the phrase “under God.”
Author Stephen D. Solomon tells the fascinating personal and legal drama of the Schempp case: the family’s struggle against the ugly reactions of neighbors, and the impassioned courtroom clashes as brilliant lawyers on both sides argued about the meaning of religious freedom. But Schempp was not the only case challenging religious exercises in the schools at the time, and Ellery’s Protest describes the race to the Supreme Court among the attorneys for four such cases, including one involving the colorful atheist Madalyn Murray.
Solomon also explores the political, cultural, and religious roots of the controversy. Contrary to popular belief, liberal justices did not kick God out of the public schools. Bitter conflict over school Bible reading had long divided Protestants and Catholics in the United States. Eventually, it was the American people themselves who removed most religious exercises from public education as a more religiously diverse nation chose tolerance over sectarianism. Ellery’s Protest offers a vivid account of the case that embodied this change, and a reminder that conservative justices of the 1950s and 60s not only signed on to the Schempp decision, but strongly endorsed the separation of church and state.
The story of the African American contributions to the symphonic jazz vogue of the 1920s through the 1940s.
During the early decades of the twentieth century symphonic jazz involved an expansive family of music that emulated, paralleled, and intersected the jazz tradition. Though now largely forgotten, symphonic jazz was both a popular music---arranging tradition and a repertory of hybrid concert works, both of which reveled in the mildly irreverent interbreeding of white and black and high and low music. While the roots of symphonic jazz can be traced to certain black ragtime orchestras of the teens, the idiom came to maturation in the music of 1920s white dance bands.
Through a close examination of the music of Duke Ellington and James P. Johnson, Ellington Uptown uncovers compositions that have usually fallen in the cracks between concert music, jazz, and popular music. It also places the concert works of these two iconic figures in context through an investigation both of related compositions by black and white peers and of symphonic jazz---style arrangements from a diverse number of early sound films, Broadway musicals, Harlem nightclub floor shows, and select interwar radio programs.
Both Ellington and Johnson were part of a close-knit community of several generations of Harlem musicians. Older figures like Will Marion Cook, Will Vodery, W. C. Handy, and James Reese Europe were the generation of black musicians that initially broke New York entertainment's racial barriers in the first two decades of the century. By the 1920s, Cook, Vodery, and Handy had become mentors to Harlem's younger musicians. This generational connection is a key for understanding Johnson’s and Ellington's ambitions to use the success of Harlem's white-oriented entertainment trade as a springboard for establishing a black concert music tradition based on Harlem jazz and popular music.

Elly Peterson was one of the highest ranking women in the Republican Party. In 1964 she ran for a Michigan seat in the U.S. Senate and became the first woman to serve as chair of the Michigan Republican Party. During the 1960s she grew disenchanted with the increasing conservatism of her party, united with other feminists to push for the Equal Rights Amendment and reproductive choice, battled Phyllis Schlafly to prevent her from gaining control of the National Federation of Republican Women, and became an independent.
Elly Peterson's story is a missing chapter in the political history of Michigan, as well as the United States. This new biography, written by Sara Fitzgerald (a Michigan native and former Washington Post editor), finally gives full credit to one of the first female political leaders in this country.
When Peterson resigned in 1970 as assistant chairman of the Republican National Committee, David Broder of the Washington Post wrote that "her abilities would have earned her the national chairmanship, were it not for the unwritten sex barrier both parties have erected around that job."
Embodied Archive focuses on perceptions of disability and racial difference in Mexico’s early post-revolutionary period, from the 1920s to the 1940s. In this period, Mexican state-sponsored institutions charged with the education and health of the population sought to strengthen and improve the future of the nation, and to forge a more racially homogeneous sense of collective identity and history. Influenced by regional and global movements in eugenics and hygiene, Mexican educators, writers, physicians, and statesmen argued for the widespread physical and cognitive testing and categorization of schoolchildren, so as to produce an accurate and complete picture of “the Mexican child,” and to carefully monitor and control forms of unwanted difference, including disability and racialized characteristics. Differences were not generally marked for eradication—as would be the case in eugenics movements in the US, Canada, and parts of Europe—but instead represented possible influences from a historically distant or immediate reproductive past, or served as warnings of potential danger haunting individual or collective futures.
Weaving between the historical context of Mexico’s post-revolutionary period and our present-day world, Embodied Archive approaches literary and archival documents that include anti-alcohol and hygiene campaigns; projects in school architecture and psychopedagogy; biotypological studies of urban schoolchildren and indigenous populations; and literary approaches to futuristic utopias or violent pasts. It focuses in particular on the way disability is represented indirectly through factors that may have caused it in the past or may cause it in the future, or through perceptions and measurements that cannot fully capture it. In engaging with these narratives, the book proposes an archival encounter, a witnessing of past injustices and their implications for the disability of our present and future.

In 1901, George Ward, a lynching victim, was attacked, murdered, and dismembered by a mob of white men, women, and children. As his lifeless body burned in a fire, enterprising white youth cut off his toes and, later, his fingers and sold them as souvenirs. In Embodying Black Experience, Harvey Young masterfully blends biography, archival history, performance theory, and phenomenology to relay the experiences of black men and women who, like Ward, were profoundly affected by the spectacular intrusion of racial violence within their lives. Looking back over the past two hundred years---from the exhibition of boxer Tom Molineaux and Saartjie Baartman (the "Hottentot Venus") in 1810 to twenty-first century experiences of racial profiling and incarceration---Young chronicles a set of black experiences, or what he calls, "phenomenal blackness," that developed not only from the experience of abuse but also from a variety of performances of resistance that were devised to respond to the highly predictable and anticipated arrival of racial violence within a person's lifetime.

By the early nineteenth century, imperial commodities had become commonplace in middle-class English homes. Such Indian goods as tea, textiles, and gemstones led double lives, functioning at once as exotic foreign artifacts and as markers of proper Englishness. The Empire Inside: Indian Commodities in Victorian Domestic Novels reveals how Indian imports encapsulated new ideas about both the home and the world in Victorian literature and culture. In novels by Charlotte Brontë, Charles Dickens, and Anthony Trollope, the regularity with which Indian commodities appear bespeaks their burgeoning importance both ideologically and commercially. Such domestic details as the drinking of tea and the giving of shawls as gifts point us toward suppressed connections between the feminized realm of private life and the militarized realm of foreign commerce.
Tracing the history of Indian imports yields a record of the struggles for territory and political power that marked the coming-into-being of British India; reading the novels of the period for the ways in which they infuse meaning into these imports demonstrates how imperialism was written into the fabric of everyday life in nineteenth-century England.
