The World Bank and other multilateral development banks (MDBs) carry out their mission to alleviate poverty and promote economic growth based on the advice of professional economists. But as Sarah Babb argues in Behind the Development Banks, these organizations have also been indelibly shaped by Washington politics—particularly by the legislative branch and its power of the purse.
Tracing American influence on MDBs over three decades, this volume assesses increased congressional activism and the perpetual “selling” of banks to Congress by the executive branch. Babb contends that congressional reluctance to fund the MDBs has enhanced the influence of the United States on them by making credible America’s threat to abandon the banks if its policy preferences are not followed. From 1400 through 1700, the number of reports of demonic possessions among European women was extraordinarily high. During the same period, a new type of mysticism—popular with women—emerged that greatly affected the risk of possession and, as a result, the practice of exorcism. Many feared that in moments of rapture, women, who had surrendered their souls to divine love, were not experiencing the work of angels, but rather the ravages of demons in disguise. So how then, asks Moshe Sluhovsky, were practitioners of exorcism to distinguish demonic from divine possessions?
Drawing on unexplored accounts of mystical schools and spiritual techniques, testimonies of the possessed, and exorcism manuals, Believe Not Every Spirit examines how early modern Europeans dealt with this dilemma. The personal experiences of practitioners, Sluhovsky shows, trumped theological knowledge. Worried that this could lead to a rejection of Catholic rituals, the church reshaped the meaning and practices of exorcism, transforming this healing rite into a means of spiritual interrogation. In its efforts to distinguish between good and evil, the church developed important new explanatory frameworks for the relations between body and soul, interiority and exteriority, and the natural and supernatural.

Optimists believe this is the best of all possible worlds. And pessimists fear that might really be the case. But what is the best of all possible worlds? How do we define it? Is it the world that operates the most efficiently? Or the one in which most people are comfortable and content? Questions such as these have preoccupied philosophers and theologians for ages, but there was a time, during the seventeenth and eighteenth centuries, when scientists and mathematicians felt they could provide the answer.
This book is their story. Ivar Ekeland here takes the reader on a journey through scientific attempts to envision the best of all possible worlds. He begins with the French physicist Maupertuis, whose least action principle asserted that everything in nature occurs in the way that requires the least possible action. Although largely unknown today, during his lifetime Mutio Oddi of Urbino (1569–1639) was a highly esteemed scholar, teacher, and practitioner of a wide range of disciplines related to mathematics. A prime example of the artisan-scholar so prevalent in the late Renaissance, Oddi was also accomplished in the fields of civil and military architecture and the design and retail of mathematical instruments, as well as writing and publishing.
In Between Raphael and Galileo, Alexander Marr resurrects the career and achievements of Oddi in order to examine the ways in which mathematics, material culture, and the book shaped knowledge, society, and the visual arts in late Renaissance Italy. Marr scrutinizes the extensive archive of Oddi papers, documenting Oddi’s collaboration with prominent intellectuals and officials and shedding new light on the practice of science and art during his day. What becomes clear is that Oddi, precisely because he was not spectacularly innovative and did not attain the status of a hero in modern science, is characteristic of the majority of scientific practitioners and educators active in this formative age, particularly those whose energetic popularization of mathematics laid the foundations for the Scientific Revolution. Marr also demonstrates that scientific change in this era was multivalent and contested, governed as much by friendship as by principle and determined as much by places as by purpose.
Plunging the reader into Oddi’s world, Between Raphael and Galileo is a finely wrought and meticulously researched tale of science, art, commerce, and society in the late sixteenth and early seventeenth century. It will become required reading for any scholar interested in the history of science, visual art, and print culture of the Early Modern period.

To read David Ferry’s Bewilderment is to be reminded that poetry of the highest order can be made by the subtlest of means. The passionate nature and originality of Ferry’s prosodic daring works astonishing transformations that take your breath away. In poem after poem, his diction modulates beautifully between plainspoken high eloquence and colloquial vigor, making his distinctive speech one of the most interesting and ravishing achievements of the past half century. Ferry has fully realized both the potential for vocal expressiveness in his phrasing and the way his phrasing plays against—and with—his genius for metrical variation. His vocal phrasing thus becomes an amazingly flexible instrument of psychological and spiritual inquiry. Most poets write inside a very narrow range of experience and feeling, whether in free or metered verse. But Ferry’s use of meter tends to enhance the colloquial nature of his writing, while giving him access to an immense variety of feeling. Sometimes that feeling is so powerful it’s like witnessing a volcanologist taking measurements in the midst of an eruption.

The congressional agenda, Frances Lee contends, includes many issues about which liberals and conservatives generally agree. Even over these matters, though, Democratic and Republican senators tend to fight with each other. What explains this discord? Beyond Ideology argues that many partisan battles are rooted in competition for power rather than disagreement over the rightful role of government.
The first book to systematically distinguish Senate disputes centering on ideological questions from the large proportion of them that do not, this volume foregrounds the role of power struggle in partisan conflict. Presidential leadership, for example, inherently polarizes legislators who can influence public opinion of the president and his party by how they handle his agenda. As the world went to war in 1941, Time magazine founder Henry Luce coined a term for what was rapidly becoming the establishment view of America’s role in the world: the twentieth century, he argued, was the American Century. Many of the nation’s most eminent historians—nearly all of them from the East Coast—agreed with this vision and its endorsement of the vigorous use of power and persuasion to direct world affairs. But an important concentration of midwestern historians actively dissented. With Beyond the Frontier, David S. Brown tells their little-known story of opposition.

Even within anthropology, a discipline that strives to overcome misrepresentations of peoples and cultures, colonialist depictions of the so-called Dark Continent run deep. The grand narratives, tribal tropes, distorted images, and “natural” histories that forged the foundations of discourse about Africa remain firmly entrenched. In Beyond Words, Andrew Apter explores how anthropology can come to terms with the “colonial library” and begin to develop an ethnographic practice that transcends the politics of Africa’s imperial past.
The way out of the colonial library, Apter argues, is by listening to critical discourses in Africa that reframe the social and political contexts in which they are embedded. Apter develops a model of critical agency, focusing on a variety of language genres in Africa situated in rituals that transform sociopolitical relations by self-consciously deploying the power of language itself. To break the cycle of Western illusions in discursive constructions of Africa, he shows, we must listen to African voices in ways that are culturally and locally informed. In doing so, Apter brings forth what promises to be a powerful and influential theory in contemporary anthropology.
