In recent decades, scholars working in postcolonial history have successfully challenged the primacy of Western historiography and its Eurocentric worldview. With Unsettling History, a group of historians extend that challenge to two central components of work in history: archiving and narrating. Archival resources, they argue, despite their air of impartiality, are the product of established interests and subject to various practices of selection, cataloguing, and preservation. Narrating, too, is more complicated than it might at first seem, especially as the range of genres available to the historians for presenting their findings has expanded in recent years.

In time for the centennial of the United States’s entry into World War I, this collection of seventeen essays explores the war experience in Utah through multiple perspectives, from those of soldiers, nurses and ambulance drivers who experienced the horror of the conflict firsthand to those on the home front who were transformed by the war. Citizens supported the war financially, through service on councils of defense, with victory gardens, and by other means. Some of Utah’s Native Americans and at least one Episcopal bishop resisted the war. The terrible 1918–1919 flu pandemic impacted Utah and killed more victims around the world than those who died on the battlefields. There was a Red Scare and fight over United States participation in a League of Nations. These topics and more are explored, helping us understand the nature and complexity of the conflict and its impact on Utahns.
The contributors interpret mass media sources, museum displays, monuments, film, and literature, as well as the archival sources traditionally used by historians. They explore how American ideas about Japanese history shaped U.S. occupation policy following Japan’s surrender in 1945, and how memories of the Asia-Pacific War influenced Washington and Tokyo policymakers’ reactions to the postwar rise of Soviet power. They investigate topics from the resurgence of Pearl Harbor images in the U.S. media in the decade before September 11, 2001, to the role of Chinese war museums both within China and in Chinese-Japanese relations, and from the controversy over the Smithsonian Institution’s Enola Gay exhibit to Japanese tourists’ reactions to the USS Arizona memorial at Pearl Harbor. One contributor traces how a narrative commemorating African Americans’ military service during World War II eclipsed the history of their significant early-twentieth-century appreciation of Japan as an ally in the fight against white supremacy. Another looks at the growing recognition and acknowledgment in both the United States and Japan of the Chinese dimension of World War II. By focusing on how memories of the Asia-Pacific War have been contested, imposed, resisted, distorted, and revised, The Unpredictability of the Past demonstrates the crucial role that interpretations of the past play in the present.

The field of international relations has recently witnessed a tremendous growth of interest in the theme of identity and its formation, construction, and deconstruction. In Uses of the Other, Iver B. Neumann demonstrates how thinking about identity in terms of the self and other may prove highly useful in the study of world politics.
Neumann begins by tracing the four different paths along which this thinking has developed during this century-ethnographic, psychological, Continental philosophical, and “Eastern excursion”-and he shows how these blended at the margins of the discipline of international relations at the end of the 1980s. Sicily has been the fulcrum of the Mediterranean throughout history. The island’s central geographical position and its status as ancient Rome’s first overseas province make it key to understanding the development of the Roman Empire. Yet Sicily’s crucial role in the empire has been largely overlooked by scholars of classical antiquity, apart from a small number of specialists in its archaeology and material culture.
Urbanism and Empire in Roman Sicily offers the first comprehensive English-language overview of the history and archaeology of Roman Sicily since R. J. A. Wilson’s Sicily under the Roman Empire (1990). This timely book by Trevor Erlacher is the first English-language biography of the doctrine’s founder, Dmytro Dontsov (1883–1973), the “spiritual father” of the Organization of Ukrainian Nationalists. In 1990, months before crowds in Moscow and other major cities dismantled their monuments to Lenin, residents of the western Ukrainian city of Lviv toppled theirs. William Jay Risch argues that Soviet politics of empire inadvertently shaped this anti-Soviet city, and that opposition from the periphery as much as from the imperial center was instrumental in unraveling the Soviet Union.
Lviv’s borderlands identity was defined by complicated relationships with its Polish neighbor, its imperial Soviet occupier, and the real and imagined West. The city’s intellectuals—working through compromise rather than overt opposition—strained the limits of censorship in order to achieve greater public use of Ukrainian language and literary expression, and challenged state-sanctioned histories with their collective memory of the recent past. Lviv’s post–Stalin-generation youth, to which Risch pays particular attention, forged alternative social spaces where their enthusiasm for high culture, politics, soccer, music, and film could be shared.
The Ukrainian West enriches our understanding not only of the Soviet Union’s postwar evolution but also of the role urban spaces, cosmopolitan identities, and border regions play in the development of nations and empires. And it calls into question many of our assumptions about the regional divisions that have characterized politics in Ukraine. Conflict between the two groups led to riots in 1990, and again in 2010, when thousands, mostly ethnic Uzbeks, were killed and nearly half a million more fled across the border into Uzbekistan. While these tragic outbreaks of violence highlight communal tensions amid long-term uncertainty, a close examination of community life in the two decades between reveals the way Osh Uzbeks have created a sense of stability and belonging for themselves while occupying a postcolonial no-man’s-land, tied to two nation-states but not fully accepted by either one.

The meeting of the Russian and Qing empires in the nineteenth century had dramatic consequences for Central Asia’s Muslim communities. Along this frontier, a new political space emerged, shaped by competing imperial and spiritual loyalties, cross-border economic and social ties, and the revolutions that engulfed Russia and China in the early twentieth century. David Brophy explores how a community of Central Asian Muslims responded to these historic changes by reinventing themselves as the modern Uyghur nation.
As exiles and émigrés, traders and seasonal laborers, a diverse diaspora of Muslims from China’s northwest province of Xinjiang spread to Russian territory, where they became enmeshed in political and intellectual currents among Russia’s Muslims. From the many national and transnational discourses of identity that circulated in this mixed community, the rhetoric of Uyghur nationhood emerged as a rallying point in the tumult of the Bolshevik Revolution and Russian Civil War. Under the Heel of the Dragon: Islam, Racism, Crime, and the Uighur in China offers a unique insight into current conflicts resulting from the rise of Islamic fundamentalism and the Chinese government’s oppression of religious minorities, issues that have heightened the degree of polarization between the Uighur and the dominant Chinese ethnic group, the Han.
Author Blaine Kaltman’s study is based on in-depth interviews that he conducted in Chinese without the aid of an interpreter or the knowledge of the Chinese government. These riveting conversations expose the thoughts of a wide socioeconomic spectrum of Han and Uighur, revealing their mutual prejudices. The Uighur believe that the Han discriminate against them in almost every aspect of their lives, and this perception of racism motivates Uighur prejudice against the Han.

For two generations scholars and general readers have looked to John King Fairbank’s The United States and China for knowledge and insights about China. In this fourth edition, enlarged, he includes a new preface and an epilogue that brings the book up to date through the events of 1982. He has also updated the vast bibliography and both indexes. Uncertainty in the Empire of Routine investigates the administrative revolution of China’s eighteenth-century Qing state. It begins in the mid-seventeenth century with what seemed, at the time, to be straightforward policies to clean up the bureaucracy: a regulation about deadlines here, a requirement about reporting standards there. Over the course of a hundred years, the central court continued to demand more information from the provinces about local administrative activities. By the middle of the eighteenth century, unprecedented amounts of data about local offices throughout the empire existed.
The result of this information coup was a growing discourse of crisis and decline. Gathering data to ensure that officials were doing their jobs properly, it turned out, repeatedly exposed new issues requiring new forms of scrutiny. Slowly but surely, the thicket of imperial routines and standards binding together local offices, provincial superiors, and central ministries shifted the very epistemological foundations of the state. A vicious cycle arose whereby reporting protocols implemented to solve problems uncovered more problems, necessitating the collection of more information. At the very moment that the Qing knew more about itself than ever before, the central court became certain that it had entered an age of decline.

During the infamous “Rape of Nanking,” a brutal military occupation of Nanking, China, that began on December 13, 1937, it is estimated that Japanese soldiers killed between 200,000 and 300,000 Chinese and raped between 20,000 and 80,000 women. To shelter civilian refugees, a group of Westerners established a Nanking Safety Zone. Among these humanitarians was Minnie Vautrin, an American missionary and acting president of Ginling College. She and Tsen Shui-fang, her Chinese assistant and a trained nurse, turned the college into a refugee camp, which protected more than 10,000 women and children during the height of the ordeal. The Undaunted Women of Nanking juxtaposes day-by-day the exhausted and terrified women’s wartime diaries, providing vital eyewitness accounts of the Rape of Nanking and a unique focus on the Ginling refugee camp and the sufferings of women and children. Vautrin's diary reveals the humanity and courage of a female missionary in a time of terror. Tsen Shui-fang’s diary, never before published in English and translated here for the first time, is the only known daily account by a Chinese national written during the crisis and not retrospectively. As such, it records a unique perspective: that of a woman grappling with feelings of anger, sorrow, and compassion as she witnesses the atrocities being committed in her war-torn country.
Editors Hua-ling Hu and Zhang Lian-hong have added many informative annotations to the diary entries from sources including the proceedings of the Tokyo War Crimes Trial of 1946, Vautrin’s correspondence, John Rabe’s diary, and other historical documents. Also included are biographical sketches of the two women, a note on the diaries, and information about the aftermath of the tragedy, as well as maps and photos—some of which appear in print in this book for the first time.

George M. Houser (1916–2015) was one of the most important civil rights and antiwar activists of the twentieth century. A conscientious objector during World War II, in 1942 Houser cofounded and led the Congress of Racial Equality (CORE), whose embrace of nonviolent protest strategies and tactics characterized the modern American Civil Rights Movement. Beginning in the 1950s, Houser played a critical role in pan-Africanist anticolonial movements, and his more than thirty-year dedication to the cause of human rights and self-determination helped prepare the ground for the toppling of the South African apartheid regime.
Throughout his life, Houser shunned publicity, preferring to let his actions speak his faith. From the late 1970s through 1982, Michael E. Stone conducted a number of expeditions to the Sinai peninsula, searching for ancient inscriptions. The 11 essays in this volume, originally presented at meetings of the Ulster-American Heritage Symposium by scholars from Scotland, Ireland, Canada, and the United States, explore the nature of Scotch-Irish culture by examining values, traditions, demographics, and language. The essays also investigate the process of migration, which transmitted that culture to the New World, and the subsequent assimilation of Celtic ways into American culture.
The themes presented are wide-ranging and complex. In Unseen Art, Claudia Brittenham unravels one of the most puzzling phenomena in Mesoamerican art history: why many of the objects that we view in museums today were once so difficult to see. She examines the importance that ancient Mesoamerican people assigned to the process of making and enlivening the things we now call art, as well as Mesoamerican understandings of sight as an especially godlike and elite power, in order to trace a gradual evolution in the uses of secrecy and concealment, from a communal practice that fostered social memory to a tool of imperial power.

In the spring of 1832, when the Indian warrior Black Hawk and a thousand followers marched into Illinois to reoccupy lands earlier ceded to American settlers, the U.S. Army turned to rival tribes for military support. Elements of the Menominee, Dakota, Potawatomi, and Ho Chunk tribes willingly allied themselves with the United States government against their fellow Native Americans in an uncommon defense of their diverse interests. As the Black Hawk War came only two years after the passage of the Indian Removal Act and is widely viewed as a land grab by ravenous settlers, the military participation of these tribes seems bizarre. In order to grasp Indian motives, John Hall explores their alliances in earlier wars with colonial powers as well as in intertribal antagonisms and conflicts. In the crisis of 1832, Indians acted as they had traditionally, leveraging their relationship with a powerful ally to strike tribal enemies, fulfill important male warrior expectations, and pursue political advantage and material gain. However, times had changed and, although the Indians achieved short-term objectives, they helped create conditions that permanently changed their world.
Providing a rare view of Indian attitudes and strategies in war and peace, Hall deepens our understanding of Native Americans and the complex roles they played in the nation’s history. So begins the story of Black Hawk, Ute Indian warrior chief and brilliant strategist, and Brigham Young, sagacious religious and political leader of the Mormons. Two powerful and unyielding men forged by hardship and conviction, both revered and both reviled in their times. One, orchestrating a remarkable campaign to turn back the tide of white expansion and prevent the extinction of his people, the other, attempting to keep his exiled church and its thriving utopian society sovereign and intact. From 1865 to 1867, the warrior Black Hawk, also known as Antonga, led a combined force of Utes, Navajos, and Paiutes in a series of intense stock raids on the Mormon settlements in Utah territory. Black Hawk astutely judged that political conflict between the federal government and Mormon Utah would keep U.S. soldiers from chastising his band. Moreover, the antagonism of Washington toward Utah’s polygamy, theocracy, and isolationism made Mormon leader Brigham Young wary of seeking federal help. In fact, to keep the government from using the war as a pretext for sending more troops to Utah, the Mormons withheld information, making the Black Hawk War an almost secret war as far as the rest of the nation was concerned. As directed by Brigham Young, Utah’s Latter-day Saint citizens mobilized a church militia, the Nauvoo Legion, to repel Indian attacks. Yet Black Hawk and others were able to carry on their activities for almost eight years without incurring the federal military reprisals that Indians on all four sides of the Mormon heartland experienced. Bloodshed on both sides plunged Mormons and Indians into a war of vengeance—years of killing and raiding that continued until federal troops stepped in 1872.

In Unsettling Mobility, Michelle A. Lelièvre examines how mobility has complicated, disrupted, and—at times—served this contradiction at the core of the settler colonial project.
Drawing on archaeological, ethnographic, and archival fieldwork conducted with the Pictou Landing First Nation—one of thirteen Mi’kmaw communities in Nova Scotia—Lelièvre argues that, for the British Crown and the Catholic Church, mobility has been required not only for the settlement of the colony but also for the management and conversion of the Mi’kmaq. For the Mi’kmaq, their continued mobility has served as a demonstration of sovereignty over their ancestral lands and waters despite the encroachment of European settlers.
Unsettling Mobility demonstrates the need for an anthropological theory of mobility that considers not only how people move from one place to another but also the values associated with such movements, and the sensual perceptions experienced by moving subjects. Unsettling Mobility argues that anthropologists, indigenous scholars, and policy makers must imagine settlement beyond sedentism. Rather, both mobile and sedentary practices, the narratives associated with those practices, and the embodied experiences of them contribute to how people make places—in other words, to how they settle.
