Placing Mark Twain’s comic masterpiece, Huckleberry Finn, in the context of long-standing American debates about race and culture, Jonathan Arac has written a work of scholarship in the service of citizenship.
Huckleberry Finn, Arac points out, is America’s most beloved book, assigned in schools more than any other work because it is considered both the “quintessential American novel” and “an important weapon against racism.” But when some parents, students, and teachers have condemned the book’s repeated use of the word “nigger,” their protests have been vehemently and often snidely countered by cultural authorities, whether in the universities or in the New York Times and the Washington Post. In 1982, the United States Supreme Court ruled that Amy Rowley, a deaf six-year-old, was not entitled to have a sign language interpreter in her public school classroom. Lawrence Siegel wholeheartedly disagrees with this decision in his new book The Human Right to Language: Communication Access for Deaf Children. Instead, he contends that the United States Constitution should protect every deaf and hard of hearing child’s right to communication and language as part of an individual’s right to liberty. Siegel argues that when a deaf or hard of hearing child sits alone in a crowded classroom and is unable to access the rich and varied communication around her, the child is denied any chance of success in life.
In The Human Right to Language, Siegel proposes that the First and Fourteenth Amendments of the Constitution be enforced so that Amy Rowley and her peers can possess that which virtually every other American child takes for granted – the right to receive and express thought in school. He asserts that the common notion of a right to “speech” is too infrequently interpreted in the narrowest sense as the right to “speak” rather than the broader right to receive and transmit information in all ways. Siegel reveals that there are no judicial decisions or laws that recognize this missing right, and offers here a legal and constitutional strategy for change. His well-reasoned hypothesis and many examples of deaf children with inadequate communication access in school combine to make a compelling case for changing the status quo.

When is a war not a war? When it is undertaken in the name of democracy, against the forces of racism, sexism, and religious and political persecution? This is the new world of warfare that Neda Atanasoski observes in Humanitarian Violence, different in name from the old imperialism but not so different in kind. In particular, she considers U.S. militarism—humanitarian militarism—during the Vietnam War, the Soviet-Afghan War, and the 1990s wars of secession in the former Yugoslavia.
What this book brings to light—through novels, travel narratives, photojournalism, films, news media, and political rhetoric—is in fact a system of postsocialist imperialism based on humanitarian ethics. In the fiction of the United States as a multicultural haven, which morally underwrites the nation’s equally brutal waging of war and making of peace, parts of the world are subject to the violence of U.S. power because they are portrayed to be homogeneous and racially, religiously, and sexually intolerant—and thus permanently in need of reform. The entangled notions of humanity and atrocity that follow from such mediations of war and crisis have refigured conceptions of racial and religious freedom in the post–Cold War era. The resulting cultural narratives, Atanasoski suggests, tend to racialize ideological differences—whereas previous forms of imperialism racialized bodies. In place of the European racial imperialism, U.S. settler colonialism, and pre–civil rights racial constructions that associated racial difference with a devaluing of nonwhite bodies, Humanitarian Violence identifies an emerging discourse of race that focuses on ideological and cultural differences and makes postsocialist and Islamic nations the potential targets of U.S. disciplining violence.

Millions of immigrants were drawn to American shores, not by the mythic streets paved with gold, but rather by its tables heaped with food. How they experienced the realities of America’s abundant food—its meat and white bread, its butter and cheese, fruits and vegetables, coffee and beer—reflected their earlier deprivations and shaped their ethnic practices in the new land.
Hungering for America tells the stories of three distinctive groups and their unique culinary dramas. Italian immigrants transformed the food of their upper classes and of sacred days into a generic “Italian” food that inspired community pride and cohesion. Irish immigrants, in contrast, loath to mimic the foodways of the Protestant British elite, diminished food as a marker of ethnicity. And East European Jews, who venerated food as the vital center around which family and religious practice gathered, found that dietary restrictions jarred with America’s boundless choices.

Food was a critical front in the Cold War battle for Asia. “Where Communism goes, hunger follows” was the slogan of American nation builders who fanned out into the countryside to divert rivers, remodel villages, and introduce tractors, chemicals, and genes to multiply the crops consumed by millions. This “green revolution” has been credited with averting Malthusian famines, saving billions of lives, and jump-starting Asia’s economic revival. Bono and Bill Gates hail it as a model for revitalizing Africa’s economy. But this tale of science triumphant conceals a half century of political struggle from the Afghan highlands to the rice paddies of the Mekong Delta, a campaign to transform rural societies by changing the way people eat and grow food.

Out of this campaign, the costliest and most sustained effort for development ever undertaken, emerged the struggles for resources and identity that define the region today. Meet the Jolly Boys—five men from northern Wisconsin who built a deer hunting shack in 1955 and established a tradition that has now lasted over six decades. Hunting Camp 52, affectionately known as Blue Heaven, is a place where every trail, rock, and ravine has its own nickname; every kill is recorded by hand on a window shade; every hunter happily croons along during evening songfests; and every rowdy poker game lasts late into the night. The outhouse is always cold, the porcupines are always a problem, and the vehicles are always getting stuck in the mud, but there’s nowhere else these men would rather be.

Although most freedmen throughout the states of the former Confederacy were Republicans loyal to the party of the Federal government that had emancipated them, they were factions of African-American voters who aligned themselves with local white Democratic leaders. one such group of black conservatives joined the “Red Shirts,” white paramilitary clubs that attempted to restore antebellum values in electing former Confederate general Wade Hampton governor of South Carolina in 1876.
Drago’s fine analysis recovers and explains this lost aspect of Southern black history. Drawing on primary sources that include testimonies of several black Red Shirts before a Congressional investigation of the election and eleven slave narratives, he de-romanticizes the black experience by examining the relationship between black initiative and southern paternalism.
Hsueh traces the historical development and theoretical implications of proprietary constitutionalism by examining the founding of the colonies of Maryland, Carolina, and Pennsylvania. She provides close readings of colonial proclamations, executive orders, and assembly statutes, as well as the charter granting Cecilius Calvert the colony of Maryland in 1632; the Fundamental Constitutions of Carolina, adopted in 1669; and the treaties brokered by William Penn and various Lenni Lenape and Susquehannock tribes during the 1680s and 1690s. These founding documents were shaped by ambition, contingency, and limited resources; they reflected an ambiguous and unwieldy colonialism rather than a purposeful, uniform march to modernity. Hsueh concludes by reflecting on hybridity as a rubric for analyzing the historical origins of colonialism and reconsidering contemporary indigenous claims in former settler colonies such as Australia, New Zealand, and the United States.
High blood pressure is one of our most severe public health problems, and any national health policy must take account of the dilemmas posed by hypertension. This disease is widespread in the United States, affecting between 10 and 30 percent of the adult population. Of the 24 million Americans so afflicted, only about three million are thought to be adequately treated; yet treatment of all hypertensives would cost perhaps five billion dollars a year.
In their ground-breaking study, Weinstein and Stason apply the tools of cost-benefit analysis to examine the policy implications of existing approaches to hypertension. Their conclusions have important consequences for allocating the resources available to combat the disease, and they identify the salient questions to be answered by new research. The authors' recommendations would lead to significant changes in current approaches (the much-publicized effort to screen for new cases, for instance). They suggest that criteria for case-finding and treatment be radically altered to take account of differences in the complications of high blood pressure as a function of age, sex, and race.
